Job description For our customer, ESAESTEC, we are seeking an experienced ProgrammeProject Controller to work at ESTEC in Noordwijk, The Netherlands. You will be assigned to the Management Support Section of the Systems Dept. TECPCS within the Directorate of Technical and Quality Management DTEC. Responsibilities The post holder will contribute to the smooth operations of the TEC Directorate and to the efficient management of its resources and technical infrastructure. In particular, the post holder will be assigned to the Programme and Project Control Service and will provide support for the project control activities for the different projects under the responsibility of the Systems Department in TEC. Post holder may also be asked to provide general assistance in the field of resources and activities controlling under the responsibility of the department. The detailed tasks will cover the following Support to the planning, preparation, execution and followup of projects programmes activities in terms of schedule, related procurement actions, costs including preparation of CaC as relevant, manpower including support, etc. including assisting in preparing, developing and maintaining programme level plans assisting in the definition and in maintaining related workprocurement plans and related execution and contract actions plans using local tools as applicable monitoring of the implementation of the programmes and of activities, as appropriate, and preparation of related reports and provision of management information as required evaluating the results and main achievements of the programme, elaborating related KPIs, and preparing periodic overview publications In the field of resources i.e. financial and manpower for programmeprojects o assisting in the preparation of longterm, medium term and inyear resource plans monitoring and controlling the implementation of the plans in line with resource targets, performing forecasting, identifying deviations and related recovery actions, producing related reports reviewing checking of ESA internal expenditures such as recharges, support services and purchases for consistency with Costat Completion CAC of industrial contracts checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. In the field of procurements and execution of contracts support to the preparation and followup of the Agencys tender actions support to the proposal evaluations as expert for the price and schedule verification and analysis support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems contributing to the elaboration, consolidation of related procurement workplans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles ensuring that above plans are properly inserted in the appropriate management tools followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools creating related objects in esap, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing supporting industrial invoicing process and payment verification and control. In the field of programme industrial return initiation and coordination of the periodic updating of relevant Industrial Return data base to reflect the current commitments status and the industrial policy forecast for planned activities verification of coherence with ESA corporate Industrial Return data maintenance of list of specific compensation or improvement measures and followup the implementation verification of coherence of proposed procurement actions with the planned industrial return policy targets of the programmeproject, including the compensation measures Support to programmeproject level risk management Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers when relevant. Operation of the associated management information tools and system databases. Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. Qualifications Competencies The successful candidate will have a university degree Masters in Business Administration, MBA, or similar have at least 4 years relevant working experience as well as Experience in controlling andor management of activities and resources ideally acquired in the aerospace industry. For some tasks knowledge of FinanceAccounting may be required. Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MSOffice and in particular advanced use of Excel Several years of experience with SAP and in particular ECC and SRM modules is required. Optical Instrument Performance Engineer at ESTEC

Overview Under this work package, the Contractor shall support the Space Segment Performance Engineering activities within Earth Observation. Heshe will liaise with various members of the project team, being responsible for the various instrument subsystems and disciplines, e.g. optics, focal plane assembly, calibration. With regard to the mission performance assessment it is expected that the Contractor also liaises with the science support team, where adequate, to support both the mission related scientific studies and the instrument design evolution. In particular the tasks include The development, implementation and validation of complex performance models of optical spaceborne instruments, in particular passive spectrometers instruments, dedicated to atmospheric missions The assessment of the instruments system performance as well as subsystems contributing to the instruments performances The contribution to meetings within ESA, industry and potentially with users. The Contractor will report to the Instrument System Performance Engineer. Specific qualification requirements The Candidate shall have a university degree or equivalent qualification in Physics with background in Optical Engineering. Good familiarity with computer programs such as Excel, MathCAD and MATLAB andor Python. Good communication skills to establish and maintain effective working relationships within ESA, Industry and Users. The Department of ISS and Exploration in the Directorate of Human Spaceflight and Robotic Exploration HRE is responsible for the preparation and implementation of the future exploration programme, including the development of technologies required for the future exploration missions. This includes the identification of technology requirements and the planning, coordination and management of the associated Technology Development Activities TDAs that are conducted by the European space industry. The future technologies engineer would be joining a small team currently responsible for the management of the Mars Robotic Exploration Preparation Programme. The principal tasks of the postholder will include Support to the preparation of Technology Development Plans TDPs to be submitted to IPC for approval Participation in systems studies to understand the technology requirements coming from mission designs. Planning and implementation of the TECNET process for defining Technology Development Activity proposals. Technology activity management both with a leading role and an interface roleas de facto TO and ITO for exploration TDAs as well as relevant TDAs from other programmes, e.g. Science. TDP Implementation Management Responsible for the overall TDP implementation planning and scheduling in close coordination with the project controller and contract officer. Enthusiasm for space and in particular planetary exploration together with a drive to achieve results are considered to be very valuable to the team. The candidate should have the demonstrated interest and ability of taking the initiative to get the job done when necessary. Effective communication skills are essential to the post in order to interface with colleagues within ESA and with external partners, in particular European industrial contractors. The candidate must possess a strong spirit of teamworking and open communication within the team. Project management skills such as planning, monitoring, reporting, and risk management are highly valuable. Expertise in working with large amounts of data and ability to process, automate and produce visual analysis in support of managerial decisions.
