ICT Operations Officer

The ICT FML Department shall proactively contribute to the fulfilment of the Agencys mission, particularly regarding all matters related to the management of the GSA ICT systems and the management of GSA facilities and logistics across various GSA offices in the EU. Among other tasks the ICT FML Department shall support the business needs of the Agency from technical and organisational standpoints through leading and managing the ICT and FML department and activities of the Agency, including in particular Plan and manage the implementation, procurement, development, operation, maintenance, improvement and administration of GSA ICT infrastructure for both unclassified systems and systems processing EU classified information up to SECRET UEEU SECRET and across all GSA sites Plan and manage the implementation, procurement, development, operation, maintenance, improvement and administration of GSA ICT software applications, including support to document management and archiving, in particular working closely with the Records Information Manager and Legal Department Ensure that information systems are synchronised with the needs of the Agency in order to maximise the benefits from using modern technologies and the overall efficiency and performance of the Agency Ensure ICT security management, in particular working closely with the Security Department Provide ICT expertise to the GSA and support to end users internal and external in all GSA sites Ensure ICT FML business continuity, in particular working closely with the Security Department and Internal Control Coordinator Oversee and ensure consistency in the management and the provision of appropriate facilities and logistics, including ensuring compliance with applicable health safety requirements, for the activities of the GSA across all GSA offices, in particular working closely with the Security Department TASKS AND RESPONSIBILITIES The ICT Operations Officer is responsible for the management of GSA infrastructure and information systems lifecycle as well as for the administration of GSA ICT systems on advanced level. The ICT Operations Officer reports to the ICT Operations and Project Manager. The jobholder will have the following nonexhaustive list of tasks Management of GSA infrastructure and information systems lifecycle Cooperation on defining and refining enterprise architecture of GSA information systems and GSA software development projects Support the integration of newly developed or customised applications into the GSA production infrastructure Confirm compatibility and compliance of systems with corporate business requirements and needs Management of inventory of ICT equipment, timely replacement and maintenance Management of data, servers, device configuration backup and restore Maintaining operational documentation Monitoring of system health as well as incident and problem management Preparation of purchase orders and verification of invoices Software license management Administration of GSA ICT systems on advanced level up to level of SECRET EU Administration of Microsoft Windows server platform Administration of Microsoft virtualization platform Administration of DELL EMC storage systems Administration of ADDS, ADFS, DNS, DHCP Administration of FilePrint services Administration of SQL server services Administration of Sharepoint services MINIMUM QUALIFICATIONS The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application Have a level of education which corresponds to postsecondary education attested by a diploma, or secondary education attested by a diploma giving access to postsecondary education and appropriate professional experience of three years Be a national of a Member State of the European Union Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post APPLICATION PROCEDURE In order to be considered for this position, candidates need to create an account by registering via the GSA erecruitment tool. MOC Mission Operations Center Controller Luxembourg Betzdorf Your role You will be responsible for the 247 support, management and monitoring of GovSat services, specifically supporting Governmental defence and CivilianInstitutional security communications. You will be expected to take ownership, diagnose and resolve service anomalies in both the RF Payload and IP domains as part of a predefined incident management process. Tasks and Activities The primary areas of responsibility consists in the definition of the System Operations concepts and requirements for the next generation of Galileo, through active interfacing with System and Segments design experts, to ensure that the system functionalities and performances fulfil the mission objectives of the new Galileo generation. The general activities to be provided by the Key person depending on the phase of the mission are Define and maintain the System Operations project documentation for the next Generation of Galileo, including the System Level Operations Concept, both CLA and UNCLA and the Operations Service Requirement Document. Particular focus is expected on the compatibility analysis between the new generation of Galileo Satellites and the Ground Segment evolutions, the new planning functionalities as well as operations automation and monitoring and control aspects. Identify the required Operational Improvements to be injected in the new system functional architecture definition, based on a systematic analysis of the lessons learned derived from the Galileo first generation. Interface the System design experts within the Project to ensure that the system functionalities and performances fulfil the new mission objectives and operability requirements for all the different mission scenarios and system operating modes. Based on the operations concept evolution and lessons learned analysis, derive operability requirements in support of the System and Segment requirements definition and consolidation. Support the Galileo Project Office on the interactions with the Galileo GNSS Supervisory Authority Agency GSA for the definition of operational needs coming from service requirements. Active participation to Galileo Evolution Engineering Boards, System and Segments Working Groups. Active participation to Galileo System and Segments Project Reviews and coordination of the interaction between the operations team and the Galileo Project Office. Two European missions are foreseen monthly. Skills and Experience In order to deliver the above requirements as efficiently as possible you will need to have demonstrated experience in the following Advanced knowledge of the current Galileo system and its expected evolution. Proven experience in operations engineering analysis of mission requirements, operational feasibility, identification of main operational drivers and definition of system operational concepts to support both ground mission control system and satellite design to ensure that the overall system functionalities and performances fulfil the mission objectives and operability requirements. Good understanding of mission control systems integration and verification, including the integration and testing of the individual ground elements up to the progressive integration and acceptance of the whole system and related interfaces Advanced knowledge of the current Galileo operational processes related to operations preparation, validation and execution and related interfaces Proven experience in engineering coordination tasks and capability to interface system design experts at both Project and Industry support level Good communication skills and the ability to carry on activities and interact in a complex teamwork environment.
