Consultancy Support for MHS and NOAA Instruments Engineering Activities

ACS is looking for the key person to provide Support to MHS and NOAA Instruments Engineering Activities. The foreseenstart date is ASAP. ACS has more than 30 years experience in delivering solutions for Earth Observation satellites Ground Segments. Based in Rome, Italy and in Darmstadt, Germany, we delivered systems currently in operation in 20 countries worldwide and have a long record of successful projects carried out for ESA, EUMETSAT, EMSA and many other Space Agencies and Research Centres. ACS recently established German subsidiary ACSD aims at better serving our customers based in Darmstadt area. The tasks of the MHS and NOAA Instruments Engineer shall include the following Participation to Metop satellite AIV, Launch and Commissioning activities relevant to the MHS and NOAA instruments, including operation of the MHS EGSE, data analysis, preparation of procedures and test reports instrument ground testing at sc level, endtoend testing at system level, satellite inorbit verification. Maintenance of an uptodate plan of Metop satellite AIV, Launch and Commissioning activities requiring support for the MHS and the NOAA instruments. Follow up all activities related to MHS carried out by the Airbus DSUK and maintain a list of PDS activities and their status and expenditures. Follow up of all activities related to the NOAA instruments including AVHRR and SEM instruments onground calibration. Support inorbit checkout verification tests during MetopC In Orbit Verification IOV. Investigation of onground and inorbit instrument anomalies and support operations to the relevant recovery actions. Provide general support to the Metop Operations Team for MHS and NOAA instruments matters. Analyse and assess both onground and inorbit performances of MHS and NOAA instruments. Participation to instrument reviews and other meetings with industry and other partners such as ESA, NOAANASA. Maintenance of regular contacts with the above mentioned EUMETSAT partners and industry in relation to MHS and NOAA instruments. Maintenance of a status list of MHS action items, nonconformancesanomalies, requests for waivers and deviations. Preparation and maintenance of instrument related documents, as well as presentation material e.g. Instrument Operational Manuals Support to other Instruments Although support to MHS and NOAA instruments is the primary task of the Key person, heshe may be requested to provide a similar type of management and engineering support to the LEO Instrument Team Leader for other instruments. Required skills The Key person is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision and minimum training. The Key person shall have a university degree in engineering or physics and, as a pre requisite, a background of at least 5 years in space hardware projects possibly with Earth observation instruments. Experience in project management positions is desirable together with the ability to follow satellite level Payload AIV activities. The Key person shall also have some knowledge of PAQA processes and procedures and good general computing skills, with familiarity with Microsoft Office software Excel, Word, PowerPoint, etc.. Previous experience in AIVAIT and commissioning activities is regarded as advantageous along with experience of working on a collaborative programme between different partners. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Key person must be able to work effectively in this language and have some knowledge of the other. TASKS Incrementally develop and maintain System MC Test Specification, test cases from the highlevel definition contained in System VV Plans, inline with the System Design, the Operations Concept and the status of definition of the associated test tools Participate to system satellite simulator and test tools acceptance, prepare for the test tool usage and associated test data generation in coordination with Simulator Officer Contribute to the preparation and the execution of the MTG System Validation Tests with successive MTG satellite models for the verification of the associatedrequirements Plan for, coordinate, prioritise and lead the execution of the System MC Tests Generate test reports, verification records, substantiate associated anomaliesnon compliances, and perform postanalysis of the test results in liaison with Ops Prep Team and MC specialists Contribute to Test Readiness, Test Review Boards and Anomaly Review Boards Contribute to the preparation of the All Chains Test Specification, test cases. Support their test execution and test results analyses Support dryrun and formal execution of the Operational Scenarios Validation tests. Mandatory Experience The key person shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks with a minimum of supervision. Demonstrated experiencein a similar function for at least 5 years Past System Engineering working experience in the development and or operations of a Space System Monitoring Control with characteristics and complexity similar to the complexity of MTG System, including in particular experience of MCS, FDS, INR, Ground Station MC Experience in the preparation and especially in the execution of the integration, verification and validation of a Space System Ground Segment and or full Space System including the preparation of the testing and the execution and analysis reporting of these tests Experience in requirements engineering and verification including the management of the traceability of requirements, and the management of their verification status. Knowledge and experience considered an advantage System Engineering working experience in the development and or operations of an EO system, Experience with Satellite simulators usage, Past SCOS experience, Knowledge of ESA Engineering ECSS standards and ISO standards, Experience with DOORS usage. The Key person shall possess the following skills and behavioral aspects Sound management and interpersonal skills to conduct the responsibilities described above autonomously and with a minimum level of supervision yet within a good team spirit Excellent quality orientation skills, applying a strong sense of rigorousness and precision in the execution of his work Good oral and written communications skills, as well as good analytical capabilities, enabling herhim to present articulated views, opinions and recommendations. In a complaint filed on Tuesday in San Francisco federal court, Steven Heldt said 95 percent of Tata's 14,000-person U.S. workforce descend from South Asia, primarily India, and that the company violated federal civil rights law by intentionally favoring them in hiring, promotion and termination decisions.

The consultant will be involved in the programmes currently ongoing within LEO Division, depending on the identified needs and priorities. TASKS Implement EUMETSAT QA policies in the assigned areas, in accordance with the Programme specific QA plan for all phases covered by the relevant contract and SOW Update the Programme specific QA plan as necessary Followup the satellite procurement activities performed by ESA Provide QA support during the storage phases of the satellites Follow up any repair activity necessary on instruments embarked on MetopC satellite Support, monitor and witness Satellite AIT activities regarding instruments Manage and support the Anomalies Review Board ARB and Material Review Board MRB Provide QA support during the launch preparation activities Participate to the launch campaign, if requested. Provide QA support for the implementation of Configuration Management processes Report directly to the LEO QA Manager for all Programme specific QA aspects and brief the LEO QA Manager on the main issues identified in the Programme specific meetings SKILLS The consultant will have the experience and capability to fulfil the assigned tasks in autonomy and with the minimum level of supervision. The consultant will have a background of at least 5 years in space systems spaceground segments, with at least 3 years of experience in project QA positions.
