Financial Planning Control Officer

Tasks and Responsibilities Project data collection and analysis of data to support regular Directorate level internal and external reporting of cost at completion of projects, evolution and projection of geographical return situation and of the financial situation of the Science and Robotic Exploration Directorate Analysis of the impact of additional financial requirements on the yearly budget and multi year forecast Analysis and consolidation of costs forecast reports from projects Preparation and analysis of yearly budget and administration of commitment ceilingfunds transfer requests Performing financial analysis, identification of potential problem areas proposing remedial actions, and preparing reports as required Collecting and consolidating budget and workforce data from all science projects and activities with regard to the Directorate of Technical and Quality Management, the Directorate of Operations and Infrastructure, the Directorate of Resources Management and Industrial Matters and other SLAs support for the preparation of the Spring and Autumn Revisions of the yearly budget and the medium term plan Further support will be provided to other activities performed in the office to ensure continuity in the service and support provided to internal and external interfaces and entities. Specific tasks Project control for nonproject activities. Perform related project control tasks in ESAp o Prepare and maintain procurement actions Shopping Carts, PO Objects. o Verification of payment cost data and where necessary initiates the GRN by data entry. o Actively and timely manage all procurement and invoice handling. Maintaining a database to reflect the current status by recording each transaction that has been initiated and its evolution. Maintain the procurement database. Follow up deliveries of items and verify invoices versus orders. Assist in invoice processing. Liaise with the directorate offices located in ESAC and HO on matters related to the project control function in providing related financial information as required. Support in the daytoday running of the directorate manpower support frame contract Prepare contract documents. Maintain an up to date status of the limit of liability at contract rider work order level per contract. Ensure the current status of contractor staff is correctly reflected. Contracts start and end dates, for time recording the cost centre and WBS elements where hours are to be charged. Anticipate contract renewals. Act as focal point for the distribution of cost and progress reports etc. received to the responsible project controllers per activity domainwork order. Support the directorate in the management of the corporate Time Accounting System and the time recording of all SRE staff and contractors. Monitor released and approved time sheets. Collect and verify time sheet data from contractor cost reports. Control of actual hours worked by contractors versus nominal capacity. Maintain the contractor master data in THREAD concerning arrivals, departures and internal movements. Experience and education Applicants should have a university degree or equivalent qualification in a relevant field together with a strong background in business administration and controlling, with at least 4 year relevant working experience. A good knowledge of management and controllingrelated information systems is required Familiarity with modern corporate information systems, including SAP, together with a good knowledge of budgeting, financial processes and IPSAS accounting techniques would be a distinct advantage. Other Information The post requires good analytical, planning and organisation skills and the ability to synthesise complex information. Candidates must demonstrate excellent interpersonal skills including both assertiveness and proactiveness together with an ability to work in a team environment. Tasks The Mission Planning Engineer shall perform tasks related to mission planning operations, primarily involving the management and use of the Payload Data Ground Segment Mission Planning Facility PDGS MPF and the Flight Operations Segment Mission Planning System FOS MPS, within a SCOS2000 based mission control system. The main tasks will include Performing routine biweekly and contingency scheduling tasks using the MPF and MPS Performing preventative maintenance on the MPF or MPS according to working practice, generally by running system checks to spot any system anomalies or errors Raising anomaly reports when necessary and monitoring their resolution through attendance at appropriate review boards Supplying context and initial analyses that may aid the investigation of anomalies Responding to mission planning related anomalies and operational contingencies promptly Maintenance of mission planning documentation such as the User Guide document and the Operational Implementation document Liaising with external entities where necessary in order to fulfil joint operations requirements. Maintaining documentation concerning this Maintaining a detailed understanding of the Sentinel3 space and ground segment operational needs that are met through mission planning. Through regular liaison with space and ground segment experts, implementing, testing and documenting new or modified operational needs that are met through mission planning Performing the maintenance, update, validation and documentation of the MPF operational implementation in all mission phases. The MPF operational implementation resides in a relational database and associated business rule management system, and is used to generate schedules related to satellite payload mission planning Rolling out of new versions of the MPF operational implementation following approved configuration management procedures Performing the maintenance, update, validation and documentation of the MPS rules and constraints file in collaboration with the Flight Control Team Maintaining an understanding ofthe SCOS2000 MCS Working Operational Database, in which the linkage between Sequences Requests and telecommands is defined Contributing to the definition of any changes to the supplied mission planning application software or to inhouse supporting software that could lead to performance andor ergonomics improvements Contributing to the process of implementing such changes, and liaising with any external contractors that may be performing the changes Contributing to the definition and raising of Engineering Change Proposals and Change Requests concerning mission planning, and attending ECP Review Board meetings if necessary Contributing to the operational validation of new versions of mission planning application software, including testing of ARNCR correction and new functionality. This may include FAT or OSAT attendance Participation in any necessary meetings and reviews long term scheduling, schedule consolidation, anomaly review boards, etc Training of personnel in mission planning tasks as required Essential requirements In addition to having a university degree or equivalent in a relevant discipline, the successful Candidate shall have at least 3 years experience of low earth orbit LEO spacecraft and ground segment system operations mission planning, satellite monitoring and control using SCOS2000. Furthermore, the following experience is required At least 3 years of general programmingsoftware development, including at least 1 year of software development in Java or an equivalent e.g. Drools, JBoss Rules At least 2 years working with relational databases and sql, preferably involving Oracle database administration At least 2 years of working with files in XML format At least 2 years of Linux operating system administration At least 1 year of software development in C, with knowledge of Oracle database access using ProC advantageous Other Information Start date is foreseen to be April 2015 Fluency in English is mandatory Candidates must be an EU Citizen or have valid working permit to work in Germany
