Network Operations Manager Spaceopal is the operations prime contractor for the European Galileo Satellite Navigation System and manages all Galileo Operations. The awarded European Commission EC contract to Spaceopal is more than just its satellites in space. Galileo Operations will provide highquality positioning, navigation and timing services to users across the whole world as a civilcontrolled service with guaranteed continuity of coverage. Tasks and Responsibilities The Galileo Operations team is led by the Operations Service Manager OSMs which are the primary point of contact for all Galileo operation tasks. The Operations Service Managers are managing the daily operations and are supported by Mission Operations Management and Constellation Operations Management as well as the ILS, IOT and Networks Operations Manager. The new position Networks Operations Manager is a support function to the Operation Service Manager and deals with the daily coordination between the Network associated activities and the MissionConstellation operations team and the alignment of OPS. The Network OM is supported by the BT network engineersanalysts in the GCCs and the 247 realtime support of the BT NOC. He interfaces the local GCC network operations engineers and the GDDN Status Security Monitoring GSSM service provided by the GSSM Engineer and the GCC shift teams as a 247 function within the MCR . Heshe will report to the SPO Operation Service Manager Lead OSM. The main tasks are Ensuring the full integration of network operations GDDN, MDDN, SDDN into the WP6 operational processes planning, reporting, handling of incidents, escalation, etc.. Ensuring that all network operations are executed in a timely manner and without affecting the planned MissionControl operations. Liaising with the OSM for all network issues affecting operations. Ensuring coordination between WP6 GroundNetworks teams both from the GDDN, MDDN, SDDN service provider and GCCs operations team. GDDN, MDDN and SDDN Service Management and SLA monitoring. Support operational Configuration Management CCR CCB processes. Support operational Anomaly Review Boards Support the Operational Planning process and the ILS process Support Project Reviews Contribute to proposal preparation Monitor and control of Network SLA Contribute to Operation Progress Reports. Planning Request and Incident management. Interacting internally with the teams of SPO for coordination and harmonization of operational issues. Required Qualification and experience To be eligible, a candidate must Essential Degree in TelecommunicationsElectronics, Physics with at least 5 years of work experience, or in alternative have at least 10 years of work experience in network and connectivity engineering and operations Strong background in network and connectivity engineering or operations Strong background in KPISLA management Have Security Clearance up to Secret Have experience in managing and tasking technical teams Possess good liaising and communication skills Have a fluent knowledge of English Demonstrated experience in WANLAN Network Operations and Mission Critical Networks Satellite and terrestrial network operations maintenance policies and procedures. Key tasks The key tasks to be accomplished under this contract include, but are not limited to Support the analysis and specification of a concept and roadmap for consolidating EUMHQ WAN edge networks and interfaces. This includes provision of the design and evolution path towards the targeted consolidated system. Support andor lead the phased migration from the current legacy systems. Support the migration to a replacement WAN link between Client HQ and the ground station in Longyearbyen, Svalbard Norway. Propose a solution for integrating Internet Service Provider links from different providers and deliver the overall migration including all phases. Develop and propose a concept for ensuring and sustaining the quality and performance of network solutions and services deployed on the Client HQ consolidated and shared network infrastructure. Perform an analysis of the Client HQ networks supporting the Monitoring and Control MC of network, computing and storage systems. Specify a concept and roadmap for evolving, enhancing and consolidating these networks. Lead the upgrades implementing the agreed roadmap. Support the migration of existing operational programspecific and shared facilities from their current legacy networks to the consolidated network infrastructure at Client HQ. Upgrade the Client networks in remote sites, incl. MadridE, Suitland Maryland USA, Longyearbyen Svalbard Norway, Fucino Italy as well as the WAN links connecting the remote sites to the Client HQ. Support and contribute to the development and deployment of network solutions for the future satellite programs ground infrastructure. Develop an understanding of the existing network monitoring and reporting capabilities, with a view to establishing a roadmap for the implementation of more developed real time performance monitoring and reporting solution. Roles and responsibilities Carrying out the above tasks entails assuming responsibility, at the technical and coordination level, of the specification, planning, preparation, presentation, execution and reporting on those activities. Critical activities will typically be executed by small teams, where depending on hisher expertise and background, the key person shall be able to assume both the leading key engineer as well as the support role. This may comprise writing and reviewing requirement and design specifications, change proposals, preparing documents supporting procurements, reviewing data packages belonging to technical inspections and reviews, writing and reviewing the asbuilt communication and network solution specification, writingreviewing test reports and overall status reports. Your Profile Hard skills, experience knowledge In addition to having a university degree or equivalent, the key person shall have at least 5 years of proven knowledge and handson experience in several of the following mandatory skills areas Understanding the business needs imposed by satellite ground systems environments or similar on networking and experience of translating these into needs on network infrastructure, functions and systems. Ability to analyse complex systems and to present them in a comprehensible way, with the specific ability to understand and communicate relevant details whilst keeping the focus on the overall system aspects. Experience of network engineering in such environments throughout its lifecycle, from identification of needs to deployment and operations. Experience of carrying out specifying, preparing, planning and executing network engineering activities, including their coordination and technical guidance, working with other engineers within and outside the team involved in the activities, and with the customersusers and other stakeholders.
