External Data Services Operations Engineer Consultancy Support 1313015016 Job Description The EUMETSAT Operations Department currently operates the Meteosat Transition Programme MTP space and ground satellite system, the Meteosat Second Generation MSG and also both the EUMETSAT Polar System EPS space and ground satellite systems. The focus of routine operations at EUMETSAT is the provision, by effective utilisation of all elements of the space and ground systems, of timely and reliable operational services to the users. This position is in relation to the EUMETSAT Advanced Retransmission System Service and to the External Data Services being implemented and operated at EUMETSAT. The aim of the EUMETSAT Advanced Retransmission Service EARS is to provide polar satellite data from the EUMETSAT Metop and National Oceanic and Atmospheric Administration NOAA satellites with a timeliness suited to the needs of European operational short range regional numerical weather prediction models. The geographical coverage of EARS is primarily over datasparse sea areas around Europe. The Selected Candidate shall coordinate the routine operations and monitoring of the operational EARS and External Data Services. In this area of work, the tasks will typically include Overall planning of the operational activities of the EARS elements in coordination with the teams responsible for the evolutions of the system and with external partners Coordination of daytoday activities with the EUMETSAT operations teams and the relevant engineering teams Preparation and maintenance of operational procedures and documents for the concerned services Coordination and definition of operational interfaces with the external partners and service providers Perform validation of upgrades on the system and of new services Definition of key parameters for monitoring and reporting service performance Configuration of the monitoring tools Regular monitoring of service performance and preparation of periodic performance reports Preparation of training material, and conduct training for the engineers, analysts and controllers teams Support to anomaly investigation and monitoring of the close out of anomalies Support to the EARS stations operators workshop Support to international technical exchanges such as the WMO RARS initiative Callout support as requested. In this area of work the tasks will typically include Support to the User Consultation process, the preparation of Operational Service Specifications for the services and the communications to users Coordination of validation, training and documentation activities with new services prior to their inclusion into operations. At least three years of experience within operations of space related ground segments providing near real time services. Good communications skills, to allow the effective communication of information under a variety of circumstances. The working language for the position is English and therefore the consultant must be able to work effectively in this language. The Venus Express mission is currently extended until end of 2014, with a potential further extension into 2015 being considered. All platform and backup subsystems are in good health. All instruments are operational except for PFS that could not be operated since the beginning of the mission due to a shutter malfunction and VIRTIS which is affected by the end of life of the coolers, thus limiting its performance in the infrared spectrum. The mission is very dynamic in spite of being in routine phase with multiple special operations like the quadratures, solar conjunctions and lately the aerodrag experiments. The team is challenged with demanding tasks in the next years ground segment obsolescence migrations, operations automation an possibly preparing and implementing the first European aerobraking operations to be decided in June 2013. The main tasks will be The Venus Express Mission Control Team requires Spacecraft Operations Engineers SOEs to provide operations support for Telemetry and Telecommanding Subsystem TTC or Power Thermal subsystems. The SOEs will work within the VEX Flight Control Team FCT under the direct management of the VEX Spacecraft Operations Manager. Be required to take prime responsibility of platform TTC or Power Thermal subsystem and back up of at least one spacecraftground subsystems AOCS, Data Handling, Payload instrument, PowerThermal, Mission Control System, Simulator or Mission Planning.
