Specific tasks to be performed Support the Galileo Ground Segment PA Unit in all the activities related to the execution of the Galileo Ground Segment and Software Product Assurance and Safety Programme. This includes the following main tasks Guiding and monitoring the implementation of Ground Segment and Software PAS requirements in order to assess performanceeffectiveness, participation in design reviews and directing the necessary preventive or corrective actions Supporting the process for evaluation and approval of waivers and deviations Supporting the project nonconformance process and attendanceorganization of nonconformanceanomaly and software review boards as necessary Ensuring the implementation of the Ground Segment and Software PA Requirements baseline across the applicable Galileo Ground Segments Monitoring the ground segment and software integration and test activities with quality audits, test witnessing and configuration inspections Supporting the definition of the formal acceptance requirements and conduction of acceptance reviews of all contractual deliverable items Ensuring the preparation of design tradeoffs, analyses and reports using RAMS data to support project decisions Supporting security and cybersecurity activities for ground segments as appropriate Support the maintenance of the Navigation Directorate Quality Management System. The position requires a strong profile of Software PA, with specific experience or knowledge of the following areas Software engineering development, maintenance or testing Agile practices for software development Handson experience with static code analysis and tools Alternative software development lifecycles, continuous integration and tools. General tasks to be performed Establishing the PAS requirements baseline for all elements of the project, in compliance with the ESA general Product Assurance and Safety policy Produce and implement plans, define inputs, outputs, participants, responsibilities, interfaces, coordinate efforts of participants, and produce resulting consolidated inputs. Reviewing contractors plans, specifications and effort proposed for the execution of the project PAS programme Produce reports of review activities performed e.g. documents reviewed, checklists used, spot check performed and conclusionsrecommendations. Monitoring project PA status identify relevant PA issues, including NCR SPR Waivers Problems Critical Items and systematically tracking all items. Produce monthly reports of monitoring activities performed e.g. inspections, checks, visits, reviews, including conclusions and recommendations. Assessing the implementation of PAS requirements by contractors, participating in design and safety reviews and directing the necessary preventive or corrective actions Produce monthly reports with assessment activities performed e.g. documents reviewed, checklists used, spot check performed, contribution to design and safety reviews, and activities related to preventivecorrective action. Participating in the Boards established within the project for the disposition of Nonconformances Failure Reviews, Test Reviews, etc. Produce reports of participation to boards, indicating the contribution made to these boards e.g. review of agendas, participants, minutes of meeting, action follow up, closeout. Monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections Produce report on activities performed with conclusion and recommendations. Defining the formal acceptance requirements and conducting the Acceptance Reviews of all contractual deliverable items Produce and implement plans for the preparation of the formal acceptance requirements, defining steps, inputs, outputs, participants, responsibilities, interfaces, and coordinating efforts of participants to produce resulting consolidated inputs to project documents. Produce also reports on the activities performed for conduction of Acceptance Reviews. Supporting the organisation management of the support from all PA disciplines Controlling NCR Waivers Problems Critical Items. Produce meeting agendas, check that all inputs are available for the NRB or CCB, check that all needed participants are involved, produce NRB or CCB minutes of meeting, followup on actions identified, ensure proper nonconformancewavierproblemcritical item closeout. Produce also reports on control activities performed. PA for the verification, qualification, acceptance delivery activities. Participating in progress meetings and CCB meetings. Produce inputs to the meeting and whenever requested, produce meeting agendas, check that all inputs are available, check that all needed participants are involved, produce minutes of meeting, followup on actions identified, ensure proper closeout. Participating in all project reviews, including safety reviews. Produce reports on all review activities performed e.g. documents reviewed, checklists used, spot check performed, conclusions and recommendations. Reporting project PA status deviations from plan schedule of all of above. To successfully perform the above mentioned tasks, the following background experience is required Master in Engineering or equivalent university degree from a recognised Institution of secondary studies, Minimum of 10 years experience in the space sector including 5 years in Product and Quality Assurance Excellent interpersonal skills are needed, together with a high degree of organizational and communication abilities, and comfortable with working in a diverse and multinational team environment Candidates must be eligible for security clearance from their national security administration. Knowledge of Configuration Management or the implementation of Product Assurance within a quality system certified to ISO 9001 would be an asset. Specific tasks to be performed The Configuration Management Engineer CME interfaces projects and programmes of the Navigation Directorate for all aspects of Configuration CM and information management. The CME provides expertise of NAVs digital information systems and intermediates between those and their internal and external users as part of the services rendered by the Configuration and Data Management unit. Besides the core tasks in CM, the tasks entail also the responsibility for the continuous oversight for the Navigation Directorates NAV information and records flow and supports actively the Directorates digitalisation activity as part of ESAs Digital Agenda. This includes control over the Directorates NAV repositories, tools and information related processes as well as external support services. The direct interface to the Directorates users and steering effectively related administration activities is an essential to the task. The CME drives or takes actively part in documenting and reviewing existing and projected new processes related to the use of digital system configuration and documentation systems and other relevant IT tools. It includes the following regular duties in particular Product Configuration support Analyse and contribute to the specification of relevant processes for Segment and System CI identification, verification and control in support of NAV engineering activities, Support implementation and maintain programmatic, contractual and technical Baselines, Contribute to the generation of product documents such as Product Tree, CIDL, ABCL, CSAR and CSR Configuration Status Report, Followup and document product configuration evolutions from ascontracted, asdesigned, asdeveloped, as delivered, asdeployed, asinstalled to asoperated, Perform configuration audits, inspections and CI identification, Configure, operate, report from and improve CM databases, Project Change Control support Prepare and followup as secretary of an entrusted Configuration Control Board CCB including improvement of the CCB Terms of Reference, Support processing and disposition of CCB documents for review and approval including improvement of the relevant DMPs Document Management Plan, Provide status data and maintaining a wellstructured record system for relevant CM processes and transactions, Contribute to or maintain entrusted project documentation such as BRN Baseline Release Note, CISL, DRL and DRDs where requested, Support preparation formal CM requirements for inclusion in industrial contracts. Review support Support technical and nontechnical project reviews by managing the relevant documentation in tools and provide product CM expertise, Register, distribute and archive documents, as well as provide of reproductions of documents and media, Regular review of the status of documents in the different archive and storage locations and align this information in the Documentation and Configuration Management System database, Generate and maintain the documentation and configuration tracking lists, Support the management of the User Account List to the Directorates servers and services. Information Management Define and supervise processes and procedures for information and documentation workflows. Identify information contents for digitalisation and automated processing. Interface external Documentation Processing Support Services DPSS defining detailed procedures and overseeing the execution of the upload and configuration of NAV related information and documentation. Organise document logistics for events such as project reviews, audits and specific contract milestones. Supervise and take corrective actions to maintain quality of document metadata and compliancy with ESA and NAV policies and requirements. Identify information types and records and adequate processes for handling them. Liaise with corporate IT functions for the operation of NAV relevant Configuration Management functions. Proactive generation and review of document templates, information structures, metadata, system functions, procedures and processes related to the systems in use by end users and the Navigation Documentation and Configuration team. Organization of the Navigation documentation office logistics including, but not limited to procedures, media and ledgers. Support to the Directorate Information and Records Officer DIRO in discharging relevant functions such as implementation of the Documents and Record Schedule, as well as ESAs governance on data, records, archives and data protection. The CME reports to the Head of the Configuration and Data Management unit. The above tasks must be implemented in line with applicable Directorates Engineering and CM processes, ESA standards and the Directorate ISO certified QMS in close collaboration with relevant Configuration Management functions. The work can entail to handle unclassified and classified material. To successfully perform the above mentioned tasks, the following background experience is required Master in Engineering or equivalent university degree from a recognised Institution of secondary studies, At least 4 years of relevant experience in Configuration Management, High level of autonomy and proactiveness, Excellent communication skills and professional maturity that is required to carry out complex tasks and high level of responsibility, Very good working knowledge of spoken and written English, Eligibility to national personal security clearance relevant to ESA NAV programmes, Availability for occasional duty travel.
