The primary responsibilities of this role will be The Ground Stations play a key role in Space and Ground Segment operations, the Key person will therefore be expected to acquire and maintain a Systemwide view of the Ground Segment, particularly in the areas of spacecraft TTC and payload data transfer. The Key person shall divide his time and expertise, according to the workload, between the various programs to support the long term evolution and maintenance of the EUMETSAT Ground Stations. The tasks of the Key person will typically include Investigation and rectification of anomalies reported by the operationsmaintenance team Interface with the maintenance services providers at technical level Reporting on the performance of the Ground Stations and associated systems together with a status report of any ongoing activities Attendance at the relevant coordination meetings to plan and schedule Ground Station activities ensuring compliance with Operational activities and constraints Provision of Ground Stations support to operations during critical mission phases, pre and post launch i.e. SVT, LEOP, IOT and contingency Maintenance of operational Ground Stations procedures, databases and documentation in accordance with the configuration management and quality assurance practices Planning and scheduling the implementation, testing and validation phases of any modificationsimprovements Providing technical support for the management of ongoing Ground Stations contracts including changes Provide support to new programs in the areas of definition, development and integration of Ground Stations Provision of support to the analysis of obsolescence and evolution changes to the ground stations. Requirements The Key person shall have experience in the following area Ground Station design, integration and testing, particularly in the areas of Antenna, RF, Base Band and Tracking subsystems, including the generation of Requirement definition and ICD specifications Implementation of relevant ECSS standards and CCSDS recommendations concerning Space Link Services and Space Link Extension SLE protocols Operation and configuration of various types of Baseband equipment including integrated TTC and ranging systems i.e. Cortex type and High Data Rate Modulators and Demodulators Maintenance and Operation of large Ground Stations particularly in Local and Remote MC including databases and automated procedures, redundancy management, Site Infrastructure and liaison with Service providers Analogue and digital modulationdemodulation schemes used on the Ground to Space interface for TTC, Mission data transmission and Data Collection Systems. Execution of Spacecraft interface verification testing, prior to launch in support of the SVT, and post launch in the form of RF IOT as part of Spacecraft Commissioning. In addition, the knowledge and experience of some of the following subjects would be considered as a distinct advantage Commercial satellite and micro wave data links Basic knowledge of WAN, LAN and TCPIP protocol In Orbit Test I.O.T. systems deployment Radar Principles. In addition to having a University degree in a relevant engineering discipline, the key person shall demonstrate significant knowledge and experience in the area of specification, design, implementation, verification and maintenance of Mission Control Applications. Academic and work related requirements A University degree in engineering, physics, or software domains is required. Perfect command of English, verbal and written. JOB DESCRIPTION Responsibilities Duties Tasks The consultant will be integrated into the MTG MOF Team. The tasks of the Consultant will typically include, during the remaining procurement phase Supporting the MTG ground segment team in following the MTG Mission Planning System MPS and procedure edition and execution tools procurement, to make sure that the delivery fits the intended purpose Participating in reviews for the MPS, the procedure edition and execution tools, and interfacing facilities. Analysing and reviewing relevant MTG documentation, preparing technical notes and attending technical meetings Participating in MPS, procedure edition and execution tools testing e.g. Factory and OnSite Acceptance Testing and related activities at facility and system level. Analysing and reporting on the test results, in particular with respect to their suitability for requirement verification and validation Creation and execution of test procedures on the assigned MOF elements in order to validate their readiness for operational usage Participating in the installation of the MPS, procedure edition and execution tools at EUMETSAT, while fulfilling the configuration management requirements. Verifying the facility installation Defining the Mission Planning, procedure edition and execution tools operational implementation database structures, etc Monitoring and steering the lifecycle for MPS, procedure edition and execution tools related anomaly reports ARs and nonconformance reports NCRs Interacting with internal users, suppliers and partner organisations Maintaining internally generated tools and creation of new internal tools, mainly developed in Java, C and C. During the operations preparation and routine operations phase, the tasks include Performing routine and contingency scheduling tasks using the MPS and procedure edition and execution tools Performing preventative maintenance on the MPS and associated tools according to working practice, generally by running system checks to spot any system anomalies or errors Raising anomaly reports when necessary and monitoring their resolution through attendance at appropriate review boards.
