MISSION The consultant, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase B Support the generation, refinement and management of the GS system requirements in the Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification Support the refinement and maintenance of the ground segment functional model Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation Perform analyses architectural tradeoffs, technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support the management of the requirements baseline, including for changes deviations and waivers and evaluation of impact on element baselines Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews. Participation in reviews and meetings at system, ground segment system and element level. Support to the preparation and maintenance of schedule, resource allocations and work breakdown structures for the GS system engineering activities. PROFILE MANDATORY SKILLS The Consultant shall have a university degree or equivalent in the domain of engineering or science, together with at least 5 years of demonstrated experience in the following areas and disciplines Extensive experience in the specification, design including functional analysis an modelling, implementation, integration, and verification of large and complex Earth Observation ground segments Experience in the preparation of ground segment requirements and design documentation Experience in system engineering practices and processes, especially in the field of space systems engineering, including knowledge of ECSS standards and system life cycle processes Detailed knowledge of at least 2 of the following and a good overview of the others i Networking Communications, ii Ground Stations, iii Near RealTime Data Processing chains, iv Satellite and ground segment control systems Fluency in English is mandatory. Configuration Management Consultancy Support for the MTG Programme MF

Mission The Key Person will be integrated within the PRS Division into the Configuration, Documentation and Information Management Team for GEO Programmes. The general task of the Key Person will be to provide support and advice to the GEO Configuration, Documentation and Information Manager as Configuration Management Engineer. It is foreseen, that the detailed tasks of the Key Person will include as a minimum Managing the documentation under configuration control according to the agreed procedures and supporting the issue of relevant configuration listsreports Act as secretary of Configuration Control Board meetings, prepare and convene the meetings, analyse the proposed engineering changes, prepare the relevant Minutes of Meeting, and notify the external entities as necessary Follow up the change process with the related action items, to ensure timely information on the change status Createmodifydelete and track versions of hardware and software items and documentation according to the evolution of the configured items Determine the hardware and software configuration by performing configuration audits and operating the installed configuration audit functions Maintain the configuration management database Support review and update of the Product Documentation Trees, generate and maintain the Configuration Item lists Support reviews and update of the System and Ground Segment Configuration Management Plans Support the definition and maintenance of Baselines at System and Ground Segment Levels Support the definition and maintenance of Configuration Management procedures Support establishing and maintaining a configuration database implementing configuration status accounting Issue Configuration Status Accounting Reports for the configuration items under direct EUMETSAT responsibility as necessary Support the maintenance of the Documentation Management Plan and related procedures, with particular emphasis to the interaction between DM and CM Support the definition of Configuration Management Requirements Participate in formal technical reviews on behalf of the Configuration Manager Attend technical meetings on behalf of the Configuration Manager Support Reviews organised at EUMETSAT, coordinating the distribution of the datapackage to the reviewers, and tracking the actions originated by the Review. In the performance of these tasks, the Key Person shall comply with the applicable rules of the EUMETSAT Directory of Instructions DI and the EUMETSAT Management System EMS part of it, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available to the Key Person at start of the duties in EUMETSAT. Profile The Key Person shall have a demonstrated experience of at least 5 years in managing the configuration of complex systems, with focus on large distributed ground software systems, and good understanding of the CM processes for the space segment Hardware and software.. The Key Person is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision, good team working skills and strong action achievement orientation. In detail, the Key Person shall demonstrate Proven knowledge of configuration management procedures. Significant experience in software configuration management e.g. Flight and Ground and experience with Configuration Management Methods and Techniques Extensive knowledge of Configuration Management Standards, e.g. ECSSMST 40C, ISO 10007, EIA649 and GEIAHB649 Experience with Configuration Management Tools Minimum of 5 years of relevant experience Very good communication and team working skills Being able to conduct all activities in an orderly and disciplined manner, in particular when applying the applicable Configuration Management standards and processes. The following will be considered as an advantage Hands on knowledge working with Serena Dimensions Experience acquired in the frame of European Space Projects Working knowledge of ECSS engineeringmanagement standards and ISO 9000 series. The Challenge We are looking for a Software Engineer Monitoring and Control Subsystem MTG to be located at the customer site, in Darmstadt, Germany. The Software Engineer MTG would join Terma GmbHs activity as a full time employee, providing engineering support for the Meteosat Third Generation mission operation system MTG MCS, which will be based on the SCOS 2000 architecture. Typical tasks include Support the maintenance of MTG mission operations facility requirement specification in the area of monitoring and control system. Liaison with the operational users for the definition of the requirements baseline Monitoring the MTG MCS procurement Support the MTG ground segment team, the mission operations facility manager and the ground segment manager Interact with suppliers and partner organisations Participation to the reviews for the monitoring and control subsystem and interfacing facilities Preparation of technical notes and attendance at technical meetings Maintenance i.e. mainly configuration and installation of the SCOS 2000 MCS demonstrator installed for familiarisation of the operations preparation team with the mission operations facility MCS Analysis, review and generation of any relevant MTG documentation Maintenance and evolution of mission operations facility Java Eclipse RCP RAP based tools established in the frame of Phase B.
