Location ESTEC, Noordwijk, The Netherlands Description Industrial Policy Officer in the New, Cooperating and Associate States Section, Industrial Policy and SME Division, Industrial Policy and Auditing Department, Directorate of Industry, Procurement and Legal Services. Duties The post holder reports to the Head of Section. Specific responsibilities and tasks include Being the focal point of one or more New Member States NMS or European Cooperating States ECS for the preparation, initiation and implementation of the relevant actions relevant to each Member States status and associated measures including Preparation and delivery of instructional presentations and courses Preparation and defence of IPC reports and quarterly reports Assessments of industrial capabilities and opportunities Tender evaluation board support including proposal review, report writing, debriefs, negotiations and contract follow up, monitoring and technical reviews Responding to queries, questions and concerns from industrial entities in said states Support to a Senior Industrial Policy Officer acting as focal point for a New Member State or European Cooperating State, including support to all of the points mentioned in the bullet above. Being the focal point for the support of one or more Associate Member States to liase with the delegation, provide insight to the ESA processes and identify opportunities and training for entities in that state. Assisting in the analysis of NMSECSAS and ESA priorities as necessary to guide the content of the relevant industrial measures. Supporting awareness of NMSAS participation in ESA programmes and the relationship with the relevant industrial measures, as well as NMSAS national strategies and programmes Carrying out or assisting with studies and surveys of NMSECSAS capabilities for their relevance to ESA programmes Assisting with participation in the European Technology Harmonisation process as necessary to support the interests of NMSAS capabilities and the relationship with PECS activities Defining and supporting ESA training initiatives in NMSECSAS. The work involves addressing multiple application and technology areas and numerous interfaces with staff across all ESA directorates and with NMSECSAS entities. Education Applicants for this post should have a Masters degree or equivalent qualification in an engineering or scientific subject with at least five years experience in development of space equipment or services andor satellite systems engineering. Ideal candidate Applicants require a University or similar degree in engineering, physics or similar applicable discipline. You will require good professional experience in endtoend ground station systems required for spacecraft operations, antenna, RF frontend equipment, backend TTC systems, communication equipment, MC systems, station general support systems and preferably also in the area of space to ground communications and RF. You will possess the following qualities Solid experience in endtoend ground station systems for spacecraft operations Familiarity with operational environments Fluent in English, both in speech and writing Selfstarter, able to work independently with little or no supervision Proactive and confident personality with good persuasive skills Teamplayer, able to interface with technical and management personnel Wellorganised, able to prioritise and manage several tasks in parallel Able to work on shifts occasionally Solid IT knowledge, including Linux, networking concepts and common tools and software applications Service mentality and solid understanding of a KPI driven service environment Able to write and present documentation, procedures and training materialpresentations Sound experience and knowledge of training methodologies and supervision of team members PC literacy MS Office Products, Lotus Notes, ITSM tools.
