For our activities in ESTEC, we are currently looking for a Configuration Management Officer. Tasks and Responsibilities Configuration control covers both ESA internal activities and activities performed by Industrial Contractors. The preparation of adequate requirements and CM systems auditing are also part of the tasks. It includes the following typical duties Establishing adequate processes for proper Product configuration control, including configuration management planning, configuration items identification, technical requirements base lining, production and maintenance of configuration item data list CIDL, management of configuration evolution, baselines verification, asbuilt control and inspections. Establishment of Establishment of configuration control methods, procedures and standards Establishing andor assuring that adequate configuration control methods, procedures and standards are established andor maintained, consistent with applicable standardsrequirements Preparing formal requirements for inclusion in industrial contracts Participating in Project Reviews Conducting configuration audits and configuration inspections Supervising the processing and disposition of Change Requests andor Change Proposals Providing status data and maintaining a wellstructured record system acting as secretary to appropriate Boards established for the processing of changes Establishing and maintaining the approval system for all documents under formal ESA control, and maintaining the associated DRLs and DRDs Supporting the supervision and maintenance of the documentation library and archives Proposing automated methods and tools required to increase performance of configuration and documentation control tasks. Requirements Masters in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with a least 4 years of relevant experience High level of initiate autonomy, and professional maturity that is required to carry out complex tasks and high level of responsibility Applicants must be eligible for security clearance by their national security. Tasks and Responsibilities Support Project Managers in preparing dedicated Project breakdown structure and derive the associated Development and Management Plan DMP. The DMP shall describe The development logic including the interrelation with its related programme and with other Upgrade Projects The organisation of the project and the agreements structure with the different MMEs contributing to the Systems Upgrade in each programme The Project Phases and planning The management processes to be implemented during the project lifecycle The product tree The Work Breakdown Structure WBS and associated Work Package WP descriptions The planning and associated identification of the Critical Path The project schedule up to hand over to the related programmes still in Phase CD. Tasks and Responsibilities The successful candidate shall report to the Copernicus Programme and Service Manager and liaise with the Copernicus Programme and Service Management Office CPO team. In close liaison with the Copernicus Programme Manager and his team, followup the progress and status of the internal actions decided at various occasions such like the Programme Management Meetings, the Ramp Up Steering Committee meetings, the Management Board meetings, or coming from internal CPO Team meetings. Requirements The key person shall have, as a prerequisite, a demonstrated experience in project management of at least 5 years, in service management and service level monitoring and reporting, preferably in space projects. The successful candidate shall have a University degree. The following skills are mandatory Project Management Prince 2 or equivalent and Project Control including o Project planning, initiation, and organization, o Software tools for project management, o Accurate estimating and cost control, o Project execution and control, o Developing powerful project presentations and reports, o Managing risk and making decisions, o Effective problem management, o Performance service management, o Managing change. Excellent analytical and reporting skills Knowledge and experience of QA processes and procedures Expert in using Microsoft Office software Word, Excel, Powerpoint and MS Project Excellent oral and written communication in English. The key person is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision.
