System and Ground Stations Operations Preparation Engineering Consultancy Support

The Key Person will support the RSO division but shall initially provide support to the PRD department for the development and operations preparation of the MTG Programme focussing on system and ground station aspects, ensuring they are brought to a suitable level for the transition of the programme into routine operations. The role comprises a range of tasks across a number of different departments within our customer so the Key Person will need a broad knowledge of operational ground segments and how the ground stations fit into the general scheme. The Key Person shall also support the routine operations of the existing MTP, MSG and EPS ground stations, as well as their future evolutions. The Key Persons main duties will include the support to System and Ground segment operations preparation activities Ground segment procurements for the future programmes including acceptance and validation phase Review documentation and attend formal reviews as part of the procurement process Supporting and witnessing IVV testing for future programmes Definition and maintenance of operations procedures, including system and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Day to day operations of current and future ground stations including daytoday planning, monitoring and first line anomaly investigations Processing and coordination of system and ground segment anomalies in particular but not limited to ground stations , their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Analysis of ground station obsolescence, and upgrade paths within a 247 operations environment Participation in technical meetings, formal reviews, and scheduling and planning meetings Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations and Engineering Teams. PROFILE In addition to having a university degree in a relevant technical discipline or the equivalent work experience, the Key Person shall have the following mandatory attributes at least three years experience in a realtime spacecraft operations environment at least three years experience in the routine operations of satellites preferably in an earth observation environment experience of the preparation and use of operational procedures, databases, displays and documentation Experience of the following would be a distinct advantage experience in the operations preparation and routine operations of Geostationary GEO andor Low Earth Orbit LEO satellite systems experience in the procurement phase of ground segments for satellite monitoring and control and mission data reception, ideally in the Earth Observation domain experience of document management and configuration control processes experience of development and upgrades within a 247 operations environment experience in defining user interfaces for operations HMI, reports etc. The official languages of our customer are English and French. Dissemination Operations Engineering Consultancy Support

One of our clients in Germany is looking for a Dissemination Operations Engineering Consultancy Support. The Key person shall support the Dissemination Team of the Realtime Services System Operations Division of the Operations Department supporting routine operations such as dissemination and encryption services, the introduction of new products, and the operations preparation phases of new dissemination services, such as for MTG and EPSSG. Tasks The duties range from the support to the operation of the various dissemination components, to the analysis, implementation and testing of new data streams and monitoring and reporting functions. It also includes the settingup and implementation of operational procedures, and the coordination with external organisations and service providers. In particular the tasks of the Key person will include Support to routine operations of the dissemination and encryption functions within the Ground Segments, including performance monitoring and in the case of anomalies, the identification and application of firstline corrective actions. Support to the operations of data encryption functions in the ground and space segment of the companies programs. Control, population and operation of dissemination related databases and configuration files for both inhouse and remote systems. Support to the preparation, validation and maintenance of ground segment operational procedures. Support to dissemination services related training of the Control Centre Team. Support in the analysis and resolution of user enquiries related to dissemination services Support to the HW and SW configuration of the companies Reception Stations. Support to the rollout and validation of new releases of the companies Reception Station SW packages. Investigation into system anomalies that impact on the data dissemination services. Generation of Engineering Change Proposals to improve the operational effectiveness of the encryption and dissemination functions. Support to design, implementation and verification testing of corrections and improvements. Support to the verification, validation and rollout of new releases of dissemination and encryption software. Coordination of the operational validation of releases and changes affecting the dissemination system. Definition and implementation of dissemination service monitoring and reporting tools, and generation of related reports. Support to the generation and maintenance of a products database for dissemination administration. Participation in meetings and reviews. Qualifications A university degree or equivalent in a relevant discipline. Experience Minimum 5 years experience in operations or software maintenance of realtime data dissemination systems, and be familiar with DVBS satellite communications and ground segment operations. Significant work experience on operating system level in major Linux distributions and Windows Windows 7, 8, 10. Furthermore, it would be a distinct advantage for the Key person to have experience with the following DVB based receiveonly earth stations for satellite communications. IP multicast data distribution systems, such as Tellicast provided by Newtec. Dissemination of meteorological andor environmental products. Formalised software testing. XML language and tools. Subversion, CVS, eclipse. Interaction with operational or research organisations. DVBS2 technology. Knowledge and Skills For the accomplishment of the listed tasks, knowledge and experience of the following is mandatory Basic System administrator skills Configuration, installation and scripting for Linux and Windows. Computer literacy, including Evaluationanalysis of systemapplication events and logs. Tool based presentation of logs and results Excel etc. Monitoring of near real time data flows in large computer networks. Satellite based and terrestrial data distribution systems. Provision of near realtime data services in a highavailability environment 247. First and second level support in data services. Interaction with endusers. Coordination of system changes and interfaces with external organisations. Encryption technologies, USB smart cards, TripleDES. Formalised hardwaresoftwaresystem testing. Configuration control. The Key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision.

The general task of the key person will be the provision of support and advice to the algorithm development group for geostationary satellites. SheHe will support the Image Navigation, Registration and Calibration Competence Area in the Remote Sensing and Products RSP Division of EUMETSAT with a particular focus on the MTGFCI mission. Heshe will interface with inhouse experts of various disciplines system, instruments, operations, science, and in particular members of the MTG Science and Instrument Teams. Specifically, the tasks of the key person will include the provision of support to The development of MTGFCI Level1 Reference Processor The scientific and engineering analysis of the radiometric calibration algorithms of L1 data from MTGFCI Specifying requirements and establishing specifications for the MTGFCI solar and lunar calibration products Definition, specification, design and development of additional monitoring tools for the future MTGFCI The development and the upgrade of the MultiMission Calibration System MuMiCS to achieve better accuracy, which include Pseudoinvariant calibration sites, Rayleigh scattering over the sea, Lunar calibration, Deep Convective Clouds. The development and the upgrade of the MultiMission System for InterCalibration MuMiSIC within the context of instrument monitoring and EUMETSATs involvement in GSICS activities The OPS Department in the routine operation of the MuMiCS and MuMiSIC Maintenance of the GIRO and GLOD infrastructure within GSICS, including the updating the GIRO with enhancements available from EUMETSATs partners Analyse the performance of different calibration techniques, including lunar calibration Support relevant satellite intercalibration studies, in particular in the context of GSICS activities Documentation, including writing of Algorithm Theoretical Basis Documents ATBDs, Specification Documents, Verification and Validation reports, and technical notes on the above activities. PROFILE The key person shall have the following background, as a prerequisite A university degree or comparable qualifications in Meteorology, Atmospheric Physics or related subjects. Heshe shall be familiar with satellite instrument characteristics for Earth observation, in particular calibration and validation of Level 1 data. And the following specific technical skills and experience A demonstrated experience of a minimum of 5 years in the area of satellite meteorology or satellite data processing, including at least 3 years of experience on onboard and vicarious calibration methods including lunar calibration and the use of pseudo invariant targets such as desert and ocean targets. The key person shall be able to demonstrate a good working knowledge of statistical techniques and understanding of the concepts of calibration and traceability. The key person shall have a good knowledge of radiative transfer in the solar andor infrared spectral ranges and experience in applying them for surface andor atmospheric applications. Proven experience in the use of data analysis tools, such as MatlabIDL, scripting languages, such as PerlPython and highlevel programming, such as CCFORTRAN in a LinuxUnix environment, and an aptitude to learn further programming languages as required. Proven experience in the specification, development, implementation and maintenance of calibration algorithms also with codevelopers. And the following abilities Very good communication skills both verbal and written. Heshe shall have the ability to write concise and comprehensive scientific and technical reports. Heshe shall have good interpersonal skills in the context of EUMETSAT matrix collaborative framework. To work effectively in a small team To work autonomously without close supervision To work to tight deadlines under changing conditions To analyse complex problems, distinguishing between critical and less critical information, and to synthesise and clearly present the results of such analyses. Additionally, the following experience would be considered advantageous Experience of working in an operational satellite environment. Experience of image analysis. Experience with a range of different data formats used in satellite remote sensing. Experience with Software build environments, version control tools and Configuration Management.
