For our activities in ESTEC, we are currently looking for a Galileo Service and Planning Operations Engineer on a 6 months fixedterm contract. Tasks and Responsibilities You will be assigned to the System and Flight Operations Unit of the Galileo Operations Procurement Service Division and will report to the Head of System and Flight Operations Section. Your tasks will include the following Follow the definition and implementation of the overall Service KPIs to be applied to Galileo during the Initial Service Validation and Provision phases, and coordinate the technical definition, implementation and validation of the specific operational KPIs Support the preparation and validation the operational procedures to interface with the external service providers Manage the Operational Interfaces with the Service Centres, and the delivery of the agreed products OSM, OSP, ORSI, etc., also in the frame of the Galileo Early Services Organise resource management meetings OSMBs and coordinate with the Long Term Plan preparation, ensuring that the OSMB outcomes are properly taken into account and flown down also at Mid Term Plan level Manage Planning Requests affecting service provision and Service related incidents analysis investigation Support the enhancing of operational planning processes and operational interfaces Active participation to the Service Anomaly Review Boards for the investigation of planned and unplanned outages affecting the service availability and reporting of the analysis results as input to the NAGU process Attendance of Anomaly Review Boards and Configuration Control Board following in particular the technical issues related to Services provision Support the achievement of Operations readiness for GALILEO Services Provision Support the organisation of the GALILEO Project Operations Service Reviews Development in collaboration with the G2G Project Experts the definition of the G2G services. Requirements As successful candidate you should bring a university degree and the following Significant experience in operations engineering, operations and or service provision related activities, with some experience in management tasks Fluency in English, both in speech and writing Familiar with Spacecraft and Ground Segment subsystem knowledge Able to carry on activities and interact in a complex teamwork environment A proven experience in in a commercial industrial environment is required Able to work independently Familiarity with the ESTEC environment Some experience dealing with external interfaces The ability to multitask efficiently working on multiple activities Experience related to developments in the Galileo project GIOVE, IOV, FOC will be considered an asset. JOB DESCRIPTION Responsibilities Duties Tasks The areas of responsibility for this service are corresponding to a Systems Engineering Service but including activities within specific subsystems e.g payload and within the scope of general SOE services, such as test, validation and operation of the Mission Control System, Mission Planning System, Automation System and Simulator. The service to be provided will be primarily assigned to a particular mission Cluster II within Solar and Planetary Mission family but with the possibility of supporting other missions within this family. The general activities to be supported by this service are depending on the phase of the mission Study of specific Mission Characteristics and Ground Segment Documentation Participation in the Analysis and Design of Satellite Operations Preparation of Functional Requirements for Flight Control Ground Facilities Preparation of Flight Control and Contingency Procedures Mission Management and Mission Planning Support OnBoard Software Maintenance Support Supervision of daily operations and reporting General Flight Control Support Spacecraft Performance Analysis Support to other missions could also include SVT, Launch Campaign, LEOP, etc. Qualifications Msc in any related discipline Required knowledge Spacecraft subsystem knowledge Fluency in English, both in speech and writing Experience in activities applicable to spacecraft operations Coordinate and interact with other service providers in operations and other fields. Able to work independently Familiarity with the ESOC environment Familiarity with satellite control systems, in particular SCOS2000 Familiarity with Planning and Automation Systems. A familiarity with AI Planning and Scheduling techniques is an asset. The ability to multitask efficiently working on multiple activities, multiple subsystems and if applicable multiple missions simultaneously. You will be dealing with changing priorities and daily challenges, this dynamic and essential role is vital to ensuring multiproject schedule adherence via the instigation of long term working plans for the operational team and infrastructure. You will manage of a team of up to 50 operators to ensure successful delivery of major satellite contracts in line with agreed schedules, to budget and on quality. You will define all aspects of assembly operations to achieve these goals including resource recruitment, capital investment, training plans, operations briefings and improvement of facilities for lean manufacturing. Your main tasks and responsibilities will include Daily personnel management right skill, right person, right place, right time succession planning, forward load, discipline, timekeeping, team morale, annual appraisals and recruitment. Validate the operational phase resource requirements and agree multi project manning levels to meet challenging schedules achieving high productivity on quality and on cost. Key stakeholder for analysis of forward load vs. capacity and succession planning for the cleanroom facility. Define training plan for operations team including input and signoff to training modules. Ensure the maintenance and improvement of the training facility. Manage and coordinate all assembly activities in the cleanroom, by deploying lean organisation enforcing company policies including 5S audits, Health and Safety, and specification of maintenance. Define and manage capital investment CAPEX for improvement and upkeep of the cleanroom, tooling and furniture. Interface with team leaders daily for project reporting, priorities, escalation, resource requirements, and variances. Oversee daily schedule adherence, management of assembly operational work packages and work package variance reporting to the internal customer AIT Project Manager. Responsible for assembly operator quality during operations and enforcing the use of AIT procedures and processes. Key customer for all engineering processes and encouraging team to think creatively and provide continuous feedback for improvement. Support and ensure attendance to lessons learnt sessions at project completion. We are looking for candidates with the following skills and experience Minimum of HNC level in a Mechanical Manufacturing discipline with extensive experience in Assembly or Production environment. Experience of Operations Management, Production Manufacturing Management. Proven Management or Team Leading experience. Previous Budget responsibility, experience in Cost and Resources Management. Good knowledge of Lean manufacturing techniques including 5S, Continuous Improvement. Experience with working in a high quality driven process orientated engineering organisation. Previous experience of telecoms payload builds would be desirable. Knowledge and understanding of clean room manufacturing. Knowledge of Health and Safety principles and their application to the specific environment would be desirable. Basic understanding of RF properties and associated risks would be desirable. Good Leadership and supervisory skills. Excellent interpersonal skills with the ability to work with teams from all levels of the business.
