The GSMC Security Implementation Officer shall contribute to ensuring the protection of EU Classified Information EUCI and crypto material at the Galileo Security Monitoring Centre GSMC UK site in compliance with the relevant legislation and Implementing Acts. Heshe shall perform tasks of registry control of EUCI and crypto materials. Heshe shall also perform tasks of site physical protection and control, which will include the daytoday service interface with the security personnel of NATS National Air Traffic Service, as the GSMC UK is located within NATS premises in Swanwick. The GSMC Security Implementation Officerwork location will be the UK site. However the job holder may be requested to go on frequent missions and have temporary detachments to other GSA premises France and Czech Republic to perform similar tasks to those in the UK. The GSMC Security Implementation Officerwill belong to the GSMC Technical team, reporting to the GSMC Technical Manager. Heshe willperform hisher duties according to the procedurestasks established by GSMC Security actors LSO, COMSEC Officer, RCO or any other actor designated by the GSMC manager, and assist them to improve such procedures. He will also have to tightly liaise with the Central Security Office in the GSA Headquarters which defines the policies and establishes instruments to ensure that the security rules are respected and the security policies are consistently applied throughout the Agency. The tasks will cover three main areas of duties in the UK GSMC Local Security Management Heshe assists on a daily basis the GSMC Local Security Officer LSO in the discharge of his responsibility regarding the handling of EU Classified Information EUCI at the GSMC UK site and compliance with relevant security legislation and instructions from relevant stakeholders. o Assuming general security responsibilities ensure that good security practices are in place at all times in the GSMC UK work with the GSMC Local Security Officer to resolve security issues o Contributing to the establishment, maintenance, and execution followup of the security procedures jointly with the parties hosting the GSMC facilities in UK NATS as well as relevant security authorities in the UK regarding The use and access policies of any security related systems of the GSMC UK e.g. Access control systems and CCTV monitoring systems, badges The use and activities of the guards whenever needed to maintain solid security environment of the GSMC UK premises. o Monitoring and reporting on security incidents and events in the GSMC UK, including infrastructure, equipment and personnel. o Monitoring the movements of security authorised personnel in consultation with the human resources unit and GSMC Local Security Officer. o Monitoring the physical security of the communications infrastructure, network assets and database infrastructure of the GSMC UK looking for signs or marks which could be understood as internal or external violation of the system. o Managing security keys and combinations has overall responsibility for ensuring the proper handling and storage of physical security keys. o Debriefing any staff prior to definitive departure from the GSMC to make clear all confidentiality rules related to the GSMC and to confirm that EUCI handled by the official has been properly stored, protected or destroyed and that it will not be taken by the official to the new post. o Contributing to security trainingawareness briefings responsible for providing regular update briefings for personnel within the GSMC UK o Contributing to maintaining the legal framework. o Promoting security awareness takes every opportunity to promote security awareness whether general, personal or EUCIrelated within the GSMC. o Monitor the implementation of any recommendations made by the European Commission Security Directorate HR.DS inspectors and security supervisors following security auditsinspections of the GSMC. EUCI Registry management heshe is responsible for the administration and upkeep of the GSMC classified document registers and for the day to day administration of classified documents. Hisher duties include the handling, sending and receiving of all classified documents. o Maintain a database of classified documents CONFIDENTIEL UE and SECRET UE and enforce the access rules to the documents maintain log books o Mark and register classified documents paper, disks, CDROMs, etc. o Assign, package, distribute, dispose of and archive classified documents as appropriate according to the Security Rules for Management of Classified Information within the GSA derived from the Rules on Security of the Commission Decision 2001844EC, ECSC, Euratom manage receipts and destruction certificates, etc. and the EC Security Notices o Periodically conduct an inventory check of classified documents and question issues on the need to maintain the classification of information and on documents which may be destroyed Organise the transfer of the Galileo classified information needed by the o GSMC to the GSMC Registry. Crypto material and registry management heshe is responsible for the management secure storage, handling, distribution and processing of all crypto material under hisher custody. o Safeguarding and control of all accountable crypto material under hisher custody o Recording all movements of cryptographic material arrivingdeparting from the GSMC UK site and submit the transportation plans for such movements for approval o Inspecting such inwardsoutwards transport packages for completeness and correctness of accounting records o Performing crypto material related operational tasks o Providing support for the generation, registration and distribution of crypto material delivered by the GSMC o Providing from time to time intersite protection keys, prepare and disseminate filldevices. GALILEO SECURITY MONITORING CENTRE GSMC GALILEO GALILEO is the European Unions future autonomous Global Navigation Satellite System GNSS which will be interoperable with other existing GNSS systems, in particular the United States Global Positioning System GPS. The main services that have already been specified for GALILEO are the following Open Service OS shall provide position and timing signals, free of user charge. Performance will be competitive with, but complementary to, GPS to enable dual constellation usage. Public Regulated Service PRS. This service provides position and timing to specific governmentdesignated users requiring a high continuity of service. Access to this service will be controlled with encryption of the space signals and usage of approved receivers that have the signal decryption keys. Search and Rescue Services SAR. Galileo will improve the time to detection and the accuracy of location of distress beacons over the current Search and Rescue services provided by COSPASSARSAT. It will also provide an acknowledgement to the user of receipt of the distress message. It is expected that a Full Operational Capability will be ready in 2015 with a full ground infrastructure as well as enough satellites to enable autonomous positioning FOC1 while a full satellite constellation will come a few years later FOC2. Meanwhile it is expected that an Initial Operational Capability IOC will be already declared open earlier based on a partial infrastructure. GSMC The GSMC will be the hub of European GNSS security. It has the mission to provide a secure EU facility that offers a secure method for public regulated services PRS users to interact with the Galileo System Operator. This will simplify the operation of the Galileo system and provide assurance to PRS users that sensitive information relating to their use of Galileo is suitably managed and protected. The GSMC also coordinates the implementation of Joint Action instructions received from the EU SitCen Situation Centre. The operation of the GSMCs within the Galileo system is the responsibility of the GSA. It will be required to deliver the following specific missions Management of PRS access including receiver and PRS order management Command and control of operating modes affecting the security of Galileo services Galileo security monitoring including signal compliance and PRS Security Message verification Response to European GNSS crisis and security events Process management, such as the dissemination of Standard Operating Procedures SOPs Fulfil operational tasks of the Crypto Distribution Authority, including the flight key management flight Provision of European GNSS security expertise and analysis. Recruitment for the GSMC started in 2011 and shall continue with a view for the GSMC to become fully operational in 2015 with an anticipated 3040 people. The organisation is composed of three teams working under the leadership of the GSMC Manager the Operations Team, the Technical Team, and the Administrative Team. The Technical Team with an anticipated 710 people working under the leadership of the GSMC Technical Manager, its primary missions are to 1 ensure the availability for the Operations Team of a suitable technical infrastructure buildings to be provided by France and UK, and information technology assets 2 ensure appropriate security operating measures and document exchange are implemented in the centre 3 regarding cryptographic material and information, acting as the Crypto Distribution Authority CDA for the GSMCs own activities and as a centralized monitoring point related of the management thereof for all Galileo actors, and contribute to key transport in particular flight keys those going into satellites 4 contribute to other GSMC missions. Location The GSMC team is currently located in Brussels. However the GSMC building facilities and Galileo related information technology equipment shall be relocated to two sites, one in France in SaintGermainenLaye where the main operations are due to take place and one in the United Kingdom in Swanwick. The Headquarters of the GSA were relocated to Prague in Sept 2012, whereas the GSMC team was to remain temporarily in Brussels until relocation of the team to StGermainenLaye FR in September 2013. In the 20132014 period, although the place of employment will be in France, some staff members may need to work for extensive periods of time in the UK to support the UK site deployment. In 2015, some GSMC staff may be assigned a definitive location in the UK or even other GSA premises. Important note This recruitment process aims at identifying several suitable candidates for the establishment of a reserve list. TASKS AND RESPONSIBILITIES The GSMC Crypto Custodian reports to the GSMC COMSEC Officer, under the supervision of the GSMC Technical Manager. He is responsible for all measures necessary to ensure the physical security of all classified crypto material within hisher command. Frequent missions and temporary detachments to the UK GSMC Site Swanwick, and occasional ones to Belgium Brussels after relocation to France and the Czech Republic Prague are foreseen for this post. In 2015, this post may be assigned a definitive location in the UK or even other GSA premises. Moreover, missions in Europe will be necessary during key generation estimated at 1 week.
