These tasks typically include Supporting the EPSSG ground segment team in the development and procurement of the MPS and any related tools Analysing and reviewing relevant EPSSG documentation, preparing technical notes and attending technical meetings Participating in reviews for the MPS and, when necessary, interfacing facilities and associated tools, throughout the procurement lifecycle Participating in MPS factory or onsite acceptance testing and related activities at facility and system level. If necessary, creating and executing test procedures to support this activity Analysing reporting on test results, in particular with respect to requirement verification and validation Proposing changes to the MPS or related tools for instance to modify some aspect of the software functionality, and contributing to the process for implementing such changes change justification, baseline requirements update, issuing the change request, liaison with external contractors, etc Raising, monitoring and steering the lifecycle of MPS related anomaly reports ARs and nonconformance reports NCRs. As part of the operations evolution, SheHe will be responsible for the redesign and evolution of the mission performance systems to support existing and new program. The Key Person will acquire and maintain a Systemwide view of the MSG System, and the EPS CGS and OGS, particularly in the areas of system endtoend monitoring control and data flows. SheHe will review any planned changes to the mission performance system configurations for LEO and GEO ground segments, and support the investigation of anomalies encountered through the routine system and ground segment operations. The Key Person will provide support to the development and operations preparation for recurrent satellites in existing operational programs e.g. MetopC and MSG4, and for future operational programs now in development including Sentinel3, MTG and EPSSG. SheHe will interface with project teams on the implementation of system upgrades to support major operations projects, including System MidTerm Evolution Plan, recurrent satellites, and any System hardware and operating system obsolescence upgrade. The key person shall support the Comms Team, within the GSI Division, in the TSS Department. The key person will report to the Comms Team Leader Competency Area Manager for Communications Systems. The key person shall be employed within a leveraged allmission team, requiring the ability to switch rapidly between the multitude of roles e.g. project support, operations as required. The team support the full range of Comms Systems, from provision of support to new networks systems requirement and design, support of operational systems and those transitioning to operations status, and integration of legacy systems and their eventual replacement or decommissioning. The Comms Team performs the following activities Specification of customer networking needs for both LAN and WAN systems. Identification, extractioncollection, analysis consolidation of required data flows and specification of their characteristics. Assessment and definition of customer networking needs, plus analysis of existing infrastructure, specification of incremental and consolidated requirements on network infrastructure and systems. Specification of the customer network solution purpose and scope, highlevel functionalarchitectural design description and justification, detailed description of logical and physical design incl. redundancy behaviour. Operation and maintenance of current insitu networks on a 247 basis. Design, procurement and provision of dedicated operations voicevideo support systems. Performs outofhours scheduled maintenance activities in support of services delivered to the ICT Unit. The key person will provide prime support to the Comms Team and will contribute to the requirements specification, design and development of Comms Systems, including the setting up of the related maintenance arrangements and processes. The tasks of the key person will typically include but are not limited to Support to procurements of customerled network services and systems. Contribute to requirements specifications and statements of work. Participate in the evaluation of offers for network services and systems. Lead and implement the migration of existing operational programmespecific and shared facilities from their current legacy networks to the consolidated network infrastructure at EUMHQ. Upgrade the EUMETSAT networks in remote sites. Support and contribute to the development of network solutions for future programmes. Demonstrate how system architecture and design parameters and deliveries will meet requirements, through the effective design and implementation of testing and other verification processes and procedures. The key person will assume and maintain the following roles and responsibilities within the Team Ownership of customer communications systems needs. Prime interface and point of contact for ensuring customers needs are understood and translated to technical specifications and constraints. Owning the responsibility to identify gaps between what the customer requires and the policy and technical constraints that may need to be mitigated e.g. security policy adherence. Leading the rollout of customer solutions within the projectprogramme and being the liaison between the Comms Team and the ProjectProgramme throughout. Obtaining and ensuring customer buyin and joint ownership of deliverables. Ownership of the network performance and management solution delivered and the servicesolution quality delivered to the customer. Actively contribute to the substantial scheduling challenge integrating the project schedule with other schedules through liaison with multiple stakeholders to ensure that project requirements are met, whilst facilitating the most effective deconfliction with existing network operations for operational systems. PROFILE In addition to having a University degree in a relevant engineering discipline, the key person shall demonstrate significant knowledge and a minimum of 5 years direct experience in the area of specification, design, implementation, verification and maintenance of communications systems. The key person shall have skills and experience in the following areas Domain Skills Understanding and translating the business needs imposed by satellite ground systems environments or similar on networking, and the delivery of an associated network infrastructure along with functions and systems that are demonstrably viable and optimal to meet the stated requirements. A demonstrable ability to analyse complex systems and present them in a comprehensible way to across other technical and managerial domains, with the specific ability to understand and communicate the relevant detail whilst maintaining focus on the overall systemwide aspects. Experience with estimating and scheduling of multiple concurrent technical activities such that milestones and their likely achievement can be communicated. Communication skills, in terms of experience in authoring technical and project documentation, and then being able to present it to a broad audience in English. Development, Verification Maintenance Skills The key person should demonstrate substantial recent direct experience with all aspects of network engineering within a comparable ideally satellite ground system and ICT communications system lifecycle. This should include for example identification of needs to deployment, operations and eventual decommissioning, and explain how those skill and experience would be directly relevant to meeting the requirements of the position. Supporting examples should be provided of recent experience where such skills have been deployed. This would include experience with mature change, configuration, capacity and problem management processes and systems. Evidence of having worked with customers and stakeholders to extract and document business or crossdomain requirements, translating them into technical formal communications requirements for delivery within a project methodology. Experience in the design and delivery of test plans such that deliverables can be validated against their likely ability to meet stated requirements. Technology Skills Internet Protocol network design, specification, documentation, testing, fault finding, and evolution. Indepth knowledge of Cisco design methodologies, technologies and solutions ideally including enterprise WLAN infrastructure. It will be beneficial if the key person holds current Cisco certifications or equivalent. Familiarity with the trend to virtualise the above technologies and to recommend and justify when and why such approaches may be optimal, in addition to then deploying and supporting them e.g. SDNs. Security skills associated with securing the communication system e.g. next generation firewalls, VPN, intrusion detection and prevention, strong authentication. Skills appropriate to associated domains e.g. computing clientserver, storage, dissemination. The Key Person will be a member of the SEP Data Processing System Applications and Tools Group and in particular the Supporting Applications Engineering team, a multidisciplinary engineering team supporting operational and future programmes. Moreover the key person is expected to support the Operational department in the frame of maintenance and evolution of LEOGEO data and product processing systems. The Key Person shall provide engineering support to design and system engineeringreengineering activities, fully system lifecycle, in the area of the Monitoring Analysis and Reporting Multi Mission Element framework, named MME MONA, which consists in a portfolio of offline Ground Segment elements, specifically for the Long Trend Analysis, Quality Monitoring and Reporting aimed to support the operational activities of existing and future programmes. Candidate areas are programmes such as, EPS, MSG, MTG, EPSSG, JasonCS, Sentinel 3. The Key Person shall be requested to support the maintenance and evolution of off line Ground Segment elements, specifically for quality control, calibration and validation, data visualisation and auxiliary data management and services. The application software is mainly developed in CC, PERL, IDL and Python. The Key Persons duties will include a range of tasks, from the support of the day to day operation and maintenance, the analysis, design, development and testing of the facilities which also includes the handling of anomalies, upgrades and configuration changes for these facilities. The Key Person will be the focal point when it comes to integrating each individual Facility into a system context, covering all aspects from early SW development, definition of interfaces, system integration and testing, and end to end testing of the production system. Tasks will also contain the settingup and implementation of maintenance policies and procedures as well as the coordination with external providers of maintenance services. The activity is assumed, as a baseline, to require the fulltime participation of one Consultant for the duration of the contract. The tasks of the Key Person will be carried out mainly at EUMETSAT facilities in Darmstadt, but travel within Europe may be required for certain activities. Typically tasks will include Contribute to the definition, design, implementation and maintenance of architectures for data processing ground segments and their components with special emphasis on product quality control, calibration and validation, production monitoring and reporting. This task will mainly include Maintenance and evolutions of the MONA framework in all its components Configuration Management, building and distribution of software releases and patches Contribution to software system design and reengineering Support the definition, design and implementation of Climate Data Record project Support the operations of existing data processing ground segments and their maintenance and evolution. This will also include Upgrade software, including implementing and maintaining new algorithms for product quality control and calibrationvalidation activities. Competence in objectoriented software design and implementation possibly in the context of satellite instrument data processing systems. Systematic approach to work, including the ability to plan the work and to cope with tight schedules and multiple tasks Ability to write accurate and consistent technical documentation. The Key Person should possess very good communication, presentation and team working skills and be able to cope with very high workloads.
