Job description For our customer, EUMETSAT in Darmstadt, Germany, we are seeking an experienced Operations Quality Assurance Support Engineer to support the EUMETSAT Process Assurance and Management Support division. You will be a member of the team which provides process assurance and QA support to the EUMETSAT Operations and Services to Users department OPS. OPS has responsibility for running EUMETSATs operational satellite systems and ensuring the delivery of the organisations data services to its user community. Responsibilities The tasks of the OPS QA shall include, but not necessarily be limited to the following Contributing to the provision of QA support and advice to OPSstaff, to help ensure the correct implementation and performance of operational activities, in accordance with EUMETSATs Management System and all relevant OPS procedural documentation Following selected operational activities, attending relevant operations meetings and identifying any aspects of concern of process QA relevance Reviewing OPS procedural documentation procedures, guides, working practices, etc., ensuring consistency with the OPS documentation library in general and with the document conventions in use Providing assistance guidance in the definition and implementation of processes to members of OPS Supporting assessments of OPS processes and service reviews, recommending improvements where appropriate. Establishing, maintaining, analysing and reporting on metrics which provide insight into selected OPS processes andor operational services Supporting Risk Management activities in accordance with the OPS Risk Management Plan organising and advising risk reviews, maintaining risk registers, following up mitigation actions, and producing report information This is a fulltime position at EUMETSATs facilities in Darmstadt, Germany with a planned starting date ASAP. Qualifications Competencies You shall have a university degree or equivalent in a technical subject and at least 3 years experience in a QA process assurance role, preferably in an operational 247 data processing andor serviceprovision environment. Experience of satellite ground segment operations would be of special value. The following attributes are essential for this position Good knowledge of the ISO 9001 standard. Experience of working in an environment where an ISO 9001certified management system is used Good verbal and written communication skills Experience of documenting work activities in the form of process definitions, procedures and working practices, plus good userviewpoint writing skills Experience of QA auditing andor process assessment Skilled in using the Microsoft Office applications Word, Excel and Outlook Any of the following attributes will be considered advantageous Knowledge of ISO 31000 Risk Management andor experience of the activity Knowledge of ISO 27001 Information Security Management andor experience of the activity Possession of an auditing qualification, e.g. for ISO 9001 Experience of using Microsoft Office Visio and Powerpoint The working language for the position is English and therefore you must be able to work effectively in this language. Your Tasks Include The Key person shall report to the Associate Director for LEO ProgrammesHead of the LEO Division and liaise with the LEO management team. Overall the Key person shall support the LEO management in the preparation of generic management and development plans and structures e.g. Work breakdown structure, Product tree, Documentation tree taking into account the existing information and implementing lessons learnt from the past EPS, Jason and Sentinel3 mission development. The outcome of this support will be used to maintain the existing plans and on to work on the development programmes. The tasks of the Key person shall include, but not necessarily be limited to, the following Maintain a coherent management baseline for all programmes run within the LEO Division. It consists in ensuring that the management arrangements and processes described in the respective Programme Management Plans are coherent and where necessary, propose updates Organize the review of and document the basic processes used in the LEO Programmes i.e. planning and scheduling, HR Planning, action tracking, reporting... Based on consultation with the Associate Director and the LEO Management team including Quality Assurance and Project control, maintain the LEO Risk Management Plan. Participate to the implementation of the risk management process Collect information and generate monthlyQuarterly status reports for the programme run within the LEO Division Establish and maintain Divisional and Programme indicators organize sessions to analyze trends with LEO management in order to initiate actions On a quarterly basis, collect the status of Programmes activities with respect to yearly organizational objectives and report the outcome in a predefined corporate format Based on consultation with the Associate Director and the LEO Management team as well as PMPs from other existing EUMETSAT programmes, finalize and maintain the individual LEO Programme Management Plans. PMPs describe the management processes to be implemented during all programme development phases. PMPs rely on the existing management arrangements, the inputs provided by the EUMETSAT Directory of Instruction, the lessons learnt drawn from previous implementations and the outcomes of quality audits. Significant contributions to the JasonCS management plans will be needed Coordinate and maintain with project control the Programme structures e.g. Work breakdown structure, Product tree, Documentation tree Preparation of synthetic managerial and technical reports for internal and external purposes Preparation of presentations for internal and external purposes. Support the preparation of Programme Reviews and key points from a management standpoint e.g. MetopC reviews, LEO Requirement Reviews. Your Profile The Key person is required to have the experience and capability to fulfill the assigned tasks with the minimum of supervision. The Key person shall have, as a prerequisite, a background of at least 5 years in space projects, with at least 3 years experience in project management positions. The Key person should have a University degree, some knowledge of QA processes and procedures and good computing skills with a familiarity with Microsoft Office software Word, Excel, Powerpoint, Project, Access, etc.. The Key person shall have good interpersonal skills. Furthermore, the Key person should preferably have experience of working on a collaborative programme between different partners. The official languages are English and French. The working language for the position is English and therefore key persons must be able to work effectively in this language, knowledge of French being an advantage.
