Specific Tasks o LAU QMS support activities Report directly to the Head of the Launchers Quality Management Office LAUSQ in the Policy, Plans and Quality Management Department LAUS of the Directorate of Launcher. The responsibilities and duties include The improvement and maintenance of the Directorate Quality Management System, in particular o implementing maintaining the LAU QMS in close coordination with LAU Line Management, ProjectProgrammes Managers and Product Assurance Managers PAMs, proposing, assessing and reviewing the LAU management and product realisation processes and deploying the QMS elements in consistency with Launchers Terminology and Management Specifications applicable to contracts managed by the directorate and those referred in the ESAArianespace Exploitation Agreement and in compliance with the ISO 9001 standard o facilitating and coordinating the implementation of agreed process changes and new process elements o supporting actively the establishment and maintenance of the required documented procedures o training the LAU workforce including national agencies staffs integrated in LAU teams on the use benefits of LAU QMS o supporting the establishment of process performance measures related targets o planning implementing the Internal Quality Audit activity o Consolidating, collating comprehensively analysing reporting QMS performance data, including nonconformances, audit results, improvement progress o acting as the secretary of the LAU QMS Improvement Forum. the maintenance of the certification of the LAU QMS to the standard ISO 9001 o organising the certification audits renewals o supporting the establishment of corrective action plans. support to the Head of the Launchers Quality Management Office, in coordination with the LAU Product Assurance Managers as Directorates interface with the Product Assurance Safety Department and with DGA for ensuring that the Directorates internal quality Management requirements remain compatible with the Agency internal quality management requirements acting as gatekeeper of the Directorates IT tools related to the LAU QMS, according to the Directorates access policy. Weekly and Monthly written reporting PA officer for new Launchers Development Ariane 6 Support for designated projects in conducting, monitoring assessing the implementation of the PA Safety Programme for A6 Launcher System and P120C. Main tasks The main tasks will be the following Acting as book captain of the Ariane 6 Launcher System risk analysis animates the process for risk analysis interacting with project engineers, organising ad hoc meetings, issuing relevant documentation, expressing needs for specific tool development for risk management, etc . Monitoring the contractors PAS programme in order to assess their performanceeffectiveness and proposing the necessary preventive or corrective actions, Analysing of Industrialcontractors Management, Risk opportunity, Product, Quality and RAMS Assurance, configuration plans in order to recommend an agreement to Projectprogrammes Managers, Verifying the correct application of industrial Quality Assurance plans, Supporting for project reviews preparation and Participating to reviews, as requested, Participating to PA and project progress meetings, organizing industrial quality meetings as requested, Proposing industrial audits, defining objectives, Attending to selected mandatory inspection points MIP as MRR and acceptance reviews. attendance of TRRs, level 0 PTR as a review memberchairman as requestedwhen relevant, as well as test campaignexecution surveillance. Representing ESA in the Boards established within the projects for the disposition of Nonconformances Failure Reviews, MRB, as review memberchairman as requested and when relevant Providing QA support and surveillance in validation tests campaigns whenwhere relevant, Trackingsoliciting closure of action items assigned during project relevant reviews and meetings, Weekly and monthly written reporting. Specific Competence Requirements o As per Job Class in engineering or technical sciences. o Significant experience in Product Assurance and Quality Assurance in the space domain. o Knowledge of Configuration Management or the implementation of Product Assurance within a quality system certified to ISO 9001 would be an asset. o Good knowledge of the French language and the English language. o Good experience in the launcher domain. For our customer, ESOC in Darmstadt, Germany, we are seeking for a Product Assurance and Safety engineer to provide Quality Assurance support to the OPSQ office. Responsibilities Major activities of the PA process to be covered Planning and keep uptodate the PA activities in support to the team output PA Plan and PA Work Packages. Monitoring the compliance of the team to applicable standards and customer requirements output PA KPIs, nonconformance management, corrective and preventive actions. Organise and conduct the management of anomalies and problems in each team output problem management, corrective and preventive actions. Organise and conduct the management of configurations and changes within each team output configuration management, baselines. Define and monitor the implementation of the rules for document production by the team output documentation management. Solicit the identification of improvements by the team output lessons learned. Provide direct support to the team as requested possible output demonstration of Dependability requirements, outage analysis, risk register maintenance. In particular the following tasks are highlighted Configure and maintain the PA quality tools to specifically support the missions. Support ground and spacecraft anomaly review meetings, tracking all decisions taken. Support configuration review meetings to process all change requests. Maintain the ground segment product tree of each mission and the agreed documentation baseline. Organise and conduct the Freeze in view of critical operations. Stimulate the regular assessment of risks and reflect the update in the relevant risk register. Stimulate the collection of lessons learned after each major milestone. Survey document production by the team and provide quality review of documents on request. Attend agreed simulation sessions and support the chasing of actions raised in the Debriefing. Support critical operations on console on shift, according to instructions from Flight Operations Director. Major activities of the QA process to be supported are Plan and organise the OPSQ audit activities for internal audits, external audits, and surveillance audits. Solicit closure of overdue actions on audit nonconformances. Support the OPS Improvement Forum. Collect OPS KPI relevant to OPSQ. Contribute to OPSQ feedback to OPS Management Team. Support the maintenance and improvement of the QMS both for the documents and the web site. You are required to familiarise yourself with OPSQ and the assigned missions, in particular with the procedures and tools that are needed to perform the PAQA operations. The tasks to be performed require considerable initiative, flexibility and independence in executing the assigned tasks, within the approach defined by OPSQ. This is a fulltime position to be located at ESOCs premises in Darmstadt with the planned start date 1st September 2019. Qualifications Competencies In addition to having a university degree or equivalent in a relevant discipline, you shall have following knowledge Essential skills are Demonstrated experience with Product Assurance of Missions in Development and Operations Demonstrated experience with Quality Assurance of an organisation Expert and operational experience on problem management process anomalies, nonconformances, review board Experience in working in an operational environment Mastering of quality tools for problem management Experience in Quality Management System QMS Desirable skills are Familiarity with ESA organisation and way of working Familiarity with ECSS standards applicable to ground segment Familiarity with ISO9001 standard quality Familiarity with ISO27001 standard security Expert and operational experience on configuration management process changes, baseline, freeze, deviations, waivers Expert and operational experience on risk management process risk register, trend, acceptance Expert and operational experience on documentation management process reference number, digital signature, template Experience in tools for documentation management Experience in tools for configuration management You shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work without supervision.
