ACS is looking for a consultancy support for a System Operations Engineer required to operate EUMETSATs operational systems, with particular focus on realtime endtoend mission operations and the systems required to support and monitor them. This includes Event Monitoring GEMS, system endtoend monitoring SMART, user notification systems UNSUMS, system monitoring NAGIOS, GMC, system monitoring infrastructure MASIF, as well as support to the coordination and management of the overall system performance monitoring. The post is required for the routine operations phases of the MSG and EPS systems, and to support the preparation of future missions. Specific support will be required to the Copernicus Sentinel3 programme. ACS has more than 30 years experience in delivering solutions for Earth Observation satellites Ground Segments. Based in Rome, Italy and in Darmstadt, Germany, we delivered systems currently in operation in 20 countries worldwide and have a long record of successful projects carried out for ESA, EUMETSAT, EMSA and many other Space Agencies and Research Centres. As part of the operations evolution, the key person will be responsible for the redesign and evolution of the mission performance systems to support existing and new programmes. The Key Person will acquire and maintain a Systemwide view of the MSG System, and the EPS CGS and OGS, particularly in the areas of system endtoend monitoring control and data flows. The Key Person will review any planned changes to the mission performance system configurations for LEO and GEO ground segments, and support the investigation of anomalies encountered through the routine system and ground segment operations. The Key Person will provide support to the development and operations preparation for recurrent satellites in existing operational programs e.g. MetopC and MSG4, and for future operational programs now in development including Sentinel3, MTG and EPSSG. The key person will interface with project teams on the implementation of system upgrades to support major operations projects, including System MidTerm Evolution Plan, recurrent satellites, and any System hardware and operating system obsolescence upgrade. The Key Person will perform the following routine operations tasks Definition and maintenance of system operations procedures, including System and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison with the ground segment facility operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes etc. Support to the definition of the Operations Service Specification Interface with the systems maintenance teams and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes to the mission performance systems Provision of support to operational ground segment analyses Provision of standbyoncall support as system operations engineer, on an as needed basis. This will be coordinated through the normal oncall process Provision of support, as required, to critical operations Processing of mission performance related system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in technical meetings, formal reviews, and scheduling and planning meetings Processing of system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards Support to, and participation in, the functional verification and operational validation of mission performance system upgrades and evolutions, both standalone and in the context of an overall ground segment Liaison with various department and divisions within EUMETSAT CM, QA, Management, Product Experts, User Services Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations Team. In addition to having a university degree or equivalent in a relevant technical discipline, the Key Person shall have the following mandatory attributes at least five year experience of endtoend system operations in a realtime spacecraft operations environment at least three year work experience in the operation of mission monitoring systems at least 3 year experience in the definition, development, integration and acceptance testing of mission data monitoring systems at least three year work experience defining and implementing the verification and validation of ground segment systems. Recent experience of the following, in an operational context, would be a distinct advantage experience at least three years in the operations preparation and routine operations of Geostationary GEO and Low Earth Orbit LEO satellite systems experience of configuration and monitoring using NAGIOS experience with the definition and analysis of operational user requirements experience of using configuration management systems such as CVS familiarity with ECSS and CCSDS standards related to spacetoground interfaces and applicable to Satellite Monitoring Control Systems Packet Telemetry and Telecommand standards, PUS Packet Utilisation Standard, etc. Windows Unix Linux operating systems. The working language for the position is English and therefore the Key Person must be able to work effectively in this language. EDRS European Data Relay System is a satellite based high data rate communication system for relaying Earth Observation data received from Low Earth Orbit LEO satellites via geostationary satellites directly to the ground for further distribution. EDRS is a PPP program between ESA and Airbus. The overall system consists of the space segment two geostationary satellites and the ground segment. The first GEO satellite EDRSA will be launched first half of 2015 and the second GEO satellite is planned for third quarter 2016. Airbus Defence and Space is the prime contractor and responsible for the management and implementation of the programme and the subsequent provision of the data relay service to ESA and other customers over a period of minimum 15 years. In this role, you will support the operations engineering team in the area of procedure definition and supervision of procedure implementation, testing and acceptance with main focus on payload flight operations. After the launch your tasks will also include engineering support to mission operations until final handover to the operations team. You will report to the head of the operation engineering team. Regular shift work is not required with exception for LEOP and IOT support. Please note that this is a fixedterm contract of 15 months.
