The Fleet Operations UK Satellite Operations Center UKSOC Ground System Controller position is a shift position, reporting to the onshift Mission Director, and the successful candidate will participate in the implementation, configuration, and support for Fleet Management Segment FMS technical efforts associated with OneWeb Fleet Operations. This individual shall be familiar with satellite ground systems, mission operation application software, infrastructure hardware software, and mission operation support. This position will require working closely with the FMS Ground System mission operation team to support the system application throughout the satellite system development and operation. Responsibilities Maintain satellite command and control ground system to ensure nominal operations and troubleshoot complex technical issues Identifying, analyzing, and troubleshooting satellite operational data flow related issues in OneWeb Fleet Management Segment FMS ground system including firewalls, routers, switches, cloud computing infrastructure, FMS application software layer, remotely hosted hardware, and MPLS network Maintain the network integrity and security of FMS infrastructure systems Monitoring and measuring availability, latency, and overall system data flow health Required Skills and Experience Experience in one or more of the following Java, Python, C, or C Experience working in UnixLinux OS based systems Familiarity with AgileScrum software development process, DevOps, and mission critical production environments Experience with Cloud Service Providers CSP, including AWS or private Cloud implementations, including Open Stack Desired Experience with continuous monitoring tools, including Kibana and Nagios Experience with network administration of Cisco andor Arista platforms Knowledge of LANWAN inter networking technologies and all OSI layers including the application layer Experience with Satellite ground communication system including Radio Frequency RF antenna equipment, and widearea communications networks. The Ground System Integration and Test IT Engineer will play an integral part in the implementation, configuration, test, and verification of the Fleet Management Segment FMS, the ground segment for the worlds largest satellite constellation. This individual will conduct element, segment, and system endtoend test and verification of the ground segment, in an Agile test environment. This individual shall understand the satellite ground system implementation and shall be able to understand the interfaces between integrated systems. The candidate shall demonstrate the ability to work with minimal supervision and experience in working in agile team environment. Responsibilities Duties will include testing and supporting end to end deployment of the ground system solution at the Satellite Operation Center SOC and Development Lab The development, execution, and documentation of element, segment, and systems integration and test activities The successful candidate will develop and perform detailed test procedures that verify that the ground system meets the operational need, at the segment level, including internal and external interfaces Finally, this position will require working closely with systems engineers, software engineers, and mission operation team to support the system testing throughout the satellite system development and operation life cycle. Required Skills and Experience 5 years of experience and knowledge related to satellite ground system hardware, software, and operations 5 years of experience in test and verification activities Knowledge of real time operation software and hardware system development life cycle including integration test, deployment, and production support Experience with commercial satellite ground systems in one or more functional areas command control, mission planning, mission management, or flight dynamics Desired Skills and Experience Experience with test automation and performance load testing tools is desired Knowledge of information assurance security and computing infrastructure system technology including cloud computing architecture Bachelor of Science, BS in a Computer Science, Information System, or Engineering related field additional education and training through an advanced technical degree or continuous learning is highly desired No visa sponsorship is available for this position.

Within the Programme Preparation and Development Department PRD, the holder of the post will manage the development of the ground segment of the EUMETSAT Polar System Second Generation EPSSG system, including management of the EUMETSAT teams and procurement activities, until handover to operations of the last version supporting routine operations of the first pair of MetopSGA and MetopSGB satellites. The holder of the post reports to the EPSSG Programme Manager in the Low Earth Orbit Programmes LEO Division of PRD. DUTIES Manage internal and industrial development activities specific to the EPSSG ground segment in accordance with its defined baseline, including any necessary evolution until final acceptance Coordinate EPSSG ground segment activities with the EPSSG system activities Ensure the technical and schedule consistency of the development of the core ground segment with upgrades of multimissions facilities or services required for EPSSG and with ground systems shared with the NOAA Joint Polar System Plan and replan the ground segment activities in line with the overall programme requirements and constraints Support the preparation and execution of the Verification and Validation of the successive versions of the EPSSG System Support the operational validation of the successive versions of the EPSSG ground segment Support the commissioning of the successive versions of the overall EPSSG system associated with the deployment of the MetopSG A and MetopSGB satellites Manage the EPSSG ground segment project team Support programme management incl. risk assessment, monitoring of cost evolution and annual cycle of budget preparations Prepare relevant contributions to EPSSG reporting to EUMETSAT Member States Support the preparation and the development of future EUMETSAT satellite systems. QUALIFICATIONS A University degree in a relevant engineering discipline, computer science or equivalent is necessary. Candidates must be able to work effectively in English and have some knowledge of French. SKILLS AND EXPERIENCE Strong and successful experience of project management A minimum of eight years experience in the specification, design, implementation, integration and test of complex ground segment systems, preferably for Earth observation satellite systems Strong experience in procurements of large and complex ground systems Experience in the procurement and development of Earth observation data processing chains would be an advantage Demonstrated experience in leading teams Excellent teamworking, communication and presentation skills Proactive attitude and the ability to work autonomously with a minimum of supervision under high workloads. EMPLOYMENT CONDITIONS The initial contract will be of 4 years duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A4A5 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 8047 per month net of internal tax which may be negotiable based on skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
