ResponsibilitiesDuties The Engineer will give support for monitoring and controlling the overall preparation and execution of the Galileo Early Services operations activities. HeShet will support the Galileo Operations Engineering Unit in the coordinating of the definition, preparation, testing, validation, and implementation of the Galileo Early Service operations for the system and user community, as required to meet the overall Galileo requirements. This concerns the Operations service activities performed in the Galileo Control Centres, the Galileo remote stations, the Galileo external entities and the User Communities. For hisher day to day work heshe will report to the Head of the Galileo Engineering Operations Unit in order to provide regular support to the Galileo Operations Procurement Office. The tasks of this post include in particular Follow the definition and implementation of the overall Service KPIs to be applied to Galileo during the Early Service Validation and Provision phases, and coordinate the technical definition, implementation and validation of the specific operational KPIs. Regular review and consolidation of OPS contractors contribution to the Service Provision schedule and constraints impacting the Service Provision. Support the preparation and validating the operational procedures for interfacing with the external service providers. Collection, preparation and reporting to the Galileo Project Operations team of all the operations products necessary for the generation of the Galileo NAGUs by direct interface with the Operations contractor for the inputs collection. Collection, preparation, formatting of the Operations Input Operations Service Messages to the Galileo Service Reports in close cooperation with the Galileo Project System Team from one side and the OPS contractor on the other side. Supporting the GALILEO Engineering Boards by ensuring the proper flow down and implementation of the Early Services Specifications down to Operations Contractor. Supporting the Galileo Anomaly Review Boards and Configuration Control Boards in the area of operational activities impacting Early Services Supporting the organisation of the GALILEO Project Operations Service Reviews. Support the achievement of Operations readiness for GALILEO Services Provision QualificationsExperience University degree or equivalent education in Computer Science, Electronic Engineering, Aerospace Engineering or Telecommunications Engineering Essential Skills Significant experience in service provision Familiar with Spacecraft and Ground Segment subsystem knowledge Fluency in English, both in speech and writing Able to carry on activities and interact in a complex teamwork environment. Checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. In the field of procurement and execution of contracts Support to the preparation and followup of the Agencys tender actions. Support to the proposal evaluations as expert for the price and schedule verification and analysis. Support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems. Contributing to the elaboration, consolidation of related procurement workplans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles. Ensuring that above plans are properly inserted in the appropriate management tools. Followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools. Creating related objects in ESAp, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information. Monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing. Supporting industrial invoicing process and payment verification and control. Specific qualification requirements The candidateshall have experience of system engineering including Master level education in Engineering or equivalent or MBA or equivalent University degree from a recognized Institution of secondary studies or equivalent qualification in Business Administration. At least 4 years of relevant experience. Excellent communication skills. Ability to work independently and manage multiple tasks simultaneously. Ability to work under pressure. Excellent team work skills A very good working knowledge of spoken and written English isessential.
