Position Reference 900 RHEA is currently looking for an IT Service Manager to work at our clients premises in the city of Frascati, Italy, with regular visitsmeetings at ESAHQ in the city of Paris, France. ESA is leading a program of transformation of its Headquarters centered on three pillars Physical workspace, Digital and smart services, Ways of working. The implementation of the ESA HQ Project is composed of a number of WPs involving representatives from several directorates and departments contract, finance, communication, legal, FM, IT, of which the implementation of the IT Infrastructure Digital Services is Work Package WP700. Tasks and Activities The scope of work will include Weekly meeting with WP700 lead. Organise project meetings involving sub WP700 leads, IT experts, IT providers. Supporting the project execution in each of its phases. Organise technical reviews involving WP leads, IT experts, IT providers, promotor representatives. Maintain project documents by filing all project documents in an appropriate library and ensuring that all documents are accurate and accepted by the Project Manager. Identify Problems or Risks that could affect the progression of the project and communicate these to the WP700 lead. Manage the overall WP 700 schedule, monitoring deadlines for each project task. Check regularly that every deadline is still possible and report any potential delays to the WP 700 Project Manager. Provide technical expertise and guidance relative to the 3 pillars of the project physical workplace, Digital and smart services and New ways of working. Gather the project stake holders needs and formalise the requirements related to new IT infrastructure and digital solution. Ensure that the new IT solutions are aligned with user needs. Ensure that the technical documentation produced by the different sub WPs is in accordance with ESA QMS and ESA Security Directives, so to ensure service acceptance of the technical solution. Review technical documentation and provide feedback. Update of the project plan evolution activity plan. Prepare adhoc presentations, upon request of the WP700 manager. Attend sub WPs progress meeting and reporting to WP700 manager. Coordinate POC and pilot activities engaging users, collecting and documenting their feedback on new IT services. Coordinate all activities on adoption initiatives, and produce an adoption plan. Participate to Service Readiness Reviews for the acceptance of newly deployed services. Participate to the definition of communication campaigns. Coordination role for the execution of user training campaign. Coordinate with internal and external communication providers. Skills and Experience The following skills and experience are mandatory Masters degree or PhD in a relevant discipline, with at least 4 years of relevant working experience. Minimum 2 years experience in project management support. Excellent verbal communication and presentation skills. Excellent critical and creative thinking and analytical skills. Excellent effort estimation capabilities, even based on minimum expressed requirements. Ability to manage multiple priorities under pressure, troubleshoot, and to meet short and longterm deadlines. Excellent organizational and planning skills. Thorough familiarity with word processing, spreadsheet, and project scheduling computer applications. Ability to work effectively as a manager, within a team and independently. Proficiency in the use of the MS Office 365 ecosystem functionalities. Previous experience with WAN, LAN, WLAN, Internet infrastructure workplace infrastructure DNSDHCP, print server, file server security infrastructure firewall, etc. GSM indoor infrastructure video conferencing equipments and software e.g. CISCO, Polycom, WebEx, TeamsSkype. Basic knowledge with communications technologies. Excellent verbal communication and presentation skills. Experience in the area of adoption management. Knowledgeable about ESAs environment. Location ESTEC, Noordwijk, The Netherlands Description You will be responsible for the definition, design, qualification and operation of the full Galileo 2nd Generation G2G System Test Bed, the related procurement activities, and the Test Beds contribution to the G2G System verification and validation. In the current phase of the project, you will establish and coordinate activities within the Programme and with industrial consortia, and liaise internally within the Agency and with external entities in the development of your duties. You will report to the Head of the G2G System Engineering Unit. The G2G System Test Bed is a system verification and validation facility that provides the following capabilities general support to system validation for G2G, including the evolution of Galileo 1st Generation services demonstration of G2G new services in the initial phases of the G2G deployment support to the InOrbit Testing of new G2G system capabilities for the different increments of the Ground Segment and the Constellation testing and quality assessment of legacy Galileo 1st Generation and new G2G SIS components prototyping of the generation of new navigation mission products and new services data and endtoend support dissemination and generation of reference products. Duties Leading the use case definition, specification and design of the G2G System Test Bed in coordination with experts for the different unclassified and classified services under implementation in G2G, and with the engineers in charge of the System specification, its design and the System Integration and Verification Acting as Technical Officer for the G2G System Test Bed procurement activities, monitoring them to ensure cost and schedule are met Leading the implementation, verification and validation of the G2G System Test Bed as per the Agencys needs Leading the contribution of the G2G System Test Bed to the System Integration and Verification plan and its execution in order to qualify the different G2G System builds Contributing to the G2G system architecture and operations concept in your area of expertise Coordinating with the Space Segment and Ground Segment teams in your area of expertise Acting as focal point in your area of expertise within the Agency and with the Programme and external partners Generating lessons learned and contributing to Knowledge Management initiatives in the Directorate of Navigation.
