Tasks and Responsibilities The Key Person will be in charge to define the reference operational architecture and baseline definition. This position should be a transversal role, ensuring service model full definition, baselines definition and maintenance and coherency with mission GS implementation and evolution. Ground Stations Operations Engineer

LSE Space is a very well stablished provider of highly qualified engineers to ESA ESOC, ESTEC, ESAC, EUMETSAT and DLR. For our activities in EUMETSAT, we are currently looking for a Ground Stations Operations Engineer. Tasks and Responsibilities The Key Person will be part of the RSO division but shall initially provide support to the PRD department for the development of the MTG Programme focussing on the ground stations and MC systems and ensuring they are brought to a suitable level for the transition of the programme into routine operations. The role comprises a range of tasks across a number of different departments within EUMETSAT so the Key Person will need a broad knowledge of operational ground segments and how the ground stations and their MC systems fit into the general scheme. The Key Person shall also support the routine operations of the existing MTP, MSG and EPS ground stations, as well as their future evolutions. The Key Persons main duties will include the support to Ground segment procurements for the future programmes including analysing concepts, requirements and designs Analysing and writing requirements for all aspects of future ground segments Definition, procurement and testing of ground station, satellite and associated ground segment MC functions for the MTG programme and future evolutions of existing programmes Review documentation and attend formal reviews as part of the procurement process Supporting and witnessing IVV testing for future programmes, and evolutions of existing ground stations Definition and maintenance of operations procedures, including ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Day to day operations of current and future ground stations including daytoday planning, monitoring and first line anomaly investigations Processing and coordination of ground station anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Analysis of ground station obsolescence, and upgrade paths within a 247 operations environment Participation in technical meetings, formal reviews, and scheduling and planning meetings Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations and Engineering Teams. The tasks assigned to the Key Person will be agreed through dedicated workpackages with clear identification of activities and outputs expected. In the performance of these tasks, the Key Person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Requirements Essentials In addition to having a university degree or equivalent in a relevant technical discipline, the Key Person shall have the following mandatory attributes at least three years experience in the procurement phase of ground stations for satellite monitoring and control and mission data reception, ideally in the Earth Observation domain at least three years experience in the definition, development, integration, acceptance testing, operations preparation and operations of ground segment monitoring and control systems including ground stations at least three years experience in defining and implementing the verification and validation of ground segment systems at least five years experience in a realtime spacecraft operations environment experience in the operational usage of ground stations monitoring and control software, its configuration and validation experience with interfaces between ground station MC systems and a remote MC centre familiarity with ECSS and CCSDS standards related to spacetoground interfaces including the Space Link Extension protocol and applicable to Satellite Monitoring Control Systems. While the official languages of EUMETSAT are English and French, the working language for the position is English and therefore the Key Person must be able to work effectively in this language. Desirables Experience of the following would be a distinct advantage MC systems such SCOS, EPOCH, LabView or equivalent HCIMMI design, usage and standards database applications spacecraft tracking techniques firstline hardware and software failure diagnosis and correction baseband operation, configuration interfacing with MC software familiarity with the scheduling of Ground Station operations for Spacecraft support experience in the operations preparation and routine operations of Geostationary GEO and Low Earth Orbit LEO satellite systems acquisition of instrument science data from LEO and GEO spacecraft experience of development and upgrades within a 247 operations environment experience of using configuration management systems knowledge of both Windows Linux operating systems.
