Location ESTEC, Noordwijk, The Netherlands Description ESA REACH Officer in the Components and Materials Physics and Chemistry Evaluation and Standardisation Division, PA and Safety Department, Directorate of Technology, Engineering and Quality. The Components and Materials Physics and Chemistry Evaluation and Standardisation Division provides functional support to ESA projects and carries out technological research RD in the fields of materials physics and chemistry and EEEcomponent radiation hardness assurance and laboratory analysis. Furthermore, the division hosts ESCC European Space Components Coordination secretariat and is the ESA corporate focal point on issues related to environmental legislation such as REACH and RoHS. Duties Reporting to the Head of Division the main tasks and responsibilities of the post holder will include providing expert technical support and consultancy to ESA projects, programmes and general studies in terms of compliance, obsolescence risk, and mitigation actions related to REACH Registration, Evaluation and Authorization of Chemicals, RoHS Restriction of Hazardous Substances and other environmental and health and safety related regulatory framework impacting space hardware manufacturing throughout all project phases coordinating impact studies, project reviews and evaluation of procurement proposals in the domain managing and coordinating stake holder industry, national space agencies, EC actions to map and mitigate the impact of the regulatory framework through the European space manufacturing supply chain providing regular reporting to ESA at corporate and program level related to the compliance, medium and long terms risk analysis, and mitigation action status of the Agency identifying critical development problems and assisting in their resolution propose necessary inputs to ECSSstandards, ESA industrial policy, sustainability policy, and manage relevant KPIs related to corporate social responsibility contributing to the definition of technology development requirements and work plans for the Agencys technology programmes defining, initiating and managing RD activities covering both long and shortterm needs fostering new application areas for multidisciplinary activities, placing emphasis on innovative concepts, cuttingedge technologies and system architectures laboratory activities as required monitoring applicable scientific and technological trends and maintaining a stateoftheart expertise define and implement the information strategy to provide visibility and awareness on critical issues towards ESA programs, Member States, EC and industry. Duties may also include supporting other activities within the post holders field of competence. Technical competencies General background and specific experience in the technical domains covered by the position Understanding of related technologies, RD trends and the industrial landscape Project support experience in a relevant domain Experience with laboratory or field testing of relevant technical equipment Experience in the preparation of procurement activities for technology development and innovation statements of work, proposal evaluation, etc Experience in the management and monitoring of industrial activities, including participation in reviews Experience with Space Engineering Standards and their preparation and implementation Behavioural competencies Communication Teamwork Customer Focus Problem Solving Results Orientation Planning Organisation Continuous Learning Education A Masters degree or equivalent qualification in Chemistry or Materials scienceengineering is required. Additional requirements Good understanding of the REACH and RoHS regulatory framework preferably in the context of aerospace. Good understanding of Materials and Processes application and obsolescence management preferably in aerospace sector. Proven experience in stake holder management. Proven ability to synthesise complex technical and socioeconomical information and communicate it to technical peers, ESA management and ESA stake holders. Support the creation of new collaborative projects Followup of the evolution of new collaborative projects discussed during the preconference workshops and during the ECSITE Annual Conferences Preparation of ESA content around the themes selected during the ECSITE Annual Meetings of the Space Group Coordination with ECSITE for the distribution of the content through the Space Group Network, and for the implementation and promotion of the new collaborative projects on ECSITEs website. Followup of the existing Space Group collaborative projects e.g. Hookup with Rosetta Followup of the evolution of the existing collaborative project, Hookup with Rosetta Coordination with ECSITE for the distribution of the Hookup with Rosetta content through the Space Group Network, and for the implementation and promotion of the Rosetta project on ECSITEs website. ESA ECSITE communication tools Analysis of ECSITE communication tools in order to promote ESA programmatic and communication activities ESA corporate content provider for the ECSITE spokes magazine the Enews, the ECSITE newsletter published monthly by ECSITE the ECSITE Annual report, that are distributed to the entire ECSITE network about 400 members.
