The Earth observation data analysis engineer is expected to support projects can be during any phase andor programmes for studies on new concepts. The specific activities may relate to simulations and analysis of observations and products, to Level 1b andor Level 2 product and algorithm aspects and to data analysis for validation and mission performance during phase E of an Earth observation mission. The specific analysis can be related to satellite or dedicated suborbital mission campaign concepts. Specific tasks The contractor shall support the SMOS mission scientist, the SMOS mission manager, and the STSE program manager. The SMOS specific tasks include Support the exploitation studies funded through the SMOS project. This includes the contract with ECMWF on data assimilation. Support the preparation of SMOS publications and presentations. Support the implementation of new studies related to the SMOS mission. Specific Qualification Requirements The contractor shall be a senior scientistengineer holding a PhD in geophysical sciences e.g. oceanography, meteorology, physics, mathematics or engineering with a strong background in satellite remote sensing using Lband radiometry. This includes handson experience with SMOS L1 and L2 data processing and a good knowledge of the corresponding application areas. Furthermore, knowledge of and experience with the STSE programme is mandatory. Technical skills shall include programming and a good knowledge of relevant software packages. The applicant shall be able to work both autonomously and as a part of a team. A good knowledge of the English language is expected. Main duties are the operation of the MSG Central Facility CF and the EPS Mission Control System MCS, and supporting operational use of Mission Control Facility MCF Tools and the mission controlrelated multimission tools. The role comprises a range of tasks including the provision of support to the routine operation of the MCS, and the interfaces between the MCS and other components of the EPS Core Ground Segment CGS. The Key Person will be responsible for the definition andor maintenance of the routine operations procedures pertaining to the operation of the MCS and these interfaces, in accordance with the established EUMETSAT Operations Department configuration management and quality assurance practices. In addition, the Key Person will acquire and maintain a Systemwide view of the MSG System, and the EPS CGS and OGS, particularly in the areas of system monitoring control and data flows, due to the central role the CF and MCS play in the MSG and EPS Systems. The Key Person will review any planned changes to the system configuration and the investigation of anomalies encountered through the routine operation of the CF and MCS. The Key Person will provide oncall support as part of a team of MCS engineers. The Key Person will provide support to the development and operations preparation for recurrent satellites in existing operational programs, and for future operational programs now in development. The Key Person will perform the following tasks Support to routine operations Definition and maintenance of missioncontrol operations procedures, including System and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison with the operations analysts to ensure continuity and optimisation of databaserelated activities Interface with other facilities within the operational ground segments to ensure the continuity and optimisation of ground segment and mission monitoring and control activities Interface with external elements of the operational Ground Segments to ensure the continuity and optimisation of data exchanges with the mission control systems Interface with the mission control systems maintenance team and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes Provision of support to operational ground segment analyses Provision of standbyoncall support as part of a team of MCS engineers Provision of support, as required, to critical operations Processing of system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in further technical meetings, formal reviews, and scheduling and planning meetings. Processing of system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards Support to, and participation in, the functional verification and operational validation of mission control systems and related elements, both standalone and in the context of an overall ground segment. Support to the preparations for recurrent satellites and future satellite programs Provision of support to the development and operations preparation for recurrent satellites in existing operational programmes such as MetopC and MSG4 Provision of support to the development and operations preparation for future operational programmes such as Sentinel3, MTG and EPSSG. Support to operations teams Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations Team. The tasks assigned to the Key Person will be agreed through dedicated workpackages with clear identification of activities and outputs expected. In the performance of these tasks, the Key Person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. PROFILE In addition to having a university degree or equivalent in a relevant technical discipline, the Key Person shall have the following mandatory attributes at least seven years work experience in the operation of spacecraft control systems at least five years work experience developing andor maintaining spacecraft mission control systems software at least five years work experience developing andor maintaining software for a UNIX operating system at least two years work experience with the SCOS spacecraft control system at least two years work experience defining and implementing the verification and validation of spacecraft mission control systems software. The improvement in the quality of the data service is to be provided by a space based data relay system supporting data links between user spacecraft in low earth orbit LEO and user ground stations. In particular, the services offered by earth observation missions will be upgraded considerably since the EDRS will enable such missions to offer near real time access to data for example for disaster relief and security applications without being subject to geographical or weather constraints. Today space based data relay services are not offered on a commercial basis and are available only for institutional use to a few nations in the world. The EDRS will make space based data relay services available to European and Canadian space projects. The EDRS will use optical and Kaband technology to provide the data links to the user spacecraft. Responsibilities The Senior Software Engineer EDRS MOC is directly responsible for the specification, design, implementation, validation and verification of the software systems and networking facilities required for the Mission Operations Centre.
