ESTRACK Transition Manager

Main responsibilities We are currently looking for a TransitionProject Manager for ESTRACK, to work in Sercos operations at our customer site ESOC, Darmstadt, Germany. The role will be offered as 6 months fixedterm contract. The position is related to the Network Operations Centre NOC Services at ESOC, for which Serco will nominate a temporary position to oversee the implementation of all reorganisation of the service into its new operating structure. The ESTRACK Transition Manager is the main point of contact and the responsible party for managing change of the services Serco provides, while minimizing costs and associated risk factors. The Transition Manager will be aligned upon contract award, and will remain in position until the agreed level of operational resilience has been achieved, and the Agency has approved business as usual status for the contract, but not longer than 12 months. As the implications and considerations for the planned transition may be complex and affect multiple areas of the business, the Transition Manager shall chair regular review meetings and on demand create presentations, which includes handouts, notes, examples and research materials, to illustrate the point. As part of a multiheaded transition team the ESTRACK Transition Manager is responsible for the following Review, update and maintain the transition plan and other associated plans for the project. Extract requirementsdeliverables from the statement of work, the ITT and our proposal. Manage delivery of the project and work with the contract management team to ensure sufficient resources for the project. Ensure the project delivers the required benefits on time and on target, meeting quality requirements. Develop and maintain communication at all levels across the contractcustomer. Design, organise and facilitate change activity with staff at all levels and customer involvement. Develop and maintain realistic quality and risk plans. Capture lessons learnt. Create weekly and monthly status reports for the customer. Facilitate and lead weeklymonthly and adhoc meetings with the customer and internal stakeholders. Ideal candidate The successful candidate should bring Competent user of Microsoft Office specifically Word, Excel, PowerPoint, Project, Visio. Strong experience as a project manager. Preferably PMP or Prince2 certifiedexperienced. Extensive Change Management experience. Experience leading service transitions in an outsourcing environment. Moderation skills ability to deal with detractors and difficult staff facing job lossjob change. Excellent communication skills ability to talk to staff and top management. For our activities in the European Space Agency, we are currently seeking to employ a highly motivated and enthusiastic Ground Segment Engineer to work in an exciting innovative international environment The roles will be part of a newly established Network Operations Centre NOC tasked with coordinating, configuring and monitoring activities related to the ESA ground segment, specifically the Telemetry, Tracking and Command TTC stations of the ESTRACK ground station network. The NOC is responsible for providing 1st and 2nd line support to the ESA space missions and its users. You will require good professional experience in endtoend ground station systems required for spacecraft operations, antenna, RF frontend equipment, backend TTC systems, communication equipment, MC systems, station general support systems and preferably also in the area of space to ground communications and RF. Tasks The facilities within ESTRACK require operations engineering services as provided by Ground Operations Engineers GOE assigned to a set of missions. Ground Operations Engineers are responsible for providing the ops engineering services required for their missions during preparation and execution phase. During the routine phase, they are the first level of escalation of services provided by the Network Operations Centre NOC. Their typical counterparts on the side of ESA missions are Analysts and Spacecraft Operations Engineers. The GOE services are defined below. There is a prime and deputy GOE for each mission. The core services of Ground Operations Engineering are as follows Provide services for the mission specific validation of ground segment elements prior to critical operations and after major modifications during the support. Support services for the definition of mission specific ground station configuration in the ops preparation phase and after major modifications. Support services for the validation of station configuration and MC for remote operations. Provide services for validation of external tracking stations. Provide supervision and training services to the NOC during the lifetime of the mission. Generate and maintain mission specific Ground Segment Operations documentation e.g. Ground Operation Procedures, training material during lifetime of mission. Followup services for investigations of anomalies incidents and problems affecting the ground services to the mission. Support regular meeting with missions e.g. WORM, ICM or event driven meetings e.g. MRBs. In addition to these mission and service dedicated services, GOEs may provide services related to specific facility or tools related to the definition, development and validation of new technical systems for Ground Segment Operations.
