Sentinel3 is a Low Earth Orbiting mission to support services relating to the marine and global land environment, with capability to serve further atmospheric and cryosphericbased application areas. The objectives of the Sentinel3 mission encompass the commitment to consistent, longterm collection of remotely sensed marine and land data, of uniform quality, for operational ocean state analysis, forecasting and service provision, in the context of the Copernicus Services as set up by the European Commission. Tasks and Responsibilities The Mission Control System Engineer MCSE shall perform tasks related to mission control operations, during the routine operations phase. The tasks primarily involve the operations and operational configuration of the Flight Operations Segment Mission Control System FOS MCS based on SCOS2000 the Network Data Interface Unit NDIU interface to the SBand TT C ground station equipment other operational interfaces of the MCS, including those within the FOS satellite onboard software maintenance capability, and satellite simulator. The MCSE performs or contributes to the maintenance, update, validation and documentation of the mission control operational implementation and application software. The operational implementation is defined in the relevant operations procedures and documentation produced by and for the operations team, execution scripts used to operate andor maintain the FOS MCS, and operational databases and displays related to satellite payload and platform monitoring and control, in the context of the provision of Sentinel3 operational services. Qualifications Requirements The consultant shall have the following background At least 3 years experience defining and executing spacecraft and related ground segment system operations At least 3 years experience operating andor maintaining spacecraft monitoring and control systems based on SCOS2000 and employing the Packet Utilisation Standards PUS At least 3 years experience developing andor maintaining spacecraft mission control systems software for a platform based on the Linux operating system. At least 2 years experience defining and implementing the verification and validation of spacecraft mission control systems software At least 2 years experience of spacecraft and ground segment operations preparation and early operations activities, including operations procedure development and system validation, and commissioning. In addition, it would be distinctly advantageous for the consultant to have experience of the following Low Earth Orbit LEO spacecraft and related ground segment system operations, in particular for ERS, SPOT, Envisat andor Metop Network Data Interface Unit NDIU systems and their operation in support of the interface between the MCS and TTC ground stations Satellite simulator maintenance andor operation, preferably including the Portable Satellite Simulator PSS Maintenance of satellite onboard software. Tasks and Responsibilities The Mission Planning Engineer shall perform tasks related to mission planning operations, primarily involving the management and use of the Payload Data Ground Segment Mission Planning Facility PDGS MPF and the Flight Operations Segment Mission Planning System FOS MPS, within a SCOS2000 based mission control system. The tasks include Performing routine biweekly and contingency scheduling tasks using the MPF and MPS Performing preventative maintenance on the MPF or MPS according to working practice, generally by running system checks to spot any system anomalies or errors Raising anomaly reports when necessary and monitoring their resolution through attendance at appropriate review boards. Supplying context and initial analyses that may aid the investigation of anomalies Responding to mission planning related anomalies and operational contingencies promptly Maintenance of mission planning documentation such as the User Guide document and the Operational Implementation document Liaising with external entities where necessary in order to fulfil joint operations requirements. Maintaining documentation concerning this Maintaining a detailed understanding of the Sentinel3 space and ground segment operational needs that are met through mission planning. Through regular liaison with space and ground segment experts, implementing, testing and documenting new or modified operational needs that are met through mission planning Performing the maintenance, update, validation and documentation of the MPF operational implementation in all mission phases. The MPF operational implementation resides in a relational database and associated business rule management system, and is used to generate schedules related to satellite payload mission planning Rolling out of new versions of the MPF operational implementation following approved configuration management procedures Performing the maintenance, update, validation and documentation of the MPS rules and constraints file in collaboration with the Flight Control Team Maintaining an understanding of the SCOS2000 MCS Working Operational Database, in which the linkage between Sequences Requests and telecommands is defined Contributing to the definition of any changes to the supplied mission planning application software or to inhouse supporting software that could lead to performance andor ergonomics improvements. Contributing to the process of implementing such changes, and liaising with any external contractors that may be performing the changes Contributing to the definition and raising of Engineering Change Proposals and Change Requests concerning mission planning, and attending ECP Review Board meetings if necessary Contributing to the operational validation of new versions of mission planning application software, including testing of ARNCR correction and new functionality. This may include FAT or OSAT attendance Participation in any necessary meetings and reviews long term scheduling, schedule consolidation, anomaly review boards, etc Training of personnel in mission planning tasks as required. The following provisions shall apply for standby I callout support EUMETSAT will specify in advance, on a work package basis, the schedule and scope for standby support. Requests for standby support must be authorized by the EUMETSAT technical representative. During periods of standby support, the Key Person shall respond to calls by telephone or beeper outside normal working hours, and shall provide remote support to Operations. The Key Person may, by telephone, ascertain the nature of the problem but must be available, if required, to report to the Mission Control Centre within one hour of callout. In such a case the callout support will essentially aim at restoring the mission. Qualifications Requirements The Key Person shall have the following background In addition to having a university degree or equivalent in a relevant discipline, the Key Person shall have at least 3 years of experience of low earth orbit LEO spacecraft and ground segment system operations mission planning, satellite monitoring and control using SCOS2000. Furthermore, the following experience is required At least 3 years of general programmingsoftware development, including at least 1 year of software development in Java or an equivalent e.g. Drools, JBoss Rules At least 2 years working with relational databases and sql, preferably involving Oracle database administration At least 2 years of working with files in XML format At least 2 years of Linux operating system administration. At least 1 year of software development in C, with knowledge of Oracle database access using ProC advantageous. The Key Person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with the minimum of supervision. The Key Person should be used to working proactively within a small team. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Key Person must be able to work effectively in this language and have knowledge of the other, together with good communication skills.
