Competence Area Manager, Data Processing Systems and Applications REF. VN1504 Leading multidisciplinary teams of engineers within our System Engineering and Projects Division, you will manage industrial contracts to maintain and continuously evolve all operational ground segment data processing systems and applications. Equally importantly, you will coordinate the data processing engineering support for all our development programmes, involving participation in ground system and overall system level development. Your remit will span the entire project lifecycle, from conceptualisation through tradeoffs, feasibility analysis, requirements definition, architectural and detailed design and production followup to completion of commissioning, and you will define and implement a longterm engineering and maintenance approach to maximise availability whilst controlling costs. Highly experienced in engineering or maintaining large scale software systems in an operational, highly available environment, you will ideally bring exposure to spacebased ground segment data processing production systems. Naturally, you will be familiar with the full system development lifecycle and all aspects of contract management, and you will possess a sound background in meteorological andor earth observation systems, including processes and standards such as ECSS. At the same time, you should be familiar with tools such as DOORS, skilled in leading and developing teams and capable of making persuasive presentations. Finally, you must be able to work effectively in English and have a working knowledge of French. JOB DESCRIPTION Data Systems Operations engineer SIM area This WO is covering a Sentinels Data Systems Engineering operational service support request, within the Sentinels Data Systems Management Teams,. The main area of expertise for this service request is the Simulator SIM, although support on the area of Mission Control Systems MCS is expected Responsibilities Duties Tasks The primary area of responsibility for this service is for Data Systems Operations Engineering, covering the areas of the following two Mission Data Systems MDS Sentinels Mission Control Systems Engineering support Sentinels Simulators Engineering support For both of these Mission data systems, the service includes Specification of the software requirements of these systems in collaboration with the operational users Definition and specification of their internal and external interfaces in agreement with the relevant parties Acceptance of the deliverables received from industry, ensuring correctness, completeness and compliance to the applicable requirements Support to the mission operations staff as required in the various operational phases, including System Validation Tests, simulation campaign and in software support coordination as part of the Flight Control Team during critical operational phases such as launches Coordination with other internal ESOC or external units, e.g. with the unit supplying mission data systems infrastructure and with the unit supplying the ICT systems and services Participation in research and development activities in the area of mission data systems. Participate in the testing and validation of the various infrastructure elements used by the Sentinels MDS as well as definition of the future evolution of these systems. Collaboration with other missions to ensure crossmission consistency and harmonization between Sentinel and other missions MDS systems, spinin from other missions into the Sentinel MDS and spinout from the Sentinel system to future systems including, but not limited to, future Sentinel missions. Your Tasks Include The consultant will provide engineering support to the EPSSG Ground Segment Data processing team in the frame of the EPSSG Preparatory Programme Phase B as well as to the Operations department in the frame of maintenance and evolution of the EPS data processing systems. The Consultant will support activities related to initially Phase B followed by phases CD of the EPSSG Programme in the area of data processing engineering. In this context attention is drawn to the mandatory nature of the programme. In the detail, support will be provided for the following tasks In Phase B Requirements engineering in DOORS for EPSSG data processing requirements. This includes review, specification and refinement of existing requirements, their uptraces to parent Ground Segment specifications, justifications and verification methods Ensure coherency of requirements with algorithms specifications Definition of ICDs between data processing elements and other GS functions Definition of Testing and Operational scenarios for data processing elements Definition of data processing concepts and tradeoffs to support requirements understanding and justification. In Phase CD Support the procurement of data processing elements by advising on technical solutions proposed by the contractor and by reviewing documentation to confirm its compliance with the requirements Support management of the requirements baseline for data processing elements Support refinement of ICDs Support testing, integration and acceptance of data processing elements. In Phase E Support to maintenance activities, including characterisation of system component behaviour against required performance, proposal and implementation of system alterations including component modification to achieve required performance. Support to evolution activities, including conceptual design, requirements specification, functional modelling, system analysis, and concept development to support increased performance, rationalisation of components, and cost reduction. In addition, there will be regular involvement in the following tasks requiring interaction and coordination with other teams at System and Ground Segment level Review of System, Space Segment and Ground Segment documentation dealing with requirements, concepts, algorithms and technical analyses of relevance for data processing, including review of instrument data processing algorithms and calibration concepts defined by the Space Segment with emphasis on their implications on Ground Segment data processing concepts, interfaces and architecture Participation in formal reviews and technical meetings at System and Ground Segment level. Review of documentation dealing with technical evolutions of the Clients infrastructure The performance of these tasks shall comply with the Clients organisational and divisional rules, management standards and working practices. Your Profile Mandatory Attributes, Skills and Experience, In addition to having a University degree or equivalent, including experience in the engineering, physics, or software or similar domains the key persons shall have the following mandatory attributes, skills, and experience. Relevant experience in preparation of requirements, design, interfaces and testing documentation for data processing systems for Earth Observation missions experience on data processing for high data rates missions will be considered an asset. Relevant experience with L1L2 processing software for Earth Observation missions, either for operationsmaintenance or specification and development. Knowledge of the requirements engineering process, including relation between requirements, ICDs, design and testing documentation. Ability to learn and develop the needed skills and knowledge to contribute to the development of EPSSG. This includes the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context.
