Tasks The tasks and responsibilities of the Communications Engineer include To support the operations and maintenance of the network infrastructure and services of the Copernicus Sentinel3 Ground Segment To carry out the handling and the troubleshooting of the network systems and Services anomaly To support the operations, administration and maintenance of thirdparty provided network services To monitor and report the performance of the network infrastructure and systems, including thirdparty provided network services, and the quality of the services delivered to the users. Essential requirements The consultant shall have at least 5 years of proven knowledge and handson experience in the following mandatory skills area Network fault detection, analysis, troubleshooting, fixing. Cisco technology based network solutions. It will be considered beneficial if the Communication Engineer holds a current Cisco certification or is able to substantiate equivalent experience. Software Engineer for Flight Dynamics System Support Sentinel3

System Development Maintenance Skills Experience minimum 3 years in the full cycle of development of application software, preferably for Satellite Flight Dynamics Systems, following formal software engineering processes. This includes user and system requirement analysis, software requirement engineering, software design and implementation reflecting maintenance activities as well as new applications definition. Experience minimum 3 years in corrective maintenance, integration and verification testing activities of application software for Satellite Flight Dynamics Systems following formal software engineering processes. This includes requirement verification, generation oftest plan and test procedures, nonregression testing, generation of test data, generation of test tools, running the test procedures on the target system, generation of test reports, and anomaly tracking, investigation, correction and testing. Software Engineering Skills Experience minimum 3 years in designing and developing software components and applications using Object Oriented 00 approach including design patterns. Experience minimum 3 years in designing and developing software applications using Java and related technologies. Experience minimum 3 years in developing software applications using Eclipse SDE Smart Development Environment and related projects and addons. Software Technology Skills Experience with developing software applications using FORTRAN. IBM DOORS requirement management tool. Experience in version Control Systems CVS and SVN. Linux Operating System. Unified Modelling Language UML for software design. Experience in the usage of software CASE design tools e.g. Enterprise Architect andor MagicDraw. Experience in designing and developing software client applications using Eclipse as HMI framework Rich Client Platform. Experience using tools for the automation of software testing. Experience with static and dynamic software analysis tools in support to testing and troubleshooting. Preventive and corrective maintenanceincluding the investigation and correction or following the corrections implemented by external contractors of anomalies in the software facilities and verification testing of the fixes. Maintenance test proceduresgeneration and updates of maintenance test procedures at software facility level and at system level. Support and development of the verification infrastructuredevelopment andor procurement of scripts I tools to perform installation checks, nonregression, functional and performance testing. Analysis and implementation of mechanisms or tools allowing the automatic or semiautomatic verification testing of the application software. Coordination of the production of new software releases or patches, delivery acceptance and installation onsite.This activity includes the technical coordination of the production by an external contractor of new releases or patches of the application software, liaison with the EUMETSAT operational users, participation to technical reviews, participation to infactory at contractor premises acceptance testing campaigns and coordination of the installation of the releases or patches onsite at EUMETSAT. Execution and coordination of software verification and nonregression testing campaigns.This activity includes preparation of test data, rwming the test procedures on the target system, generation of test reports, analysis of results and troubleshooting of problems. User Support Software support software support to the endusers of the application software. Ensure operations continuity by provision of oncall services and software support to operations. Trainingprepare and provide training covering usage and maintenance aspects of the application software. Technical Management Documentationgeneration and updates of technical documents. Meeting participationparticipation to technical, progress and team meetings as needed and requested. Routine reportingpreparation and production of routine reports as necessary.
