Ground Segment Technical Manager REF. VN1526 Within the Geostationary Programmes Division of our Programme Preparation and Development Department, you will be responsible for coordinating all technical activities for developing the Ground Segment of our future Meteosat Third Generation satellite system and be the deputy of the Ground Segment Manager. You will also liaise with industrial teams developing the mission operations, data processing and ground station facilities, support integration and verification testing, identify and mitigate risks and contribute to programme planning and costing. Following handover of the Ground Segment to operations, you will also play an important part during validation and commissioning at ground segment and MTG system levels. Qualified to degree level in computer science or electronic engineering, you will bring proven experience of Earth Observation Ground Segment systems specification, design, implementation, integration and testing. Most importantly, you will be familiar with supporting the full Ground Segment lifecycle, including preparation for the commissioning and routine operations phase, skilled in following formal standards and documented processes, and capable of teamwork as well as acting as technical authority over specialist teams of the Ground Segment. Finally, you must be able to work effectively in English and have knowledge of French. Job description For our customer, EUMETSAT in Darmstadt, Germany, we are seeking an experienced Programme Management Support Consultant to provide management support to the Copernicus Programme and Service Manager within the EUMETSAT Operations and User Support Department. Copernicus, previously known as GMES Global Monitoring for Environment and Security, is the European Programme for the establishment of a European capacity for Earth Observation. The Copernicus Programme Manager will liaise with the Copernicus Programme and Service Management Office CPO team. Overall, you will support the Copernicus Programme management in the preparation of implementation reports to be delivered to the European Commission EC and to EUMETSAT Delegate Bodies, in the preparation of Programme bilateral meetings between the EC and EUMETSAT and associated documentation presentations, agendas, minutes of meeting, in the monitoring and reporting of Programme indicators including technical service level performance indicators and in the maintenance of management and high level plans. Responsibilities The tasks of the Copernicus Programme Management Support Consultant will include, but not necessarily be limited to, the following Support the Copernicus Programme Manager in the preparation of annual and quarterly implementation reports to be delivered to the EC including service performance and technical progress, open issues, action status, risk status Support the Copernicus Programme Manager in the preparation of annual Work Programmes detailing the set of tasks to be implemented and associated schedule Support the Copernicus Programme Manager in the preparation of Programme Management Meetings between the EU and EUMETSAT including the preparation of agendas, viewgraphs addressing progress and main issues, recording of the Minutes of Meetings and of the associated actions Support the Copernicus Programme Manager in the preparation of elements of progress reports to EUMETSAT Delegate Bodies as well as the preparation of synthetic progress reports for internal and external purposes Support the Programme Manager in the preparation of the Programme Briefings from a management standpoint as well as the organization of dedicated key points In close liaison with the CPO and operations teams, support the establishment and maintenance of service level indicators to track and report progress of Copernicus entrusted activities and associated service level performances Maintain with the Copernicus Programme Manager and his team a Critical Item List associated with all entrusted activities 8 In close liaison with the Copernicus Quality Assurance Engineer, support the periodic maintenance of the EUMETSAT Copernicus Management Plan ECMP the Management Plan for Copernicus data services delivered by EUMETSAT on behalf of the European Commission SMP and all associated documents including work practises etc. the Work Breakdown Structure, Product tree Documentation tree In close liaison with the Copernicus Programme Manager and his team, follow up the progress and status of the internal actions decided at various occasions such like the Programme Management Meetings, the Ramp Up Steering Committee meetings, the Management Board meetings, or coming from internal CPO Team meetings This is a fulltime position located at EUMETSATs premises in Darmstadt, Germany. The start date is November 1st, 2015. A limited number of travels within Europe will be necessary. Qualifications Competencies You shall have, as a prerequisite, a demonstrated experience in project management of at least 5 years, in service management and service level monitoring and reporting, preferably in space projects, and a university degree or equivalent.
