The Key Person will be integrated within the Information Management and Configuration Management Competence Area of the Process Assurance and Management Support Division PRS. The general tasks of the Key Person will be to provide support to the GEO Configuration Manager. Tasks of the Key Person will include Managing the documentation under configuration control according to the agreed procedures and supporting the release of relevant configuration listsreports Act as secretary of Configuration Control Board meetings, prepare and convene the meetings, analyse the proposed engineering changes, prepare the relevant Minutes of Meeting, and notify the external entities as necessary Follow up the change process with the related action items, to ensure timely information availability on the status of changes Track versions of hardware and software items and documentation according to the evolution of the configured items Verify the hardware and software configuration status by performing configuration audits Maintain up to date the configuration management databases Support the drafting, review and update of the Product Documentation Trees, generate and maintain the Configuration Item lists Support the drafting, reviews and update of the Configuration Management Plans and related Working Practice and Procedures Support the definition and maintenance of Baselines at Programme, System and Ground Segment Levels Issue Configuration Status Accounting Reports for the configuration items under direct EUMETSAT responsibility Support the definition of Configuration Management Requirements Support technical reviews for Configuration Management aspects Support Design Reviews organised at EUMETSAT, coordinating the distribution of the datapackage to the reviewers, in coordination with the Information Management function. Contribute to the advertisement and continuous improvements of applicable EUMETSAT CM processes, procedures, guidelines. Document and perform validation testing on new Generic Dimensions Framework the EUMETSAT corporate CM tool releases. Contribute to the provision of S.M.A.R.T. requirements for CM Tool enhancements Attend the regular coordination PRS CM meetings, report on the progress of assigned actions, raise issues requiring management attention, and exchange with other PRS CM members on respective experiences and best solutions to address common issues. PROFILE In addition to a University degree in computer science or engineering, the Key Person shall have a demonstrated experience of at least 5 years conducting and implementing Configuration Management of large scale, softwarecentred systems in an operational environment, preferably for highavailability 24hday systems like e.g. processingproduction chains, data centres or satellite systems. Experience in Quality Assurance, space system project control andor process modelling of largescale systems with a very good understanding of project development life cycle methodologies would be considered, providing that adequate knowledge and involvement in Configuration Management activities is also demonstrated. Following skills are mandatory Proven significant knowledge and experience in specifying, reviewing and implementing Configuration Management plans, processes and working practices, or at least extensive experience in providing management support to programmes or projects in development Significant experience in project development methodologies, and in particular in configuration management including the definition or review of upstream source code configuration management requirements, control of configuration evolutions of systems software, hardware, databases, satellite and ground system procedures, documents, media, COTS software and COTS Licences, up to the testing and deployment of new releases on configuration controlled environments Extensive knowledge and experience with configuration management tools e.g. Serena Dimensions CM, Jira or Clearcase or business process management tools electronic workflows Experience of software development on a medium or large size project Extensive knowledge and experience with process modelling tools and techniques. Extensive knowledge and experience of a Configuration Management, Quality Assurance or Project Management standard e.g. ISO, ANSI, ECSS, CMMI Proven experience in planning, developing and implementing training sessions andor coaching sessions to users and stakeholders. the experience and capability to fulfil the assigned tasks with the minimum of supervision very good team working skills and strong action achievement orientation demonstrated very good communication skills both in writing and speaking be able to conduct all activities in an orderly and disciplined manner, in particular when applying, supporting and advertising EUMETSAT processes and working practices have demonstrated very good skills in documenting all hisher artefacts be able to work calmly under stress. The following will be considered as an advantage Experience acquired in the frame of European or International space projects Administration of a configuration management or business process management tool SQL programming on Oracle or Sybase, and scripting languages such as perl, python or vb.net S.M.A.R.T requirements, software testing methodology and tools. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other. The tasks of the key person will typically include Maintenance and Evolution Activities Support to new Missions PhaseB activities Support to new Missions PhaseCD activities Technical coordination of the parallel activities involving the EUMETSAT Flight Dynamics Systems for LEO missions Qualifications University degree in a relevant engineering discipline Required knowledge The key person shall have skills and experience in the following mandatory areas 1. Domain Skills o Knowledge of the analytical principles for orbit determination and control of LEO spacecraft. o Experience minimum 5 years in the definition of software requirements, architectural design, implementation and maintenance of Satellite Flight Dynamics Systems in the context of LEO missions based on the ESAIESOC NAPEOS Navigation Package for Earth Observation Satellite. 2. Software Development, Verification Maintenance Skills o Experience minimum 5 years in the full cycle of development and maintenance of application software, preferably for Satellite Flight Dynamics Systems, following formal software engineering processes. This includes user and system requirement analysis, software requirement engineering, software design, implementation, corrective and evolutive maintenance activities. o Experience minimum 3 years in IV V integration, verification and validation activities for Flight Dynamics Systems following formal engineering processes. This includes requirement verification, system and subsystem integration, generation of test plan and test procedures, nonregression testing, generation of test data, generation of test tools, running the test procedures on the target system, generation of test reports and anomaly tracking. 3. Software Engineering Skills o Experience minimum 3 years in designing and developing software components and applications using Object Oriented 00 approach including design patterns. o Experience minimum 3 years in designing and developing software applications using Java and related technologies. Desirable Knowledge It would be a distinct advantage for the key person to have knowledge andor experience with some of the following 4.
