Tasks The Corporate ICT function refers to the Information and Communication Technology systems, services and infrastructure, which are employed by EUMETSAT for support of its administrative activities. This environment is distinct from the one used for the operation of satellites or distribution of data products. The ICT User Support Engineer will report to the Service Desk Manager and work according to the teams agreed service levels, defined working practices and procedures. The ICT User Support Engineer will have as a minimum the following responsibilities Installconfigureadministrate desktop and notebook systems hardware and operating system MS Windows installconfigureadministrate standard corporate office applications maintain, administer and support remote access devices e.g. iPhones, VPN tokens administer user accounts, manage user permissions provide first and second level user and technical support, particularly in the area of standard desktop applications Windows 7, MS Office , Visio, etc contribute to the preparation of IT Information on the Intranet and Training Material including presentations viewgraphs, demonstrations and online training as well as provide coaching and training to IT Users Act as an interface between 1st level support and the 2nd level engineers responsible for the backend systems. Provide support to upgrade and enhancement Projects Plan and perform rollouts of new Software Provide support to VIP users Provide support for WebEx and Videoconferences Essential requirements The IT User and Technical Support Consultant is required to have as a minimum Customer focus and service orientation as well as highly effective interpersonal skills in dealing with demanding customers under high workload Extensive knowledge of and experience in the installation, maintenance and troubleshooting of MS Windows 7, MS Office, Visio, MS Project and Internet Explorer Experience in the installation and maintenance of mobile computing solutions e.g. VPN access, Notebooks, Remote Access, iPhones, WebEx Extensive experience in end user support in general. Tasks This profile is for a Business Process and Requirements Support Engineer in the Enterprise Information Management Team EIM of the Information and Communication Technology Support ICT Section. The ICT Section is developing, maintaining and operating the EUMETSAT Office Computing Infrastructure running technical, scientific, administrative and desktop applications and providing support to the users in the whole organisation on these systems. Essential requirements In addition to having a university degree in computer science, software engineering or equivalent, the key person shall have as a prerequisite Extensive experience in eliciting and documenting end user requirements Extensive experience in analysing business processes, developevolve business processes in collaboration with business users and document them in suitable formats Handson experience of electronic workflow systems for managing information andor document management systems Experience in facilitating large and heterogeneous groups resulting in actionable outcomes Experience in preparing technical requirement specifications Experience in supporting acceptance and roll out activities for IT systems Experience in preparing user manuals or similar and deliver training for IT systems Good understanding of Information Management concepts and in particular document management principles and the related requirements Highly self motivated with a high level of autonomy in working arrangements and the ability to apply initiative and creativity in the execution of tasks Excellent organisational, interpersonal and communication skills, willingness to learn, able to work as part of a team and displaying a strong customeroriented approach to interact with EUMETSAT personnel. Tasks Following on from the Meteosat Second Generation MSG, the development of the Meteosat Third Generation MTG will ensure continuity to provide information for operational services beyond 2040. To cover the wide range of products needed for weather and climate applications on the user side, MTG comprises two types of satellites four MTGI imaging and two MTGS sounding satellites. The first MTGI satellite is expected to be launched towards the end of 2019. The Consultant shall support the MTG user preparation activities through coordination of the MTG User Preparation Project. Additionally, they will support some of the user engagement activities identified in this Project. The consultant will be part of the User Support Team and will work with experts across EUMETSAT and partners organisations. The main tasks of the consultant, within the coordination role, are Maintain the MTG User Preparation Project plan and associated documentation and schedule related activities Collect and collate project inputs from all internal stakeholders, in particular those parts of the Remote Sensing and Products RSP Division providing the scientific development support for the MTG Programme and the teams within the Geostationary Programme Division GEO responsible for providing the operational Level 1 and Level 2 processors Arrange and attend regular MTG User Preparation Project team meetings and prepare meeting reports as required Record and monitor any open actions associated with the MTG User Preparation Project Prepare inputs to management reports on the status of the MTG User Preparation Project Keep abreast of guidelines issued by the WMO regarding user readiness activities for next generation satellites and prepare inputs and followup actions as required. The main tasks of the consultant, within the supporting preparation activities, are Support external coordination and user engagement activities for MTG user preparation, e.g. supporting RSP workshops, preparing and collating results from user surveys, etc. Support the Web Content Developers in the preparation of content for the MTG user information area on the EUMETSAT website Support the Training Team with updated information on the status of the MTG User Preparation Project for inclusion in training events. Essential requirements In addition to having a university degree in relevant discipline, preferably in remote sensing, meteorology or environmental sciences, the Consultant shall have a minimum of 5 years experience in the following areas Proven experience in project coordination or a project management role An ability to relate to user groups of remotely sensed data and products Experience in remote sensing related to meteorological observation needs Excellent communication skills, both verbal and written Experience in preparing and maintaining information for users Experience in using project planning tools like MS Project or similar Experience of working in partnership across organisational boundaries. Desirable requirements Furthermore, it would be a distinct advantage for the Consultant to have experience with Supporting previous user preparation activities in the Earth Observation arena Working with the meteorological user community, in particular national weather services Appreciation of the whole processing chain from satellite data sensing to use of a product.
