Facility Management Engineer Electrical Technician

Client and Location For one of our main customers ESAESTEC, we are currently looking for a Facility Management EngineerElectrical Technician who will support the Facility Management Infrastructure Section. The Electrical Technician will support the ESTEC Electrical Engineers in all aspects of electrical engineering tasks and be appointed as a Work Responsible in control of work activities on High and Low Voltage, in accordance with NENEN 50110. Tasks and Responsibilities The core task of the Electrical Technician will be Support in preparation of technical specifications, engineering and implementation for adhoc services Followup and supervision of tasks related to adhoc services up till so called Request for Quotations RFQ and Request for Works RFW Supervision of preventive, corrective and predictive maintenance works on all electrical installations, like Normal Power , Emergency Power and Uninterruptable Power, production and distribution grids, Earth and Lightning protection systems, Fire detection and Evacuation Systems, Light Control, Public Address system, Energy Power Management systems, SDAS, Access Control systems, Access Control systems, Closed Circuit Television, Universal Cabling Systems Participate in meetings with the subsequent relevant technical input Oncall availability outside working hours in case of technical problems, operational requirements or technical emergencies at ESTEC site. Requirements The working languages within the section are English and Dutch. A good knowledge of one of these two languages is required together with a working knowledge of the other language The Electrical Technician should have MBO level or equivalent in other education systems for Electrical andor Electronics techniques Proven knowledge of NENEN50110, NEN1010, NEN3140, NEN3840 is an advantage At least 5 year experience in organization and control works on the Low Voltage installations 400V230V Good knowledge of High Tension installations and is qualified as work responsibleinstallation responsible according to NENEN 50110 Practical and supervisory experience in lowvoltage installations, heavy power installations up to 1250 KVA KEMA approved High Tension degree Working skills in the using Microsoft Office 2010 Word, Excel, Access and Project Working kills in using Archibus FM CIFM A valid certification conform Veiligheid Hoog en Laagspanningsinstallaties niveau IVWV is a good advantage, or readiness to get this certification

Location ESTEC, Noordwijk, The Netherlands Description Electrical Compliance Engineer in the Infrastructure Section, ESTEC Estates Facilities Management Division, Estates Facilities Management Department, Directorate of Internal Services. The European Space Research and Technology Centre in Noordwijk is the European Space Agencys largest site and approximately 2,800 people work there, many of them scientists and engineers. The site covers approx. 40 ha of land and has a wide variety of buildings covering a surface area of 130,000m2. Besides offices, meeting rooms, conference rooms and ancillary facilities, ESTEC hosts numerous technical facilities including a very large and highly sophisticated Test Centre for spacecraft and space hardware, complex, stateoftheart laboratories at the leading edge of the space sector, computer rooms and the technical systems power distribution and cooling, heating needed to support them. The ESTEC electrical network consists of a 10kV distribution grid and lowvoltage installations. In terms of usage and distribution of electricity, ESTEC applies Dutch national health safety legislation and has devised an ESTEC Electrical Policy to define roles and responsibilities within the organisation. The Electrical Compliance Engineer reports to the ESTEC FM Senior Electrical Engineer, who acts on behalf of the Head of Establishment as the nominated person in charge of the ESTEC Electrical Installations. The postholder will act as the assigned deputy to the Senior Electrical Engineer. Duties The Duties will include creating excellent working relationships with a diverse internal customer group of scientists and engineers to promote the highest electrical safety standards on site monitoring the implementation of the ESTEC Electrical Policy, checking and assessing the overall conformity of ESTEC electrical installations with it, developing best practices and managing Policy awareness and training, for electrical safety in particular ensuring compliance of electrical equipment and installations with Dutch electrical norms and requirements for health safety monitoring and ensuring the integrity and safe operation of the electrical equipment and installations connected to the ESTEC General Infrastructure Electrical Installation being authorised to assess the entire electrical installations on site providing support and technical advice on the application of the Electrical Policy where required having a support role in the design, development, refurbishment or implementation by the owners in charge of equipment or installations connected to the General Infrastructure Electrical Installation assessing compliance with the Policy for all activities undertaken by equipment and installation owners to set up new installations and modifying or taking corrective actions on existing installations and equipment supporting the FM Electrical Engineer in controlling electrical activities carried out on site for preventive, corrective and predictive maintenance, or adaptation of existing and new installations in the buildings, facilities and equipment connected to the ESTEC General Infrastructure. An excellent knowledge is required of electrical safety legislation with experience of inspecting generic and custommade laboratory equipment and assemblies, including a good knowledge of the relevant European norms EN50110 and the national norms and regulations notably Dutch norms NEN 3140, NEN 1010, NEN 3840 and NENENIEC 61936 for technical installations and buildings. The postholder shall have or be in a position to obtain rapidly the Dutch training certificate Nominated person in control of an electrical installation and in control of a work activity to manage autonomously, operate and supervise work on lowhighvoltage installations. Experience of operations of large electrical installations and networks. Applicants must be able to build good working relationships in an international and multicultural environment, assert their authority and take decisions. A good knowledge of office automation tools is required. Education Applicants should have a Masters degree or equivalent qualification in electrical engineering. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. The Agency may require applicants to undergo selection tests. Responsibilities You will be assigned to System Modelling Functional Verification Section TECSWM within the Directorate of Technical and Quality Management. While under the responsibility of the TECSWM section, you will functionally report to the Aeolus Project manager and be responsible for the following Monitoring the AIT and verification plans produced by the satellite prime contractor and ensuring that they are coherent and consistent with the baseline schedule via regular AIT meetings at the prime contractors premises. Identifying potential risks to the schedule and identifying workaround solutions and risk mitigations which can be implemented. Reviewing and commenting test specifications and test procedures and participating to TRRs and PTRs as the representative of the project in coordination with the ADMAeolus Instrument and AIT, Engineering and PA Managers. Monitoring and participating in functional test preparations debugging and assessing readiness for formal test executions including readiness of EGSE. Participating in NRBs and TRBs as one of the representatives of the project Supporting the verification control process by review of VCDs and participation to VCBs Monitoring and enabling that there is adequate support for AIT activities and AIT reviews, both within industry and ESA. Ensuring that environmental test facilities are in a state of readiness for the satellite test campaigns. You will be expected to act as an integrated member of the contractors AIT and verification team in relevant phases, e.g. during extensive thermal test campaign at CSL test facilities, Leige, Belgium. You will also be supporting the Aeolus launch campaign ensuring the launch facilities are in a state of readiness for the satellite, are inspected and verified, that transfer of all GSE is completed and that these are verified prior to satellite launch readiness preparation. This will require monitoring the completeness of all AITAIV activities up to launch in accordance with an agreed launch operations plan. This position is full time located at ESTEC, Noordwijk, The Netherlands. The requested start of work is November 2016 with duration initially foreseen to 30062017 but may be extended. Qualifications Competencies The successful candidate shall have A Masters degree in Electrical or Aerospace Engineering At least 4 years of relevant professional working experience, including mandatory experience in functional AIT of spacecraft Good experience in System AIT and functional testing.
