This post is classified in the A2A4 grade band on the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands. DUTIES Reporting to the Head of the GNSS Ground Segments, Sites Operations Security Unit, the postholder will act in coordination with the Galileo Ground Segment Procurement Office in the management of the following activities technical support for the Galileo Security Monitoring Centre GSMC and Point Of Contact Platform POCP design, development, AIV and accreditation followup activities, including interactions with relevant Member State and GSMC stakeholders hosting entity operations technical support for the Security Operational Intelligence Facility SOIF design, development, AIV and accreditation followup activities, including interactions with relevant Member State representatives and stakeholders hosting entity operations technical support for Galileo Mission Segment GMS and Control Segment GCS Security and classified design, development, AIV and accreditation followup activities providing security design expertise to the Galileo System Procurement Office for the design and development of the Ground Segment Security design during its evolution providing security expertise in cyber security in terms of network design, treatment definition, vulnerability identificationcorrection, countermeasure technology and operational procedure mitigation identification defining Ground Segment cyber security requirements and implementation followup at GMS and GCS levels organising and following up penetration testing organised at system level and by independent national authorities defining an overall approach for Ground Segment cyber protection including patch policy, virus protection, applicable standards providing support for Ground SegmentElement Treatment and vulnerability followup in the Review Accreditation Board RAB. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in a relevant engineering discipline and substantial project Phase CDE experience, plus a good background in ground system design, development, deployment and testing. System engineering experience in a relevant context and a sound knowledge of automation and virtualisation technologies are important. Candidates are expected to have a proactive attitude to problemsolving, plus good planning and organisational skills. They should demonstrate responsible decisionmaking and be able to work and communicate effectively in a team setting. Knowledge of modern computer systems, programming languages, engineering standards and tools such as DOORs is required. Familiarity with data processing solutions and techniques for satellite control systems is also desirable. Applicants must be eligible for security clearance by their national security administration. For behavioural competencies expected from ESA staff in general, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. CLOSING DATE The closing date for applications is 8 September 2016. Duties include managing Ground SegmentElement Security Design activities for the different procurement areas, to ensure coherence and compatibility of security design managing Ground SegmentElement Security AIV activities for the different areas, in close cooperation with the Ground Segment AIV and System AIV Managers, to ensure security functions are properly qualified and necessary inputs for accreditation obtained managing Ground Segment Accreditation activities to ensure coherence and compatibility of security accreditation processes managing cyber security and related vulnerability correctionmitigation and risk analysis in close cooperation with Ground Segment and Operations managing implementation of Ground Security Operations activities validation, commissioning, routine in close cooperation with the System Security Unit in charge of Operations Engineering managing Site Accreditation activities for Core System Sites and External Entities, including the security configuration control activities required for accreditation maintenance managing Component Accreditation activities, ensuring compliance with applicable regulations for COMSEC equipment participating in intersegment activities and reviews concerned with Ground Segment, Sites and Operations security participating as a permanent member in classified engineering boards and the relevant CCBs establishing and managing proper interfaces with the European Commission, GSA, Security Accreditation Board and Security Accreditation Panel for all activities related to Ground and Operations security managing staff dedicated to Ground Segment, Sites and Operations security activities, including annual objectivessetting and assessment, in coordination with procurement managers participating in holding meetings and reviews, including panel secretariat functions, in areas related to space segment security providing support to the Head of Office in interfacing with other areas of Galileo, EGNOS and GNSS Evolution Programmes providing support to the Head of Unit for MissionSystem Engineering and Accreditation Security Accreditation Board, GSAP, GNSS Security Board, WGNET, WGPRS, WG PCI, security services, FKC, CDA. QUALIFICATIONS Applicants should have a Masters degree or equivalent qualification in a related relevant engineering discipline and proven experience in security engineering for largescale projects. Experience of GNSS ground segment design and development and in cyber security would be an asset. Candidates must demonstrate excellent management and organisation skills, possess good judgment, integrity and good communications skills and be willing to travel.
