Location ESOC, Darmstadt, Germany Description Spacecraft Operations Engineer in the Sentinel 2 Spacecraft Operations UnitEarth Observation Missions Division, Mission Operations Department, Directorate of Operations. The Earth Observation Missions Division is responsible for the design, implementation and operations of the flight operations ground segment and satellite mission operations for all ESA Earth observation satellites and for assigned CopernicusSentinels missions, typically from start of phase B through inflight commissioning to routine mission operations until end of mission Duties The postholder will be initially assigned to the Sentinel 2 Spacecraft Operations Unit, reporting to the Spacecraft Operations Manager SOM responsible. Tasks include assisting the SOM in the preparation and execution of operations including Launch and Early Orbit Phase LEOP, Commissioning, Routine and Disposal phases, as applicable assisting the SOM in the development, maintenance and validation of the Flight Operations Segment FOS including System Validation Tests SVT and Ground Segment Operational Validation GSOV analysing and reporting on spacecraft and ground segment performance interfacing with the ESTEC project group, the ESRIN PDGS and Mission Management team, other external partners including agencies DLR, CNES, Eumetsat, etc. and industry for technical matters and reviews of spacecraft design, operations documentation and performance reports interfacing with other ESOC Divisions for spacecraft operations matters providing support to the SOMs in reviews and preparations for other EO Missions delegated to the Division i.e. Earth Explorers andor CopernicusSentinels acting as deputy SOM as required. Technical competencies Experience in mission, spacecraft andor payload operations Experience in development and maintenance of ground infrastructure andor software systems General background and specific experience in the technical domains covered by the position Knowledge and experience of ground segment, simulators and early operations especially Launch and Early Orbit phase and inorbit commissioning Behavioural Competencies Communication Teamwork Customer Focus Innovation Creativity Problem Solving Planning Organisation Education Applicants should have a Masters degree or equivalent qualification in engineering or physics. Additional requirements Candidates should be systemminded, able to work as part of an interdisciplinary team, have highlevel selfmotivation, selfdiscipline, be highly independent in organising their work and resultsoriented. Some knowledge of the Copernicus Program and the Sentinels Missions is highly desirable. Your Tasks The SO Engineer shall perform tasks related to system operations and engineering For Copernicus Sentinel3 mission for routine Sentinel3A operations, as well as for the commissioning phase for Sentinel3B leading to the routine operations phase for the dual satellite system. For the Copernicus Sentinel6JasonCS mission build up for operations expected to start from mid 2019 leading to commissioning and then routine operations of S6 The engineering service shall cover the following requirements System Operations The SO Engineer shall perform system operations, including Scheduling and coordination of daily operations Monitor the status of the endtoend mission and perform daily checks to confirm nominal status and performance Contribute to the data ingestion, processing and distribution of auxiliary files and products Perform anomaly investigations Provision of support, as required, to critical andor special operations Contribute to the design, development, documentation and maintenance of specific toolscripts identified from operational needs Provide expertise in operational ground segment operations Contribute to raising, processing and coordinating anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in relevant Anomaly Review Boards Contribute to coordination and implementation of ground segment modifications, including their documentation, approval, implementation, testing and training, including participation in Change Review Boards, as well as TRR, TRB, ORR as needed Contribute to the operations boards, technical meetings, formal reviews, and scheduling and planning coordination meetings Participate in system operations team meetings and associated activities and reviews where required. Provide oncall support, on an as needed basis. This will be coordinated with the service manager through the normal oncall process Provide training, through written materials, practical demonstrations and presentations, to other parties involved in Operations including controllers, analysts and engineers Undertake training identified as necessary to become familiar with the system and be able to perform their tasks Contribute to any other tasks needed to support or restore operations as specified by the System Operations team leader. Operational Monitoring and Reporting The SO Engineer shall Contribute to the design, development, documentation and maintenance of tools that provide production statistics reports and support the monitoring and operations of the mission production and dissemination and related auxiliary dataflows, as requested Contribute to the generation of the Copernicus KPIs and joint Clienttopartner service level statistics, as needed, including their computation Contribute to reporting against KPIs and of anomalies to the Central Operations Morning Meeting Contribute to the monitoring and reporting of the overall endtoend mission performance of the Copernicus missions including gathering related statistics on a daily, weekly, monthly and quarterly basis Contribute to the generation of reports, as necessary. Operational Documentation The SO Engineer shall Contribute to the generation, maintenance and update of systemlevel operations related design, user documentation, procedures or operations guides, for example as a result of a system update or a validation activity, in accordance with the established Client Operations Department configuration management and quality assurance practices Perform operational validation of the operational procedures and coordinate specific operational validation test OVT campaigns, resulting in new or updated operational documentation Provide expertise to the update of other interorganisation documentation, including but not limited to Joint Operations Rules and Procedures JORP or Operational Interface Control Documents OICDs, Interconnection Security Agreement ISA. Interface with other teams and partners The SO Engineer shall Liaise and coordinate as required with the ground segment facility operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes etc. Liaise and coordinate as required with the spacecraft operations teams to ensure the continuity and optimisation of spacecraft monitoring and control activities through procedure and operations guide updates, configuration changes, database or user interface changes etc. Liaise and coordinate the systemlevel aspects for generating, reviewing and maintaining any Requests for Instrument Operations RIOs or Special Operations Requests SORs in coordination with the other operational teams Liaise and coordinate as required with external operational partners and service providers to ensure optimised performance, including participating in the definition and implementation of any changes and joint anomaly resolution Liaise and coordinate as necessary with other service providers. Evolutions of the Ground Segment Systems The SO Engineer shall Acquire and maintain an operational view of the ground segment, as well as a systemwide understanding of its interfaces with multimission elements MMEs and external interfaces Review any planned changes or evolutions to the system configurations for the ground segment to assess potential operational impacts Interface with teams responsible for the implementation of system upgrades to support major operations projects, including System MidTerm Evolution Plan, recurrent satellites, and any System hardware and operating system obsolescence upgrades Liaise and coordinate as required with the maintenance teams in support of engineering changes to the ground segment Liaise as required with the security teams in support of security related changes Participate in the operational validation of system upgrades and evolutions, both standalone and in the context of an overall ground segment Contribute to the integration and validation of components deliveries, as well as implementation of new products, including configuration control activities. Operations Build up The SO Engineer shall Support the operations build up Contribute to validation campaigns, including operations validation tests, participating in the coordination, planning and execution of these campaigns as needed, including TRRsTRBsFATsOSATsORR, etc for ground segment components and operations Participate to commissioning reviews and commissioning operations to ensure smooth handover from the commissioning phase to nominal operations Participate and coordinate the joint test campaigns with the operational partners during the operational build up phases of Sentinel3B LEOP, commissioning, SIOV, Rampup and JasonCSSentinel6 Follow Client processes and working practices. This implies participation in daily operations coordination meetings and daily technical reporting via Client tools. Your Profile Knowledge and experience with the following is considered essential, each key person shall have A university degree or equivalent in a discipline relevant to the job profile At least 3 years experience of the system operations and monitoring of realtime, complex, satellite instrument data processing systems, as well as demonstrated experience in planning and coordination of operation build up activities Demonstrated experience of the definition, development, integration, acceptance testing and operation of flight and mission operations and data systems Demonstrated experience with UNIXLinux operating systems The ability to communicate effectively in English verbally and written The ability to conduct all activities in an orderly and disciplined manner and shall be able to work under pressure and with a minimum of supervision.
