GNSS Operations and Maintenance Project Officer

1. Description The role of the European GNSS Agency, in the EGNOSGalileo exploitation phase, shall include tasks in particular as follows i operational activities of the Galileo and EGNOS programmes including system infrastructure management, maintenance, ongoing improvement, certification and standardisation, as well as service provision ii development and deployment activities of the evolution and future generations of the systems, including procurement activities The GNSS Operations and Maintenance Project Officer will actively contribute to the fulfilment of the Agencys duties related to the management of EGNOSGalileo Services. 2. Tasks and responsibilities Hisher main tasks and responsibilities will in principle include without limitation Defining Operations, Maintenance andor Integrated Logistics Support ILS concepts associated to the EGNOSGalileo System Evolutions Establishing Technical and Management specifications and managing the implementation of EGNOSGalileo Operations andor Maintenance subcontracted activities KPI, reviews, reporting, risks, contract changes, and maintaining the associated contractual baseline Managing the Operations andor Maintenance preparation activities related to the System Evolutions developments Analysing the EGNOSGalileo Programmatic and Service Provision changes in particular for what concerns operations and maintenance processes evolutions and Service Provision transitions Defining changes to the EGNOSGalileo Operations, Maintenance and ILS concepts and requirements in particular from the Service Provider Requirements Analysing EGNOSGalileo Obsolescence reports, elaborating obsolescence management plans and requirements and spare stock strategy Analysing EGNOSGalileo Observation or NonConformance Reports and defining resulting corrective andor evolutive maintenance activities Contributing and supporting the functioning of the EGNOSGalileo Departments and the GSA The position is based in the GSA office in Toulouse, France and may imply regular travels, mainly in Europe. The above tasks and responsibilities will be conducted in the English language. 3. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in A.1. shall be taken into consideration. Internships will be taken into consideration if they are paid. Professional activities pursued parttime shall be calculated pro rata, on the basis of the percentage of fulltime hours worked. What can you expect? You will join the PRS Receivers Team and contribute to the ongoing development of the PRSOS SW Receiver and the EndToEnd Navigation Simulator. In that role you will be involved in various development activities where you will define, implement, and test navigation algorithms and features. With more than 60 engineers and almost 20 years of experience, the Airbus Navigation Department is one of the leading expert groups in Europe for the development and implementation of the European satellite navigation systems EGNOS and Galileo. In your daily activities you will Support the development of Galileo PRS and OS software receivers, algorithms, and features. Support the evolution of the Galileo system with respect to PRSOS navigation signals and performance. Operate and support the development of the EndToEnd Navigation Simulator for navigation signals performance analysis. Support the definition and development of new tools for navigation signals performance analysis. Define, plan, and conduct testing activities in laboratory as well as measurements campaigns. Interpret measured data and evaluate test results. Support requirements derivation for the Galileo PRS and OS software receivers. We are looking for candidates with the following qualifications and experiences Masters degree in an Engineering discipline such as Navigation, Telecommunication, Signal Processing, Applied Mathematics, Electrical Engineering, Aerospace, Physics or equivalent. Good theoretical knowledge of satellitebased navigation systems, navigation signals, receiver architecture and performance. Deep understanding of GNSS receiver technology and signal processing techniques inside GNSS receivers, such as acquisition, tracking, data demodulation, channel decoding, PVT computation, interference detection and mitigation. Experience with INS integration, sensors hybridization, and integrityRAIM algorithms. Proven experience in SW development and good knowledge of C. Ability to analyze complex technical problems and define innovative solutions. The candidate shall be in possession of a national security clearance or in the position to acquire one. A fluent level of English language is required. The knowledge of German language is considered an asset. Good communication skills and team working attitude.
