Mission The Key person will contribute to the full life cycle of the application software development, maintenance and support for all services, including web applications integrated in the Website and Intranet. Occasionally less than 15 work time the Key person will maintain PHP and Commercial off the Shelf COTS tools e.g. Org Chart, Library. It is foreseen, that the detailed tasks of the Key person will include as a minimum Design, implement, maintain, test and deliver applications based on Java EE and partially using Oracle WebCenter Content following the full application development cycle Specify, customize, integrate and maintain clientserver based COTS tools and document the customisation and integration in the EUMETSAT environment Maintain, test and deliver PHP based applications Provide second level support for existing applications, systems and services Gather and document user and system requirements and constraints Document the tasks and deliverables according to EUMETSAT working practices Perform the related quality assurance, configuration and change management activities Contribute to project planning and reporting. Profile In addition to having a university degree in computer science, software engineering or equivalent, the Key person shall have as a prerequisite At least 5 years professional experience in the design, implementation, integration and testing of Website and Intranet applications using Java EE and Oracle databases At least 3 years professional experience in JSFFacelets, JSP, Servlets and JPAHibernate Knowledge of XHTML, CSS, Ajax, JavaScript, XML, XSLT Knowledge of Windows Proven experience in formal documentation, preferably in a ISO 9000 certified project and service environment High degree of autonomy, good personal communication skills oral and writing and strong customeroriented approach to interact with EUMETSAT personnel. System Software Engineering support for long term Archive MF

Mission As a member of the Generic and Systems Infrastructure Division GSI, the key person shall provide support to the development and maintenance of the EUMETSAT Data Centre Archive and will be integrated within the Data Services Engineering Team. The duties range from the support to the operation of the UNIXbased archive and retrieval system, to the analysis, design, development testing and maintenance of software functions maintaineddeveloped within the data services engineering team. This includes the settingup and implementation of maintenance policies and procedures, the support to the procurement of hardware and software, and the coordination with external providers of maintenance services as required. The particular focus on the tasks to be performed are the operational support, the software configuration management and the design, implementation and testing of software corrections and evolutions for meteorological data format conversions offered by the Data Centre. In particular the tasks will include Operational Support for responsible data services systems o Monitoring the performance and behavior o Problem Investigation and anomaly raising o First line System and Software support o Installation of software o OnCall support see section 5.2 o Big Data management and the related troubleshooting usage of Hierarchical Storage Management Software Configuration Management o release preparation o building o packaging o deployment Testing o Unit and Integration Testing o Acceptance and integration of external software o Verification Validation support Design, implementation and testing of software corrections and evolutions o Meteorological data format conversion netCDF, HDF5 o Server Side Development Requirements management o Review and analysis of user requirements o Specification of system and software requirements Generation and maintenance of technical documentation o System and Software Requirements o Architectural Design o Interface Control Documents o Software Unit and Integration Test Plans o Maintenance Procedures Participation and organisation of technical meetings and formal reviews. Preparation and production of routine reports. In the performance of these activities, the key person shall follow the relevant operations change control and maintenance procedures. Profile In addition to having a University degree or equivalent in a relevant engineering discipline, the key person must have excellent team working skills, being able to take initiative, work autonomous and have good analytical skills. The key person shall have skills and experience in the following mandatory areas minimum 5 years for each 1. System Maintenance Skills o Extensive experience in the provision of first line support for operational systems, which includes the monitoring of the performance, problem investigation, coordination of resolutions and oncall support. o Experience in the usage of hierarchical storage management systems preferred SAMfs and big data processing and management of the volumes. 2. Software Engineering Skills o Extensive experience in designing and developing software components and applications in the Java programming language under Unix Sun Solaris, Linux using Object Oriented OO approach including design patterns. The focus on the programming languages is Java but maintenance of existing software developed in CC is also needed when required. o Extensive experience in developing software applications using interfaces to relational database management systems RDBMS and management of their schema. 3. System Development Maintenance Skills o Strong technical expertise for translating user requirements into software requirements, architecture evolution and implementation. o Extensive experience in software development and maintenance using a formal life cycle resulting in deliveries to customers. This includes requirements management, software design and implementation reflecting corrective and evolutions of software components. o Extensive experience in software validation and verification related activities test procedure generation, nonregression testing, requirements verification and validation. 4. Documentation and Software Configuration Management Skills o Experience in using software configuration management, anomaly reporting and tracking tools. 5. Software Technology Skills o Java programming language o Meteorological Data Format Conversions HDF5, NetCDF o Big Data Management Usage of Hierarchical Storage Management SAMfs o Tomcat Application server o Oracle JDBC, SQL and PLSQL o XML, XML Schema and XSLT technologies o C programming language and Standard Template Library STL o Source Code control system SubVersion o Software Building and Package management o Unit testing frameworks e.g. JUnit o Eclipse. Mission The Key Person will be integrated into the INR and Calibration Section, which provides support for the EPSSG Programme in the area of INR and geometrical algorithm processing. The general task of the Key Person will be to support the INR aspects within the developing activities of the EPSSG Programme. Primarily the activities have the objective to establish and maintain the knowledge needed to support the INR processing as part of the mission data processing functionality both for online and offline functions. In addition, the Key Person will support and contribute to the review and refinement of the INR architecture at EPSSG System level. In particular the tasks may include Help to develop the INR processing functionality for the mission data processing of all EPSSG instrument missions, throughout the procurement lifecycle, Acquire detailed knowledge on the EPSSG System INR architecture including dependencies and interactions between the platform and the instruments as well as between the instruments hosted on the same platform. Any incompatibilities to the EPSSG requirement baseline need to be identified and resolved. Ensure that the INR processing functionality, including INR testing functionality, which is developed as part of the mission data processing is consistent with the EPSSG System architecture and able to meet the EPSSG requirements on geometric quality and performance. Inconsistencies and noncompliances must be flagged and mitigation measures proposed. Establish and implement a model of the EPSSG INR System architecture, including of the INR estimation process, which allows verification and benchmarking of the INR approach selected by industrial contractors for the instrument mission data processing. Develop, maintain, and procure a INR related test tools and software including INR reference processor software and b INR related test datasets that are necessary for the testing and verification of the EPSSG requirements baseline. Ensure a proper knowledge transfer of all INR aspects from industry to EUMETSAT is implemented in order to ensure longterm maintainability of the preoperational or operational software Define, develop and maintain INR related processing functionality requirements and specifications. Monitor the evolution of the requirements and the applicability of their versions to developed or procured items Prepare documents to support tender actions in the area of INR data processing, and, potentially, evaluate responses to them Support studies and Instrument Functional Chain Team IFCT activities in the area of INR and geometrical processing. Monitor and support INR aspects during the GS development, including contribute to reviews, verification, and testing against appropriate versions of requirements and monitoring and advising on the resolution of deviations Support system engineering activities related to INR, including reviews, working with the EPSSG System and EPSSG Ground Segment teams, and the EPSSG Science team Support interactions related to INR with the Space Segment, including supporting the review, andor analysis, of INRrelated documentation Any other tasks deemed appropriate by the technical officer in support of the overall aim of the tasks above. Profile In addition to having a University degree in a relevant discipline such as aerospace engineering, physics or remote sensing, the Key Person shall have a minimum of three years experience in system design, specifications and implementation of INR processors andor simulators andor mathematical models for imager andor sounder instruments including the development of INR software for processing of satellite meteorological data in UNIX environments. Knowledge and experience of the following is mandatory Expert level on Image Navigation and Registration INR methodologies and techniques, including observable processing, LineofSight LOS modelling, geolocation, and state vector estimation for threeaxis stabilised satellites preferably in low Earth orbit Specification, development, and testing of INR processor software for threeaxis stabilised platforms Integration, Verification and Validation of INR processing subsystems for satellite meteorological or remote sensing dataProficiency in a highlevel programming language e.g. CC suitable for the implementation of prototype and operational INR processor software. Experience and expertise in the following will be preferable Relevant experiences with characterisation and modelling of space segment elements related to INR e.g. scan mirror and line of sight models experience with threeaxis stabilised is considered a clear advantage. MISSION The consultant, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support the management of the requirements baseline, including for changes deviations and waivers and evaluation of impact on element baselines Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews. Participation in reviews and meetings at system, ground segment system and element level. Support to the preparation and maintenance of schedule, resource allocations and work breakdown structures for the GS system engineering activities. PROFILE MANDATORY SKILLS The Consultant shall have a university degree or equivalent in the domain of engineering or science, together with at least 5 years of demonstrated experience in the following areas and disciplines Extensive experience in the specification, design including functional analysis an modelling, implementation, integration, and verification of large and complex Earth Observation ground segments Experience in the preparation of ground segment requirements and design documentation Experience in system engineering practices and processes, especially in the field of space systems engineering, including knowledge of ECSS standards and system life cycle processes Detailed knowledge of at least 2 of the following and a good overview of the others i Networking Communications, ii Ground Stations, iii Near RealTime Data Processing chains, iv Satellite and ground segment control systems Fluency in English is mandatory.
