TASKS Definition, configuration and maintenance of endtoend monitoring and reporting systems Definition and maintenance of system operations procedures, including system and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison with the ground segment facility operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes etc. Support to the definition of Operations Service Specifications Interface with the systems maintenance teams and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes to the mission performance systems Provision of support to operational ground segment analyses Provision of standbyoncall support as system operations engineer, on an as needed basis through the normal oncall process Provision of support, as required, to critical operations Processing of mission performance related system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in technical meetings, formal reviews, and scheduling and planning meetings Processing of system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards Support to, and participation in, the functional verification and operational validation of mission performance system upgrades and evolutions, both standalone and in the context of an overall ground segment Liaison with various department and divisions within EUMETSAT CM, QA, Management, Product Experts, User Services Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations Team. Support the definition of Ground Segment requirements in the area of the Mission Planning System. Participation in workshops and review meetings. Interfacing with Operations to consolidate the operational concept in the Mission Planning System requirements. Support the identification of the verification method and initial test cases for the Mission Planning System requirements. Incorporate the reuse of the EUMETSAT Mission Planning System kernel products in the Ground Segment requirements. Interfacing with the Mission Planning System kernel product experts in the MCA Team to coordinate their contributions to the requirements definition. System Architectural design Support the generation of the architectural system level design of the Mission Planning System as part of the Ground Segment. Support the production of design models using Systems Engineering and CASE tools. Support the definition and documentation of all interfaces IRDsICDs between the elements of the Mission Planning System and other Ground Segment or external elements. Technical coordination of the parallel activities involving the EUMETSAT Mission Planning Systems for LEO missions Support to the technical coordination of all the activities in the team where the EUMETSAT LEO Mission Planning Systems are involved. These activities comprise at the moment the maintenance and evolution for missions under routine operations, reengineering activities and the reuse of the EUMETSAT Mission Planning System in new Programmes. PROFILE In addition to having a University degree in a relevant engineering discipline, the key person shall demonstrate significant knowledge and experience in the area of specification, design, implementation, verification and maintenance of Mission Planning Systems. The key person shall have skills and experience in the following mandatory areas 1. Domain Skills Experience minimum 5 years in the definition of software requirements, architectural design, implementation and maintenance of Mission Planning Systems in the context of Low Earth Orbit LEO space missions. 2. Software Development, Verification Maintenance Skills Experience minimum 5 years in the full cycle of development and maintenance of application software, preferably for Mission Planning Systems, following formal software engineering processes. This includes user and system requirement analysis, software requirement engineering, software design, implementation, corrective and evolutive maintenance activities. Experience minimum 3 years in IVV integration, verification and validation activities, preferably for Mission Planning Systems, following formal engineering processes. This includes requirement verification, system and subsystem integration, generation of test plan and test procedures, nonregression testing, generation of test data, generation of test tools, running the test procedures on the target system, generation of test reports and anomaly tracking. 3. Software Engineering Skills Experience minimum 3 years in designing and developing software applications using C and Java programming languages for UNIXLinux operating systems. Experience minimum 3 years in designing and developing software applications using interfaces to relational database management systems RDBMS and experience with data model design for RDBMS. Experience minimum 3 years in designing and developing software applications using JBoss Drools as business rule management system. It would be a distinct advantage for the key person to have knowledge andor experience with some of the following 4.
