Programme Management Support in the LEO Division

For our activities in EUMETSAT, we are currently looking for a Programme Management Support in the LEO Division. Tasks and Responsibilities You will report to the Associate Director for LEO Programmes Head of the LEO Division and liaise with the LEO management team. Overall you should support the LEO management in the preparation of generic management and development plans and structures e.g. Work breakdown structure, Product tree, Documentation tree taking into account the existing information and implementing lessons learnt from the past EPS, Jason and Sentinel3 mission development. The outcome of this support will be used to maintain the existing plans and on to work on the development programmes. Your tasks will include, but not necessarily be limited to, the following Maintain a coherent management baseline for all programmes run within the LEO Division. It consists in ensuring that the management arrangements and processes described in the respective Programme Management Plans are coherent and where necessary, propose updates Organise the review of and document the basic processes used in the LEO Programmes i.e. planning and scheduling, HR Planning, action tracking, reporting Based on consultation with the Associate Director and the LEO Management team including Quality Assurance and Project control, maintain the LEO Risk Management Plan. Participate to the implementation of the risk management process Collect information and generate monthly Quarterly status reports for the programme run within the LEO Division Establish and maintain Divisional and Programme indicators organise sessions to analyse trends with LEO management in order to initiate actions On a quarterly basis, collect the status of Programmes activities with respect to yearly organisational objectives and report the outcome in a predefined corporate format Based on consultation with the Associate Director and the LEO Management team as well as PMPs from other existing EUMETSAT programmes finalise and maintain the individual LEO Programme Management Plans. PMPs describe the management processes to be implemented during all programme development phases. PMPs rely on the existing management arrangements, the inputs provided by the EUMETSAT Directory of Instruction, the lessons learnt drawn from previous implementations and the outcomes of quality audits. Significant contributions to the JasonCS management plans will be needed Coordinate and maintain with project control the Programme structures e.g. Work breakdown structure, Product tree, Documentation tree Preparation of synthetic managerial and technical reports for internal and external purposes Preparation of presentations for internal and external purposes Support the preparation of Programme Reviews and key points from a management standpoint e.g. MetopC reviews, LEO Requirement Reviews. Requirements You should have a University degree, some knowledge of QA processes and procedures and good computing skills with a familiarity with Microsoft Office software Word, Excel, PowerPoint, Project, Access, etc.. You are required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision. You should have, as a prerequisite, a background of at least 5 years in space projects, with at least 3 years of experience in project management positions. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore you must be able to work effectively in this language, knowledge of French being an advantage. You should have good interpersonal skills. Furthermore, you should preferably have experience of working on a collaborative programme between different partners. This job position is for our customer EUMETSAT. The key person will be integrated into the MTG MOF Team. The tasks will typically include, during the remaining procurement phase Supporting the MTG ground segment team in following the MTG Mission Planning System MPS and procedure edition and execution tools procurement, to make sure that the delivery fits the intended purpose Participating in reviews for the MPS, the procedure edition and execution tools, and interfacing facilities. Analysing and reviewing relevant MTG documentation, preparing technical notes and attending technical meetings Participating in MPS, procedure edition and execution tools testing e.g. Factory and OnSite Acceptance Testing and related activities at facility and system level. Analysing and reporting on the test results, in particular with respect to their suitability for requirement verification and validation Creation and execution of test procedures on the assigned MOF elements in order to validate their readiness for operational usage Participating in the installation of the MPS, procedure edition and execution tools at EUMETSAT, while fulfilling the configuration management requirements. Verifying the facility installation Defining the Mission Planning, procedure edition and execution tools operational implementation database structures, etc Monitoring and steering the lifecycle for MPS, procedure edition and execution tools related anomaly reports ARs and nonconformance reports NCRs Interacting with internal users, suppliers and partner organisations Maintaining internally generated tools and creation of new internal tools, mainly developed in Java, C and C. During the operations preparation and routine operations phase, the tasks include Performing routine and contingency scheduling tasks using the MPS and procedure Performing preventative maintenance on the MPS and associated tools according to working practice, generally by running system checks to spot any system anomalies or errors Raising anomaly reports when necessary and monitoring their resolution through attendance at appropriate review boards. Supplying context and initial analyses that may aid the investigation of anomalies Responding to mission planning related anomalies and operational contingencies promptly Maintenance of mission planning documentation such as the User Guide document and the Operational Implementation document Liaising with external entities where necessary in order to fulfil joint operations requirements. Maintaining documentation concerning this Maintaining a detailed understanding of the operational needs that are met through mission planning. Through regular liaison with space and ground segment experts, implementing, testing and documenting new or modified operational needs that are met through mission planning Performing the maintenance, update, validation and documentation of the MPS operational implementation in all mission phases Rolling out of new versions of the MPS operational implementation following approved configuration management procedures Contributing to the definition of any changes to the supplied mission planning application software or to inhouse supporting software that could lead to performance andor ergonomics improvements. Contributing to the process of implementing such changes, and liaising with any external contractors that may be performing the changes Contributing to the definition and raising of Engineering Change Proposals and Change Requests concerning mission planning, and attending ECP Review Board meetings if necessary Contributing to the operational validation of new versions of mission planning application software, including testing of ARNCR correction and new functionality. This may include FAT or OSAT attendance Participation in any necessary meetings and reviews long term scheduling, schedule consolidation, anomaly review boards, etc Training of personnel in mission planning tasks as required. PROFILE In addition to having a University degree or equivalent in a relevant discipline, the Consultant shall have experience of spacecraft andor ground segment procurement. The consultant shall have, as a prerequisite, a demonstrated experience in the field of Space Mission Planning of at least 5 years, preferably gained during the specification, development and operation of space systems. The Consultant shall demonstrate as a minimum At least 5 years of practical experience in Mission Planning, procedure edition and execution tools specificationdevelopmentprocurementoperation of a GEO andor a LEO space system At least 5 years of Software technology skills in programming languages such as CCJava on UNIX and MS Windows At least 5 years of experience of routine mission planning operations AIV related activities test procedure generation, requirements verification and validation Practical experience with Software Version Control Systems e.g. CVS, SVN or Git and Software Configuration Management Systems e.g. Serena Dimensions Practical experience with the LinuxUnix operating system user command level. In addition, the following will be considered as an asset Knowledge of ECSS Space Engineering Standards, in particular those related to Mission Control Experience of operations preparation in the area of Mission Planning, procedure edition and execution tools Maintenance of a Mission Planning Subsystem, procedure edition and execution tools DOORS Satellite monitoring control Working experience with relational databases and sql. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other.
