We are looking for 3 Data Warehouse Developers for our air traffic control client located in Maastricht, The Netherlands. Location Maastricht Contract type Freelance or Contract 3,0 FTE Contracting Duration 24 months Hours Fulltime Scope The Maastricht Upper Area Control Centre MUAC is part of the EUROCONTROL Agency and is tasked with the provision of Air Traffic Control ATC services to general air traffic in the upper airspace over Belgium and Luxembourg, and to general and operational air traffic in the upper airspace over the Netherlands and the northwestern part of Germany. MADAP is the data centre of MUAC and provides data processing and display capabilities to these local operational services, and also remotely to the ANA Luxembourg. In order to provide the required capacity whilst meeting the SES budgetary constraints, a.o., MUAC will improve postops processes, data analysis and traffic predictions to ensure maximum effectiveness of the ATM decisionmaking and to improve the planning and the execution of daily operations. As a result, traffic flows will be optimally routed through the MUAC airspace so that workload is balanced across the sectors and traffic is streamlined before it reaches the ATCO to operate safely and efficiently. In this context, MUAC aims to develop Business Intelligence facilities that not only allows the efficient creation of KPI monitoring and reporting workflows and dashboards, but also allows users to perform data mining in a selfservice manner. The scope of PABI project work package BI is the creation of a specific Business Intelligence layer on top of a highperformance spatial database. This includes the setup of a data warehouse DWH, the design of a data model, the creation of an ETL layer to ingest information from various sources into the data model including data quality and monitoring aspects, the creation of a reporting, dashboarding and selfservice analytics layer serving the stakeholders, documentation piercing all layers to provide end users with full lineage information, the establishment of the respective governance structures and processes, and the migration of various legacy BI solutions into the new BI scheme including metadata and lineage recovery. The objective of the role The infrastructure stack selected to support these developments consists mainly of an onpremise Oracle Exadata, ODI, Tableau, and Confluence. Data to be modelled and thus made available to selfservice analytics is vast and includes, amongst others, air traffic, sector and airspace configuration, staff rostering and allocation, flow measures, weather, delay, and occurrences. Particular focus is on the 4D paths of aircrafts through the MUAC airspace, not only as flown but also as evolving predictions. Experience in handling such kind of spatiotemporal data in a selfservice BI context is therefore of advantage. The purpose of the contracts with the successful tenderers is to provide the services of three DWH developers to execute, in the context of the creation of the PABI BI data warehouse, software development assignment to automate the ingestion of a number of data sources of varying complexity such that they become available for selfservice analytics. The staff offered shall fully cooperate with personnel from other contractors and from EUROCONTROL to achieve the assignment described herein. For each data source, the development assignment activities entail Source analysis with support by MUAC. Reverse engineering and maintaining metadata for source systems and all layers of DWH enabling automation of loading patterns. Modelling of the source data in Data Vault 2.0 standard. Automation of Data Vault 2.0 loading patterns using SQL, Groovy, ODI SDK and ODI KM. Development of an ODI configuration to automate ingestion of the source data into a staging area. Improvements of a framework for automatic generation of ODI transformations of the data from staging area into the Raw Data Vault and further to some areas of Business Vault layer. Development of transformations of the data from Raw Data Vault to Business Vault layer, including implementation of Soft Rules. Development of transformations of the data to selfservice presentation layer including dimensional models, 3NF relational models and flat wide denormalized reporting tablesviews. Development of historical data purging rules. Technical and userfacing documentation of the data modelling design and transformation design. Development, execution and reporting of integration and user acceptance tests, including example Tableau visualisations. Technical and Professional qualification Data source formats are RDBMS, XLS, CSV, structured or semistructured text including messages in ADEXP or ICAO aeronautical industry standards, large and highly nested XML, and Java serialized objects. Modelling and transformation development shall take place in compliance with the prevailing DWH maintenance plan procedures and standards e.g., Agile Process, DV2.0 and shall integrate with and support the concurrent construction of a meta data mart by MUAC, thereby also addressing all aspects of master data management and data lineage, versioning, and security. Progress and efforts spent will be tracked in Jira. Contracted staff shall be requested to supply, using Jira, monthly progress and status reports, also highlighting any outstanding actions, issues, risks or opportunities. The PABI BI data warehouse will not be directly used for and therefore has no direct safety impact on tactical airtraffic control or management. Indirect effects, if any, will be mitigated by MUAC. The quality level of the PABI BI data warehouse is therefore similar to a regular management information system Experience skills required At least 5 years of relevant working experience in a similar environment, working on similar projects on the same technical level. The contractor shall provide examples of previous successfully manufactured technical and userfacing documentation of data modelling and transformation design. 2 years of experience with Oracle VLDB. 2 years of experience with ODI and ODI automation using ODI SDK. 2 years of experience with Data Vault and, specifically, Data Vault 2.0, or else provide convincing arguments heshe is capable of learning and then applying Data Vault 2.0 methodology within three months. 2 years of experience in modelling and handling spatiotemporal data in a selfservice BI context. The contractor should bring forward any prior knowledge of the staff offered in specifically modelling air traffic, sector and airspace configuration, staff rostering and allocation, flow measures, weather, delay, andor occurrences.
