TASKS AND RESPONSIBILITIES The GSA Crypto Authority Manager reports to the GSA Security Authority implemented by the Head of the GSA Security Department and supports the EU GNSS Crypto Authority for matters pertaining to EU GNSS Programme COMSEC duties delegated to the GSA by the European Commission. For the performance of the tasks, the jobholder is supported by a team of GSA staff and security experts. The tasks and responsibilities shall in principle include without limitation and subject to adjustment by hisher line manager Governance Hold the roles of GSA Crypto Authority, GSA TEMPEST Authority and GSA Crypto Distribution Authority in support to the GSA Security Authority Support the European Commission in the implementation of COMSEC governance of the EU GNSS Programmes, including the management and implementation of the COMSEC duties of the EU GNSS Crypto Distribution Authority EU GNSS DA Maintain and implement GSA and EU GNSS DA COMSEC Policy Processes Advise the GSA Security Authority and hierarchy on COMSEC matters of importance to the Agency subsequently oversee andor participate on matters where COMSEC is important Establish centralised COMSEC accountability and oversight within the GNSS Programme Chair the EU GNSS COMSEC Advisory Forum and report status to the EU GNSS Security Board Support GSA in the governance of the Galileo Service Operator implementation of COMSEC policy COMSEC Accounting Identify the COMSEC assets used and developed in the GNSS Programmes and assure their delivery in compliance to the European Commission Crypto Approval process Take operational decisions in support of the GSAEU GNSS COMSEC accounts in particular, instruct the operational delivery and oversee the management and conduct of COMSEC operations for critical EU GNSS Programme cryptographic key material, e.g. satellite flight keys Establish the location and accounting for existing COMSEC assets in the EU GNSS Programme Review and approve COMSEC Transportation Plans Manage panEuropean COMSEC services in support of the EU GNSS Programmes in particular EU GNSS Programme cryptographic messaging services Compliance Incident control Maintain the EU GNSS Programme COMSEC Risk Register Audit GSAEU GNSS DA COMSEC accounts Register and investigate COMSEC incidents Give assurance evidence to the GNSS Security Accreditation Board via its Crypto Distribution Authority Task Force Conduct technical review and appraisal of the EU GNSS Programme Crypto chains for the purposes of establishing authorisation to operate them and compliance with operating constraints thereafter Improving European COMSEC Provide direct advice to National Crypto Distribution Authorities NDA and EU GNSS Industry on invitation by the relevant NDA Organise EU GNSS COMSEC meetings and events to promote better NDA cooperation on European COMSEC matters Participate to the COMSEC Formation of EU GNSS Security Board working group for the Protection of Classified Information GSA Security Management Support the GSA Security Authority on security matters and act as deputy when required Contribute to GSA annual work plans and financial management Manage the GSA Central Security Office in particular by coordinating activities concerning the protection of EU Classified Information the integration of COMSEC into wider GSA security policy the compliance to the EU GNSS Programme Security Instructions the management of PRS Information according to Decision No 11042011EU Participate and contribute to GSA Security Accreditation panels as a COMSEC expert in order to advise the GSA Security Accreditation Authority on security risks to GSA systems Provide support to PRS and Cyber security teams on COMSEC matters pertaining to their work Manage Security projects and budgets assigned by the GSA Security Authority and report organisational management Collect and report operational quality metrics in accordance with ISO9001 processes A.Selection criteria Essential qualifications and experience University degree in a relevant field e.g. engineering, informatics, exact sciences, etc. Experience in a security context dealing with classified information, preferably gained in an international environment Experience in managing and tasking teams Experience in administration andor management of COMSEC accounts in accordance with national or equivalent security rules in the role of a Crypto Custodian, COMSEC Officer, Distribution Authority or other operational COMSEC roles with responsibility for managing and accounting for classified CRYPTO material and Controlled COMSEC Items To hold a clearance equivalent to authorisation for handling SECRET UEEU SECRET with authorisationclearance1 for CRYPTO Excellent command of both written and spoken English 2 Advantageous qualifications and experience Experience in drafting, amending or implementing security policies, processes and procedures Experience in conducting security audits and managing security incidents Knowledge by training or experience of Communications Security Physical Security, Emissions Security, Transmission Security, and Cryptographic Security, including technical knowledge of cryptographic theory and principles 3 Behavioural competences Motivation Excellent communication skills Decision taking including in operational environments Leadership and A vacancy for a IP Manager has arisen within Airbus Defence Space in NEWPORT. An IP Manager in the IPR TER Team department of Airbus Defence and Space in UK Newport is a fully qualified and registered UK Chartered Patent Attorney PA and a fully or at least partial qualified and registered European Patent Attorney with a working experience of three to ten years of legal counselling in the field of Intellectual Property IP within the field of communication and security, both commercial and military. Core PA work includes invention harvesting and the review of drafting, filing and prosecution of patent applications done by external councils. In addition, PA IP advisory work includes advising upon the risk of infringement of patents, patent landscape analysis, negotiation of IP clauses in contracts and providing professional legal advice on patent and IP matters. The successful candidate will need to be eligible to gain UK SC Security Clearance to undertake the role. The main tasks and accountabilities will involve but will not be limited to Proactively harvest inventions linked to Airbus Defence Space activities, and strategic objectives. Review, prioritize, filter invention submissions and decide upon geographical extent of coverage for patent applications in accordance with technical and strategic objectives. Independently manage patent examination process to ensure that each patent is granted with the optimal degree of protection for Airbus DS taking into consideration the product portfolio, costs and commercial strategy of the company. Manage and coordinate activities of external patent counsel in all relevant jurisdictions including oppositions before the European Patent Office. Support advise in the negotiation of IP clauses in contracts with Legal department. Coordinate and support legal actions by or against Airbus Defence Space in relation to intellectual property. Have a high level of understanding of the relevant business and technical context to ensure that decisions are made and based on a balanced analysis of information, risks and costs. Provide education and awareness on IP policy and issues, including to the most senior management levels. Influence, develop and motivate relevant stakeholders such as RT, Engineering, Procurement, Programmes to engage with Airbus Defence Space IP strategy and objectives. Proactively coordinate activities with transnational counterparts in the IP organization and with other functions. Based in Newport, the IP Manager is expected to work mainly as IP focal point for one program line of ADS, under the coordination of the overall IP Portfolio Manager of this program line. Support to other program lines will be expected as required. The mission requires regular travel towards the different UK sites of ADS and less frequently in Europe The successful candidate will be able to demonstrate the following Possess a university level scientific or engineering qualification mainly in the field of, information and communication technologies ICT, including telecommunication and cybersecurity. Have fully or at least partial passed the European Qualifying Examination demonstrating the requisite aptitude and knowledge to support external IP counsel or if necessary represent ADS before the EPO. Have fully passed the PEB Qualifying Examinations in the UK demonstrating the requisite aptitude and knowledge to support external IP counsel or if necessary represent ADS before the UKIPO. Meet professional standards of experience expected in a role requiring a high level of autonomy with significant direct accountability for legal and financial outcomes of a broad range of IP related matters. Have substantial experience of providing advice on a wide range of IP matters. First experience in industry at similar position is a plus. Have an extremely high level of oral and written communication skills as required for drafting and prosecution of patent applications and to produce variety of written and oral materials to suit specific contexts internal advice, external correspondence, official correspondence with governmental IP organisations.
