Location ESA Headquarters, Paris, France Department Programme Control Head of Service Department Programme Control Head of Service in the Operating Planning and Business Unit Controlling BUC Office, Directorate of Space Transportation. The supported unit is the Space Transportation Development Department STSD. The postholder is the BUC Offices primary interface with that Department and the lead controller for the Department, coordinating the activities of the project controllers assigned to the Departments projects. Duties keeping a record of applicable programme Declarations, defining structure and related master data for programme and project control, following the organisational evolution supervising the definition of project breakdown in relation to the applicable Declarations, the Directorates organisational structure, and according to applicable guidelines defined at corporate and Directorate level supporting the allocation of resources to projects, ensuring project data are consistent with programme element data regarding resources preparing and updating plans inyear, multiyear, atcompletion of resources per programme element and project, including manpower and support, facilities, running and industrial costs, together and consistent with scheduling monitoring actual resource usage, analysing deviations and providing reasons for them, proposing corrective actions coordinating project control of assigned projects planning and monitoring thirdparty income preparing and presenting financial reporting at Departmentlevel reporting meetings supervising preparation and validating industrial return analyses and related reporting internal and external, supporting bilateral meetings with participating State delegations preparing and updating the financialworkforce part of project plans and support projects reviews related to Department projects, preparing andor supporting adhoc analyses related to programmesprojects schedule reporting providing the Head of BUC Office with timely progress reports concerning resources and major project developments supervising and validating produced data regarding the year closure exercise, ensuring correctness of financial project data supporting programme closure exercise providing validated inputs for Directoratelevel risk management to the Risk Coordination Officer coordinating at programme element level the asset management activities of the BUC Office regarding asset management supporting coordination of the Directorates assessment and coherent implementation of the governance for the new launch system development and exploitation phases, supporting assessment of evolving launch service revenue. The postholder also foresees management of the resources assigned to project control of Departments projects. Tasks will include Define reference processes and procedures in DSCI according to ECSS standards and QMS requirements. Specific qualification requirements Masters degree in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with relevant experience. Experience in controlling andor management of activities and resources in aerospace industry. For some tasks knowledge of FinanceAccounting may be required. Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Past experience with ESA in relevant activities is an asset. Proven experience in Configuration Management in Space Companies Organizations. Adequate knowledge and understanding of the applicable ESA Configuration Management requirements and standards such as MSESARQ100, MSESARQ108, ECSSM40. Good knowledge of the specific activities andor organisation, of the applicable configuration management working procedures and support tools are an asset. Previous experiences in fields like Product Assurance, System Engineering and Production Control are an asset. Fluent in the English language spoken and written. Knowledge of other European languages is an asset.
