GSA AND THE GALILEO SECURITY MONITORING CENTRE GSMC The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. The Galileo Security Monitoring Centre GSMC is an integral part of the Galileo infrastructure responsible for monitoring and responding to security threats and alerts, and the overall operational status of systems components. For Public Regulated Services PRS, the Centre is the interface with governmental entities for cryptographic keys requests. The GSMC also oversees the content of security messages broadcast by Galileo satellites and supports the European External Action Service in case of threat to the security of the European Union or of a Member State. The GSMC is currently composed of four teams operational, engineering, facility management and security based in two sites GSMC Master site SaintGermainenLaye, France GSMC Backup site San Martin de la Vega, Community of Madrid, Spain TASKS AND RESPONSIBILITIES The Project Support Officer located in GMSC Master site SaintGermainenLaye, France will be in charge of maintaining the Master schedule, supporting the risk management activities and actively contribute to the reporting of the department, by providing in particular Permanent update of the master schedule files, using Microsoft Project Provide global overview linking the Galileo Programme milestones and the GSMC Service Roadmap and main activities Identify dependencies between milestones, critical path and flag risks of slippage against desired planning Improve the usefulness and effectiveness of the risk management registers Monitor and ensure updates of the risk management databases Liaise with the other risk registers owners and managers Support for the weekly, monthly, quarterly and annual reporting Organise weekly coordination meetings and the relevant reports Gather inputs for reports, prepare them for management review, ensure their approval and delivery. GSMC Operations Analyst

The GSMC is an operational centre of the GSA. It contributes to the fulfilment of the GSA mission by ensuring that sensitive information relating to the use of Public Regulated Services PRS is suitably managed and protected and not exposed to Galileo Control Centres. TASK AND RESPONSABILITIES The Operations Analyst will support the Security Monitoring, the PRS Access operations, the application of the Council Decision 2014496CFSP and will contribute to the Security expertiseanalysis. The Operations Analyst will report to the GSMC Operations Manager and will be in principle responsible to Under Service Operations Ensure the organisation of GSMC operations, including schedules, availability of operators, availability of infrastructure and GSMC business continuity planning in coordination with other GSMC teams Initiate investigation of incidents, raising observations and anomaly reports. Attend and chair the Anomaly review boards as required Analyse GSMCGalileo System operational data and contribute to reports Support the development of operational procedures, processes, documentation and training plans Conduct studies and trend analysis on the GSMC operations or service provision, to support the lessons learnt and improvement processes Manage contracts providing operational support, outsourced operations or operations engineering support, including drafting the terms of reference and the management of contract execution. Act as the project officer for external support work packages designed to enhance the GSMCs capability Provide advice and expertise to current GSMC Operations team, as well as external stakeholders such as Member States and European Institutions Under Service Transition Support the Service Validation campaigns for new Galileo Infrastructure releases and contribute to the validation of other GSMC core services Support development and coordination of Service Validation Plans and Reports Support the GSMC Operations, Service and Configuration Review Boards Work closely with the engineering team to develop new requirements, operational scenarios and procedures, and optimise the existing ones. The GSMC Operational Analysts will be required to be on on call duty and might be requested to work also on shifts. To that extent, the necessary training will be organised by the GSA and the GSMC Operational Analyst will have to pass the relevant operational training and evaluations for both roles in order to remain qualified for the post. However, the job holder may be requested to go on frequent missions or have temporary relocation to other GSA sites Spain and Czech Republic to perform similar tasks to those in France.
