ROLE DESCRIPTION SUMMARY The position is responsible for the successful implementation and project management tasks during the operational phase of larger projects andor programs. The incumbent will act as operational expert and contact point for all aspects on the delivery of the assigned projects and services as well as other various activities related to the capacity management and service delivery, while managing project teams of LuxGovSat internal people andor external contractors. Based at the NATO main operating base in Sigonella, Sicily, the position will mainly support the NATO AGS service delivery task for LuxGovSat. Earth Observation Data System Manager

Position Reference 739 We are currently looking for an Earth Observation Data System Manager to work at our clients premises in the city of Darmstadt, Germany. The key person will be part of the ESA Mission Operations Data Systems Division which specifies, develops, implements and maintains all common technical infrastructure and missiondedicated data systems required for operations. This covers in particular mission control systems, mission planning systems, simulators, and new types of data processing systems as necessary. The Division delivers these systems to the users and provides them with appropriate support during the various missionproject phases. The Division leads European harmonisation efforts in its domain of competences and manages the Directorates standardisation programme. The Division is responsible for exploiting commonalities across missions whenever possible and to provide services across the Directorate for software engineering tooling. The Division is also responsible for the development and the maintenance of the infrastructure for the mission operations data systems in use at ESOC. This infrastructure is reused across multiple missions, lowering the total cost of ownership for ESOC for these facilities. This common infrastructure is reused by each mission to meet the majority of their requirements, leaving individual development teams to focus on minor adjustments or extensions to cover specific aspects. Tasks and Activities The scope of work will include Development and Maintenance of Mission Data Systems Specification and management of Software Requirements. Contractual and technical work for the start of a new MDS project Running the MDS software development and maintenance projects. Support the Management and perform ESOC internal activities related to MDS deployment, testing, configuration etc according to ESOC internal processes. Support to Missions critical activities Organisation of Software Support SWS onsite environment preparation. Act as a role of Software Coordinator in the FCT. Support to missions during the whole lifetime Review of MIRD and contribution to MIP. Definition of external and internal interfaces. Contribution to the SFIRD, GSSRD, GSSTP and review of SGICD. Support to Ground Segment Reviews. Support to regular progress meetings with Project and ESOC team. Support SVTSOVTE2E tests and in general FCT activity. Support mission closure and retirement of SW and HW items. Support to 3rd Party and Special Projects Support the ESA service manager in defining the technical and organisational setup of ESA service, including SLA and costing. Interact with ESA external 3rd party entities e.g. EUD, GSA, DLR, NASA, under agreement of TR. Support ESA from data systems perspective towards external entities, in particular to recommend agreement on technical and organisational interfaces. Coordinate the inhouse and industrial data systems team. Interact with companies of new member states in preparation process for new activities. Assume the data system architect role for special projects which are not based on reference architecture of ground segments for missions such as SSA, METERON, IAP. Contribute to bring OPSGD and Data Systems perspective in collaborative projects with other ESA entities, in the context of special projects and future missions e.g. NAV, TEC, HRE. Coordinate the inhouse developments of MDS for small mission. Support to study, innovation and standardisation Prepare proposals. Run approved studies or innovation works. Organise and coordinate joint projects with other agencies in the context of standardisation e.g. interoperability testing, prototyping. Support ESA as a member of international Standardisation working groups. Infrastructure and environment Automating CICD processes. Providing training in usage of CICD, container orchestration, and DevOps tools. Develop release approach using automated, containerized deployment techniques. Develop automation scripts, daemons, and APIs to reduce manual steps. Analyse root causes of issues and provide corrective actions. Evaluate new tools and techniques to drive efficiencies. Manage Cloud infrastructure services and accounts. Keep evolving system and application monitoring infrastructure. Other tasks Support tasks at division level. Support Quality Management and actively contribute to improve ESOC internal processes and tools. Support to Infrastructure data systems activities. Skills and Experience The following skills and experience are mandatory University degree or equivalent in software engineering. Knowledge of ESOC infrastructure e.g. Scos2000, SIMSAT, Egos MPS, EGSCC and operational environment. Knowledge of Spacecraft. Knowledge of Engineering and Quality Standards. Requirements management knowledge of tools, e.g. doors. Test management knowledge of tools, e.g. HPQC. Previous experience with development and maintenance of big software projects. Capability to work autonomously and at the same time be able to work effectively as part of a team. Very good interpersonal and communication and skills and an ability to apply these to establish and maintain good working relationships with Industry and FCT. Negotiation capabilities. Position Reference 734 To deliver the best services on European satellite navigation activities, we are currently looking for an experienced Product Assurance Manager to work at our clients premises, in the splendid city of Rome, Italy. Tasks and Activities The scope of work will include Ensure that the Customer requirements are recorded, understood and managed efficiently by all members of the Project team. Ensure that the project deliverables comply with the Customers requirements, with applicable regulations and standards and with the Company Quality Management System. Defines the Project PA Plan and ensure its implementation throughout the Project execution. Support the Project team in applying processes, identifying risks and resolving problems. Ensure that Quality requirements are flowed down at all levels. Control the execution of the Project in relation to the plans evaluate achievements at key milestones and deliverables, and provide visibility through Quality Advice. Ensure that nonconformities are managed, that corrective and preventive actions are monitored and effective providing support in root cause analysis, solving problems, and any other Quality fundamentals. Mobilize the project team to timely handle customer complaints or concerns until closure. Track the satisfaction of the customer at key moments of the project and embody the voice of the customer. Formally attest conformity if required by the customer or regulations. Alert and escalates deviations when necessary exercises the Veto right in case of noncompliance not properly addressed or in case of a critical eventsituation generating a major risk for the project or for the company. Ensure that the flow down of the Quality requirements to suppliers internal or external is correctly executed, and participate in the processing of RFDRFW issued by suppliers. Ensure that the matrix of compliance to Quality Assurance requirements, provided to the Customer, is maintained formalize any waiver requests, record and obtain approval. Ensure that lessons learnt are formalized, capitalized promoted. Ensure that the Quality Assurance costs set up in the bidphase are monitored and updated as necessary, until the end of the Project. Main Interfaces Constitute the privileged interface for the PM for all Quality related matters. Establish a direct relationship with the customer Quality manager, and maintain this relationship throughout the Project execution. Report progress of Quality Assurance actions to the customer Quality manager throughout the Project execution. Coordinate the PA Managers of other segments if applicable and other Quality functions to ensure the compliance to requirements and the implementation of Quality rules, standard and best practices at all levels. Skills and Experience The following skills and experience are mandatory University degree Bachelor, Master or PhD in a relevant discipline. At least 5 years of relevant experience in Product Assurance within the space domain on System, Ground or Space segment. Very good and broad knowledge of PA disciplines. This role is rooted in EUMETSATs commitment to the European Unions Copernicus Earth observation programme and will provide the opportunity to work with leading IT, Space and Earth Observation organisations and domain experts to make a positive impact on society! BACKGROUND Building on its multimission infrastructure and synergies with its own missions, EUMETSAT is the operator of those Copernicus missions dedicated to ocean altimetry Jason3, Sentinel3, and Sentinel6. Through its Copernicus Mission Development Division CMD, EUMETSAT cooperates with ESA in the design and development of future COPERNICUS Sentinel satellite systems, focusing on systemlevel and ground segment activities. In the ocean altimetry domain, the focus for the next five years will be on the preparation of the launch of the second Sentinel6 satellite involving ESA, CNES, NASA, and NOAA, the preparation of the operational generation of Ocean Topography products based on the acquired future Sentinel CRISTAL mission and the preparation of the next generation Sentinel3 Topography missions for continuing the sea surface height measurements after 2030. For this purpose, the CMD Division includes a distinct project team for altimetry missions. The EUMETSAT activities are mainly funded by the EU Copernicus programme under Cooperation Agreements with the European Commission. Reporting to the Head of the CMD Division, the Programme Manager Altimetry Missions manages all EUMETSAT contributions to Sentinel6, CRISTAL, and Sentinel3 Topography6 NG, and the associated cooperation with ESA. DUTIES The main duty of the Programme Manager Altimetry Missions is to manage the Altimetry Systems team and its activities in the programme Sentinel 6, CRISTAL if confirmed by EC, and the preparation of future Sentinel New Generation NG Altimetry Missions S 3 Topography 6 NG.
