A Spanish leader company in Aerospace Engineering and Scientific services with more than 45 years of experience working for NASA and 35 years working for ESA seeks a candidate for a position of Configuration Management Officer located at ESTEC Netherlands. Configuration Management CM Configuration control covers both ESA internal activities and activities performed by Industrial Contractors. The preparation of adequate requirements and CM systems auditing are also part of the tasks. It includes the following typical duties Establishing adequate processes for proper Product configuration control, including o Configuration management planning. o Configuration items identification, technical requirements base lining, production and maintenance of configuration item data list CIDL. o Management of configuration evolution, baselines verification, asbuilt control and inspections. Establishment of Establishment of configuration control methods, procedures and standards. Establishing andor assuring that adequate configuration control methods, procedures and standards are established andor maintained, consistent with applicable standardsrequirements. Preparing formal requirements for inclusion in industrial contracts. Participating in Project Reviews. Conducting configuration audits and configuration inspections. Supervising the processing and disposition of Change Requests andor Change Proposals Providing status data and maintaining a well structured record system acting as secretary to appropriate Boards established for the processing of changes. Establishing and maintaining the approval system for all documents under formal ESA control, and maintaining the associated DRLs and DRDs. Supporting the supervision and maintenance of the documentation library and archives. Proposing automated methods and tools required to increase performance of configuration and documentation control tasks. Qualifications Appropriate skills and specific experience in the following fields Proficient in the English language, both written and spoken, knowledge of another official ESA language is an asset. Experience in controlling andor management of activities and resources in aerospace industry. For some tasks knowledge of FinanceAccounting may be required. Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate. Reliability, rigor and initiative in the execution of the assigned work. Proactive attitude to solving problems, identify priority actions and to handle high workload. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule. Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Past experience with ESA in relevant activities is an asset. Specific Competence Requirements Masters in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with at least 4 years of relevant experience. High level of initiate autonomy, and professional maturity that is required to carry out complex tasks and high level of responsibility. Your Tasks Include The activities include the planning, development and installation of Configuration Management database systems and tools to address our clients Configuration Management needs via individual service requests. These service requests are issued in the form of Work Packages with a maximum effort allocation and cover activities that can be any of the following Development of a generic As Designed CM tool instance aimed to manage Changes and Configuration Items related to projects or programmes being developed by our Client feasibility studies, specification, development, documentation, installation and testing of the tool Improvement of existing generic As Built CM tool aimed to manage Changes and Configuration Items related to Clients Operational systems. Feasibility studies, specification, development, documentation, installation and testing of scripts aimed to automate as much as possible As Built CM procedures currently performed manually by CM engineers or users, crosschecking conformance with applicable processes and working practices. Creation, modification, update and version tracking of following Configuration Items o Documentation including SpacecraftGround Segment operational procedures, manuals and guides o HW items computers, infrastructure, Comms equipments o SW items including SW applications, COTS and associated Licences, ... keeping up to date the mapping between SW and HW items. Contribution to the improvement of existing EUMETSAT Configuration Management processes and working practices More generally Planning and preparation of above mentioned new CM tool instances. Monitoring and tuning of the tools performances, and impact assessment on existing EUMETSAT CM framework. Second level support to CM stakeholders support team, user representatives,.... Your Profile In addition to having a University degree in Computer Science, the Service Support Personnel shall have a minimum of three years experience in the field of Configuration Management, including build, deployment and installation processes on large softwareintensive highavailability operational systems. Sound practical experience with the following is mandatory Configuration Management tools as Administrator or advanced user Serena Dimensions or Clearcase Database programmingSQL e.g. Oracle or Sybase SW development in Java, C, vb.net, python, perl or similar Practical experience with the following would be considered assets Configuration Management standards such as CMMI, ISO or ESA ECSS SW development environments e.g. Visual Studio Source code control tools CVS, SubVersion, ... The Service Support Personnel shall also have demonstrated very good communication and team working skills be able to conduct all activities in an orderly and disciplined manner, in particular when applying and supporting Client As Designed and As Built Configuration Management standards be able to work calmly under stress with the minimum of supervision. The official languages are English and French. The working language for the position is English and therefore the Service Support Personnel must be able to work effectively in this language and have knowledge of the other, together with good communication skills.
