The SO Manager will be part of the Security Services Business Unit and will be responsible for the Security Operations Center SOC, the Cyber Range including Cyber Security Trainings and the Security Services Projects delivered by the SO Team. Tasks and Activities The scope of work will include Technical Execution of Security Services and Operations, including but not limited to services planning and delivery, resource management, risk management and financial performance management and control. Security SO projects are those projects involving security engineering services or security operations services, including security training and awareness, security risk assessment, system security requirements analysis and solutions design, and security operations services e.g., incident monitoring and response management. Managing the daytoday activities and projects of the RHEA SOC staff, Cyber Range and SO Team and collaborating with the Director Security Services and Manager Security RD to optimize the allocation of resources across the Security Services Business Unit. Provisioning of best practice advice and guidance in the areas of cyber defence and security operations supporting incident detection, analysis and response including operations policy and procedure development, operational scenario definition, operations centre technology selection and implementation, network and host based sensor technology selection and implementation Provisioning of cyber defence and security operations advice and guidance to technical development teams in the areas of cyber defence situation awareness concepts and requirements incident detection, analysis and response management visualization requirements collaborative information sharing and relevance of security metrics Performing security risk assessment leveraging different methodologies including for example ISO27005, MEHARI, EBIOS, HTRA and tools Performing security requirements elicitation from the risk assessment results Preparing security risk treatment plan Contributing to the design of secure architecture encompassing firewalls, IDSIPS, VPN, AAA, encryption etc. Designing security solutions following a securitybydesign approach Supporting the preparation of Cyber security training and awareness, which may include training delivery as well Planning and coordinating security testing activities such as penetration testing and vulnerability assessment. Supporting commercial sales and other business development activities including contributing to the development and maintenance of client relationships, identification and evaluation of security related business opportunities, development of proposals, and direct contribution of technical and management expertise on resulting contract wins Skills and Experience The following skills and experience are mandatory You have a Bachelors or masters in computer science, engineering, IT or a related field You have at least 7 years proven work experience as a senior security engineer. You have at least 5 years PM or relevant management experience. You have experience in delivery of operations services or specification of solutions for cyber defence or security operations including some of the following o Security Information and Event Management SIEM systems and Security Orchestration Automation and Response o Information Security policies, standards, and procedures o Information Security concepts involving confidentiality, integrity and availability o Information Security concepts involving threat, vulnerability and risk analysis o Information Security concepts involving incident detection, analysis, decision support and response o Trusted Product Evaluation standards such as Common Criteria or FIPS 140 o ITOT system security. You have experience in the design of security architectures encompassing SIEM, intrusion detection systems, firewalls, antivirus software, log management, authentication systems, content filtering, etc. You have a professional qualification or certification such as CISSP. Position Reference 703 We are currently looking for a Data System Manager to work for our client in the city of Darmstadt, Germany. The key person will be part of the ESA Mission Operations Data Systems Division which specifies, develops, implements and maintains all common technical infrastructure and missiondedicated data systems required for operations. This covers in particular mission control systems, mission planning systems, simulators, and new types of data processing systems as necessary. The Division delivers these systems to the users and provides them with appropriate support during the various missionproject phases. The Division leads European harmonisation efforts in its domain of competences and manages the Directorates standardisation programme. The Division is responsible for exploiting commonalities across missions whenever possible and to provide services across the Directorate for software engineering tooling. The Division is also responsible for the development and the maintenance of the infrastructure for the mission operations data systems in use at ESOC. This infrastructure is reused across multiple missions, lowering the total cost of ownership for ESOC for these facilities. This common infrastructure is reused by each mission to meet the majority of their requirements, leaving individual development teams to focus on minor adjustments or extensions to cover specific aspects. Tasks and Activities The scope of work will include Development and Maintenance of Mission Data Systems Specification and management of Software Requirements. Contractual and technical work for the start of a new MDS project. Running the MDS software development and maintenance projects Support the Management and perform ESOC internal activities related to MDS deployment, testing, configuration etc according to ESOC internal processes. Support to Missions critical activities Organisation of Software Support SWS onsite environment preparation. Act as a role of Software Coordinator in the FCT. Support to missions during the whole lifetime. Review of MIRD and contribution to MIP. Definition of external and internal interfaces. Contribution to the SFIRD, GSSRD, GSSTP and review of SGICD. Support to Ground Segment Reviews. Support to regular progress meetings with Project and ESOC team. Support SVTSOVTE2E tests and in general FCT activity. Support mission closure and retirement of SW and HW items. Support to 3rd Party and Special Projects Support the ESA service manager in defining the technical and organisational setup of ESA service, including SLA and costing. Interact with ESA external 3rd party entities e.g. EUD, GSA, DLR, NASA, under agreement of TR. Support ESA from data systems perspective towards external entities, in particular to recommend agreement on technical and organisational interfaces. Coordinate the inhouse and industrial data systems team. Interact with companies of new member states in preparation process for new activities. Assume the data system architect role for special projects which are not based on reference architecture of ground segments for missions such as SSA, METERON, IAP. Contribute to bring OPSGD and Data Systems perspective in collaborative projects with other ESA entities, in the context of special projects and future missions e.g. NAV, TEC, HRE. Coordinate the inhouse developments of MDS for small missions Support to study, innovation and standardisation Prepare proposals. Run approved studies or innovation works. Organise and coordinate joint projects with other agencies in the context of standardisation e.g. interoperability testing, prototyping. Support ESA as a member of international Standardisation working groups. Infrastructure and environment Automating CICD processes Providing training in usage of CICD, container orchestration, and DevOps tools. Develop release approach using automated, containerized deployment techniques. Develop automation scripts, daemons, and APIs to reduce manual steps Analyse root causes of issues and provide corrective actions. Evaluate new tools and techniques to drive efficiencies. Support Quality Management and actively contribute to improve ESOC internal processes and tools. Support to Infrastructure data systems activities. Skills and Experience The following skills and experience are mandatory University degree or equivalent in software engineering. Knowledge of ESOC infrastructure e.g. Scos2000, SIMSAT, Egos MPS, EGSCC and operational environment. Knowledge of Spacecraft especially for the SIM. knowledge of Engineering and Quality Standards. Requirements management knowledge of tools, e.g. doors. Previous experience with development and maintenance of big software projects. Capability to work autonomously and at the same time be able to work effectively as part of a team.
