Space Applications Services develops hardwaresoftware systems and performs system engineering for the European Space Agency ESA, National Space Agencies and the aerospace industry. We are involved in international manned unmanned spacecraft programmes including the Internal Space Station ISS, earth observation, science, exploration, communications and related technology development. We require staff, wishing to join our team to work in a dynamic international environment for the following immediately available position Tasks and Responsibilities The work will be performed at the European Space Research and Technology Centre ESTEC in Noordwijk, The Netherlands. The candidate will provide support mainly in the area of the Payload Ground Segment coordination and evolution, under the authority of the Head of the Ground Segment Maintenance and Operations Section GS Service Lead. The candidate will interface directly with the USOC for the management and coordination of the UCOS GS matters and processes. The candidate will participate in GS processes such as identifying central GS service changes, ICD updates PIRN process and USOC GS infrastructure changes. The applicant will also support the ESA ISS PL Integration Managers for science and operations preparation activities, as well as supporting the Increment Managers in the areas of increment preparation and Certification of Flight Readiness CoFR. Specific responsibilities and tasks include Towards OL Integration Managers PIMs o Participation in reviews of payloads under development with major GS implications and the follow up of the implementation of new components of the USOC Ground Infrastructure. o Support to feasability assessments and payload testing. o Identification of GS changes for the new payloads and experiments. Towards Increment Management and Preparation o Interpretation of the Increment Requirements Document into implementable tasks. o GS integrated schedule maintenance for ground segment related aspects. o Provide support to the CoFR process by checking CoFR certificates. Towards USOCs o Support to the head of mission operations in the daytoday management of the USOC contracts. o Organisation of the process and the reviews leading to the USOC infrastructure Readiness. o Review and provision of comments to Ground Segment PIRNs on ICDs, and management of development and maintenance of USOC ICD with external User sites. o Follow up the performance of ground operations during routine operations, identification of problems and support to the specification of corrective actions. o Coordination and support to USOC operational readiness Tests. o Monitoring of USOC implementation, configuration status and documentation progress. o Participation to the GS Coordination meetings with industry, the GS Control Board, the USC management meetings, and increment preparation meetings. Qualifications, Experience and Skills Applicants should have a University degree ideally a master in engineering, and a minimum of 3 years of relevant experience. Furthermore, candidates are required to have following skills Knowledge of the International Space Station Programme is required. Good knowledge of Ground Segment processes and systems for spaceflight. Ability to work in a diverse team environment. Experience in the area of GS development and maintenance. Basic knowledge of Payload Operations in Columbus and in other segments of the ISS. Capacity to work independently. Fluent in English. This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION The duty station is ESTEC, Noordwijk The Netherlands with a resident assignment in Oberpfaffenhofen Germany. DUTIES Under the authority of the Head of the Columbus Operations Division, the postholder has overall responsibility for managing the endtoend preparation and implementation of the ESA activities for specific ISS increments assigned to himher. These ESA activities relate to the Columbus module, including its payload facilities and the associated ground segment and operations to support ISS operations. The ESA ISS Increment Manager fulfils the role of ESA Columbus Mission Director ESA MD, and as such is responsible for defining, preparing, implementing and overseeing the execution of all ESA Columbus mission operations activities related to the assigned ISS increments. The ESA MD is during realtime operations the single interface for directions to the flight control team. Specifically, duties will include managing assessment of ESA and NASA requirements for the upcoming ISS increment defining and managing the activities required to implement ESAs ISS requirements for a specific increment and other requirements on NASA payloads in the Columbus module IDRDIRD development planning and implementing the increment reviews coordinating and implementing the Certification of Flight Readiness process and undertakings for each flightstage of the increment providing the operational interface to the ESA ISS programme management during the preparation phase with respect to progress reporting, programmatic guidance, and resolution of issues daytoday management of the mission operations activity flow, including onconsole presence, regular meetings, tagups internally in ColCC and externally with European centres and International Partner entities directing the Flight Control Teams at ColCC during the execution phase of the specific increment both routinely through meetings with the Columbus Lead Increment Flight Director and exceptionally via discussions with the Columbus Flight Director on shift if the situation requires realtime programmatic direction providing the formal ESA interface to the NASA ISS Increment Manager and Launch Package Managers managing the preparation of the Postincrement Report. Other operationsrelated tasks not linked to a specific increment may be assigned to the incumbent during periods in which there is no specific increment assignment. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in science or engineering and management experience. A thorough knowledge of the Space Station programme, Columbus system, and payload operations is essential. Previous experience of international cooperation will be an asset. The post requires candidates to be systemminded and have a resultsoriented approach. The postholder will work in a highly complex operational environment and needs to be able to integrate teams and operational entities spread across different countries. The ability to plan and organise efficiently is required, as are good communications skills. The working languages of the Agency are English and French. A good knowledge of one of these languages is required. Knowledge of another Member State language would be an asset. Knowledge of another member state language is an asset.
