LEO Mission Planning Consultancy Support

This job position is for our customer EUMETSAT. The Key person shall perform tasks related to all aspects of mission planning for the routine operation of all EUMETSATs LEO missions. These tasks include Performing routine weekly or biweekly and contingency scheduling tasks using the mission planning facility Performing preventative maintenance of the mission planning facility according to working practice, generally by running system checks to spot any system anomalies or errors Raising anomaly reports when necessary and monitoring their resolution through attendance at appropriate review boards. Supplying context and initial analyses that may aid the investigation of anomalies Responding to mission planning related anomalies and operational contingencies promptly Maintenance of mission planning documentation such as the user guide document and the operational implementation document Liaising with external entities where necessary in order to fulfil joint operations requirements. Maintaining documentation concerning this Maintaining a detailed understanding of the space and ground segment operational needs that are met through mission planning. Through regular liaison with space and ground segment experts, implementing, testing and documenting new or modified operational needs that are met through mission planning Performing the maintenance, update, validation and documentation of the mission planning operational implementation for all missions, in all mission phases. The mission planning operational implementation resides in a relational database and associated business rule management system, and is used to generate schedules related to satellite payload mission planning Rolling out of new versions of the mission planning operational implementation following approved configuration management procedures Contributing to the definition of any changes to the supplied mission planning application software or to inhouse supporting software that could lead to performance andor ergonomics improvements. Contributing to the process of implementing such changes, and liaising with any external contractors that may be performing the changes Contributing to the definition and raising of Engineering Change Proposals and Change Requests concerning mission planning, and attending ECP Review Board meetings if necessary Contributing to the operational validation of new versions of the MPF application software, including testing of ARNCR correction and new functionality. This may include FAT or OSAT attendance Participation in any necessary meetings and reviews long term scheduling, schedule consolidation, anomaly review boards, etc Training of personnel in Mission Planning oncall and routine scheduling tasks as required In the scope of EPS only, performing routine scheduling tasks at the BUCC, Madrid in support of periodic or emergency activations, as defined within the Mission Planning team In the scope of EPS only, managing and monitoring schedule execution on all ground segments on a daily basis and responding to anomalies and operational contingencies promptly In the scope of Copernicus Sentinel3 only, performing the maintenance, update, validation and documentation of the MPS rules and constraints file in collaboration with the Flight Control Team In the scope of Copernicus Sentinel3 only, maintaining an understanding of the SCOS 2000 MCS Working Operational Database, in which the linkage between Sequences Requests and telecommands is defined Providing mission planning support to other operational missions or future missions as required. PROFILE In addition to having a university degree or equivalent in a relevant discipline, the Consultant shall have at least 3 years experience of low earth orbit LEO spacecraft and ground segment system operations. The following experience is required At least 3 years of routine mission planning operations At least 3 years experience in the production and maintenance of mission planning operational rules using a Javalike Business Rules Management System e.g. JBoss Drools or ILOG Rules At least 2 years of working with files in XML format Experience in the operational validation of mission planning software systems Experience with Software Version Control Systems e.g. CVS, SVN or Git and Software Configuration Management Systems e.g. Serena Dimensions. The following experience would be advantageous At least 2 years working with relational databases and sql, preferably involving Oracle database administration At least 2 years of LinuxUnix operating system administration At least 1 year of software development in C, with knowledge of Oracle database access using ProC advantageous. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other. MME Data Access Services Engineering Support

As member of the MME upgrade team, the Key person shall work on the ground segment requirements analysis, services definitions, architectural design, requirements implementation and verification of the MME parts of future Ground Segments. The duties range from analysis and design to testing of the MME ArchiveRetrieval and User services systems. The tasks will include Requirements analysis of programme requirements against the MMEs Generation of services requirements, compliance matrices, design justification, verification plans and verification control documents Support to Analysis and evolution of current System Design to enhance the Data Access Services so as to meet programmes requirements Definition and maintenance of MME Data Access Services related Interface Control Documents ICDs Preparation of Integration and Verification test specification of the MME Data Access services Support to Ground Segment reviews Support to Ground Segment Integration, Verification and Validation IVV tests for the MME Data Access services. PROFILE In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have a minimum of five years working experience in the analysis of user requirements, software requirements, scalable software architectures, software development, testing, operations and maintenance of Data Access systems. In addition, knowledge and experience of the following is mandatory Engineering lifecycle aspect e.g. requirements definition, design, development, integration, verification and validation Service based approach for defining system specifications Tool based requirements management e.g. IBM DOORs Tool based Software Architecture and Design e.g. Enterprise Architect, UML 2.0SysML Definition and formalization of interfaces between complex systems In depth knowledge of portal technologies, web application server and web security concepts Hierarchical Storage Management Systems and Architectures i.e. SAMFSQFS Storage Concepts and Archiving Technologies NAS, SAN, Robotic Tape Libraries Formalised Software Testing Configuration Control Database Experience Schema design Testing frameworks e.g. JUnit, JMeter. Practical knowledge of as many as possible of the following will be an advantage Project Management Risk Management, Schedule management OGC Interoperability Standards such as CSW, WMS, WCS, WFS XML, XML Schema and XSLT technologies Distributed applications, TCPIP and Web services. The key person shall work in the EUMETSAT Remote Sensing and Products Divisions RSP Atmospheric and Imagery Applications group AIA. Within the EUMETSATs Technical and Scientific Support Department TSS, RSPs role is to develop, implement, validate, and evolve operational observational products from EUMETSAT and agreed third party satellites. Additionally, RSP provides support to EUMETSATs future programmes. The geophysical products most relevant to this post are those involving different cloud processes e.g. atmospheric instability, cloud formation, and precipitation derived both from geostationary and polar orbiting satellite data. The Consultant will also participate, if necessary, in the operations preparation, launch and commissioning phases of new satellites. The key person shall analyse, support the design, operational implementation and validation of the agreed changes to product algorithms. Similarly, Shehe shall support the design, implementation and validation of new product algorithms. The work is carried out in small project teams consisting of relevant experts. Shehe will also be involved in the analysis and resolution of anomalies relating to the product generation software. The tasks of the Consultant will typically include Analysis of product change proposals Design, implementation and validation of updatednew algorithms Documentation of changes related to product updates Preparation of technical notes on product implementation issues Development, maintenance and update of product generation monitoring software and the corresponding database Monitoring and operating the product generation facilities Visualisation and analysis of geophysical products PROFILE In addition to having a University degree or equivalent in a relevant discipline, such as computer science, physics, mathematics or remote sensing, the key person shall have minimum of 5 years of experience in operational product generation from satelliteremote sensing data. In addition, experience in validation of geophysical products from satellite data is highly desirable. Furthermore, the key person shall have practical, demonstrable experience with Algorithm software development using FORTRAN 9095 IntelGNULinux andor IBMPOWERAIX environments Implementation of scientific algorithms from a given specification and their documentation Source code control systems Subversion andor git Anomaly correction processes Python and IDL programming languages Common meteorological data formats, i.e., BUFR, CAP, GRIB, HDF5, and netCDF Authoring clear and concise technical documentation Practical, demonstrable experience of the following will be advantageous Algorithm software development using CC programming language The operating systems GNULinux and AIX Relational databases using SQL How to apply Please consider the following points before applying Please submit your complete application documents in English. Programme Management Support in the LEO Division

This job position is for our customer EUMETSAT. The Key person shall report to the Associate Director for LEO ProgrammesHead of the LEO Division and liaise with the LEO management team. Overall the Key person shall support the LEO management in the preparation of generic management and development plans and structures e.g. Work breakdown structure, Product tree, Documentation tree taking into account the existing information and implementing lessons learnt from the past EPS, Jason and Sentinel3 mission development. The outcome of this support will be used to maintain the existing plans and on to work on the development programmes. The tasks of the Key person shall include, but not necessarily be limited to, the following 1 Maintain a coherent management baseline for all programmes run within the LEO Division. It consists in ensuring that the management arrangements and processes described in the respective Programme Management Plans are coherent and where necessary, propose updates 2 Organise the review of and document the basic processes used in the LEO Programmes i.e. planning and scheduling, HR Planning, action tracking, reporting 3 Based on consultation with the Associate Director and the LEO Management team including Quality Assurance and Project control, maintain the LEO Risk Management Plan. Participate to the implementation of the risk management process 4 Collect information and generate monthlyQuarterly status reports for the programme run within the LEO Division 5 Establish and maintain Divisional and Programme indicators organise sessions to analyse trends with LEO management in order to initiate actions 6 On a quarterly basis, collect the status of Programmes activities with respect to yearly organisational objectives and report the outcome in a predefined corporate format 7 Based on consultation with the Associate Director and the LEO Management team as well as PMPs from other existing EUMETSAT programmes, finalise and maintain the individual LEO Programme Management Plans. PMPs describe the management processes to be implemented during all programme development phases. PMPs rely on the existing management arrangements, the inputs provided by the EUMETSAT Directory of Instruction, the lessons learnt drawn from previous implementations and the outcomes of quality audits. Significant contributions to the JasonCS management plans will be needed 8 Coordinate and maintain with project control the Programme structures e.g. Work breakdown structure, Product tree, Documentation tree 9 Preparation of synthetic managerial and technical reports for internal and external purposes 10 Preparation of presentations for internal and external purposes. 11 Support the preparation of Programme Reviews and key points from a management standpoint e.g. MetopC reviews, LEO Requirement Reviews. PROFILE The Key person is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision. The Key person shall have, as a prerequisite, a background of at least 5 years in space projects, with at least 3 years experience in project management positions. The Key person should have a University degree, some knowledge of QA processes and procedures and good computing skills with a familiarity with Microsoft Office software Word, Excel, Powerpoint, Project, Access, etc.. The Key person shall have good interpersonal skills. Furthermore, the Key person should preferably have experience of working on a collaborative programme between different partners. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore key persons must be able to work effectively in this language, knowledge of French being an advantage.
