This role will focus on the ground stations supporting EUMETSATs low Earth orbiting LEO satellites EPS, EPSSG and JCS but the engineer will also be expected to support the geostationary orbit GEO stations when required. Key Responsibilities Longterm planning and shortterm scheduling of the operational usage of the ground stations to support both the needs of the Flight Operations Division FLO and Ground Stations engineering team Interface with project teams for the implementation of system upgrades to support major operations projects and major activities described in the Operational System MidTerm Evolution Plan. This will include ground station changes required to support major space segment evolutions Interfacing with the ground stations maintenance teams and industry representatives to ensure optimised performance by the ground stations, including participating in the definition, specification and implementation of any changes Planning and coordination of upgrades, repairs and evolutions with the engineering teams and FLO division Organising the validation of these upgrades, repairs and evolutions with the Controller Teams Definition and maintenance of ground station operations procedures and operations guides Maintaining operational ground stations databases Investigation into anomalies, their documentation, classification and correctionmitigation, participation in associated Anomaly Review Boards Provision of training, through production and presentation of written materials, practical demonstrations and presentations, to other members of the Operations Department The role will require good communications skills, to allow the effective communication of information under a variety of circumstances. The Key Person should be used to working proactively within team and being able to work with the minimum of supervision. The variety of the tasks and the scope and complexity of the systems to be supported require a high degree of autonomy and good analytical skills. The tasks assigned to the Key Person will be agreed through dedicated workpackages with clear identification of activities and outputs expected. During critical operational periods or following major maintenance upgrades, the engineer will also be required to provide on call support as part of a team of ground station engineers. In the performance of these tasks, the Key Person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Requirements In addition to having a university degree in a relevant technical discipline or the equivalent ground stations experience, the Key Person shall have the following mandatory attributes at least five years experience in ground stations TTC operations in support of multiple Low Earth Orbit LEO andor Geostationary GEO spacecraft at least five years experience in a realtime 247 spacecraft operations environment, ideally in an earth observation environment excellent interpersonal and coordination skills Experience of the following would be a distinct advantage major upgrades or evolutions of operational ground stations defining and implementing the verification and validation of ground stations interfaces between ground stations and ground segments firstline hardware and software failure diagnosis and correction baseband operation and configuration While the official languages of EUMETSAT are English and French, the working language for the position is English and therefore the Key Person must be able to work effectively in this language. The key person will coordinate all training needs, including initial familiarisation training as well as ongoing continuity training, for all levels within the operations preparation and operations teams controllers, analysts, engineers and operations management. The role comprises a range of tasks including the assessment of training needs for all team roles, definition of a training policy and associated plans to cover these needs, implementation of training and assessment of the efficacy of training provided. Continuous review of the training policy and its implementation will be performed by the key person in order to ensure the operations teams are at optimal operations readiness, and that the training needs of future programs or resulting from ongoing OPS projects are satisfactorily addressed. The tasks of the key person will typically include In coordination with the System Operations Manager and OPS QA, maintain the Operations Department Training Policy to be used as a guide in the definition, implementation and subsequent assessment of training. This should address the initial training of new team members, preparatory training of the existing team required to address ongoing OPS projects and new operational programs, and continuity training of the existing team to ensure optimal proficiency, as well as specific training for system evolutions In cooperation with the various team leaders across EUMETSATs operational programs, maintain the definition of the specific training requirements for the various team roles and across the various program operations teams In cooperation with the programme development teams and contractor companies for new programmes, develop and implement a Training Plan to ensure operations readiness at the end of the operations preparation phase, including definition of training requirements, and review of provided materials Assess the training needs for individual team members based on their roles and the associated training requirements Define and maintain Training Plans to address the needs of various team members in areas both programspecific and crossprogram. Experience of spacecraft and their control systems, mission ground segments, and their 247 operations Experience of Operation Preparation and procurement phases for new programmes. Furthermore, it would be a distinct advantage for the Consultant to have several years of experience with the following Microsoft Office Suite 247 satellite operations environments Training tools and techniques, including remote training Intranet and Extranet technology.
