EPSSG Operations Preparation System and Coordination Engineer 1613025 Job Description We are looking for an EPSSG Operations and Coordination Engineer for our client EUMETSAT. You would be a member of the EPSSG Ops Prep Integrated Team OPIT at EUMETSAT and be involved in supporting the development of the EPSSG system. The support will include general Operation Preparation aspects but will focus on system and coordination responsibilities. Your activities, among others, will include Lead end to end Operation Preparation activities when external entities and partners are involved, in coordination with relevant existing operational interfaces managed in OPS. Manage and Coordinate Joint Operation Plans and Operations Interface Control Documents. Support OPS Team leaders in managing the development and validation of end to end System Operation Procedures and Timelines which cover Operations related to Databases, On Board Software and System routinecontingency scenarios. Coordinate with OPS team leaders to ensure compliance with existing OPS workflows and processes as per Operations Management Plan OMP. Contribute to SSVT Specification and Organisation Plan and coordinate all SSVT test plans with Satellite and System teams. Coordinate communication within Ops Prep team ensure new comer induction and reading materials. Support EPSSG System team for requirement traceability to Operations and Concepts. Required Skills and Experience A University degree or equivalent in a relevant discipline At least five years in the field of Spacecraft Operations with specific experience as follows Expertise in space to ground interface and end to end system dataflow ensuring mission data availability to end users. Good system knowledge of the main functional elements of a ground system which are used for the monitoring and control of a satellite. Spacecraft monitor and control operations on SCOS based system. Experience in the operation or development of satellite ground segment facilities, in particular procedure development, monitor and control, mission planning, onboard software management, performance analysis, configuration management and simulator facilities. Demonstrated experience in a similar key role for the definition and validation of specific operation preparation phases such as SSVT, validation campaigns or rehearsals Operation development life cycle and Operation Preparation environment such as procedure editor and databases management tools. Specification of system and operational concepts, facility requirements and external operational interfaces management. Desirable Skills and Experience Inorbit System operations of Low Earth Orbit Earth Observation satellites. Have demonstrated experience of working in a multipartner programme Good knowledge of working methods and corporate culture of EUMETSAT partners and other agencies such as ESA, LEOPService Provider, DLR, CNES and space industry. Specific Operational phases such as LEOP, SIOV, and Commissioning phases. Configuration management of operation baseline components on operational systems. System development life cycle, phases, reviews and deliverables. For our activities in Germany, we are looking for a person to provide EPSSG Operations Preparation System and Coordination Consultancy Support. The tasks and responsibilities of the key person will typically include the following Lead end to end Operation Preparation activities when external entities and partners are involved, in coordination with relevant existing operational interfaces managed in OPS. Deputise System Ops Team Leader in charge of the Ground and System Operation Team. Manage and Coordinate Joint Operation Plans and Operations Interface Control Documents. Ensure coherency and homogeneity of all delivery mechanism to Ops Prep and future Operational usages. Coordinate with OPS the MMI definition and control room layout organisation Ensure focal point of contact for coordination with VV team. Ensure focal point of contact for coordination and Ops Prep support to OGS team. Coordinate communication within Ops Prep team ensure new comer induction and reading materials. Support EPSSG System team for requirement traceability to Operations and Concepts. DUTIES Reporting directly to the Director General, the postholder supports the Director General in his activities, in particular by ensuring appropriate Director General and ESA corporate representation, supervising highlevel events, official visits and a protocol service, preparing correspondence for the Director General, and coordinating ESAwide preparation for his meetings with entities. As with all activities, the postholder will ensure the participation of and information and contributions from the respective entities within ESA, as required. The postholder will ensure the preparation and smooth functioning of the ESA Council and support the decisionmaking process of Council and its subsidiary bodies by consulting with Member State delegations. In addition, heshe will provide support to the Council Chair, including preparation of statements for internal and external publication, providing documents and briefing notes for the Council Chair at official meetings, and coordinate the harmonisation of working methods of the Chairs of Committees and Programme Boards and the advisory structures. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification together with proven professional experience in the organisation and operation of highlevel events and meetings. Extensive knowledge of the Agencys programmes and experience of ESAs Council, Boards and Committees is a requirement for the post. Candidates are expected to demonstrate excellent planning and organisational skills, attention to detail and customer focus. In addition to a keen sense of diplomacy, other essential qualities are highly developed communication skills, the ability to interface well with people at all levels, and the ability to work effectively in a team environment under pressure while exercising good judgment, tact and discretion. For behavioural competencies expected from ESA staff, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset.
