Ground Segment System and Network Engineer to provide Consultancy Support to EPSSG Ground Segment

Description The Key Person defined in Article 12 of the Contract will be mainly providing engineering support, to the EPSSG Ground Segment Technical Manager in the frame of the EPSSG Preparatory Programme Phase B. As a member of the Ground Segment GS team, the Key person shall provide support to the EPSSG GS requirements analysis, architecture design and requirement implementation of the GS networks system as part of the EPSSG System. The duties range from the analysis, design, installation, and testing of the communications networks system. This may include support to the procurement of hardware and software, and the coordination with external service providers. The tasks will nominally cover the entire development lifecycle. In particular during the initial phase the tasks will include Support to Ground Segment requirements engineering analysis, validation, allocation and maintenance Assistance to the definition of the ground segment interfaces Definition of EPSSG GS Network requirements Support to Ground Segment design architecture definition, including analyses, tradeoffs and compilation of technical budgets Establishing the overall EPSSG GS Network Design Identification of areas of risk and contributing to any related trade off studies or prototyping activities Support to Ground segment reviews Requirements Review and Preliminary Design Review Participation in reviews and meetings at system, ground segment and facility level. In the performance of these tasks, the Key person shall apply the relevant system engineering standards, quality management procedures and maintenance procedures. The Key person is expected to write and review requirement specifications and change proposals, prepare procurements, participate in technical inspections and reviews, document the communication and network architecture system design and write evaluation reports, review reports, test reports and overall status reports. Profile The Key person shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks with a minimum of supervision. The Key person shall have, as a prerequisite, a demonstrated experience in a similar function for at least three years working with high availability systems. Knowledge and experience with the following is considered mandatory Experience in preparation of system requirements and design documentation Knowledge of Cisco network and security equipment and architectures Knowledge of high availability network architectures and protocols e.g. HSRP, VSS Familiarity with network management, QoS and traffic shaping principles Familiarity with satellite communications DVB, VSAT, Point to Point links. Knowledge and experience with the following is considered an advantage Experience in the definition of space related ground segments Experience in the integration and verification of such systems Experience in systemlevel analyses from an endtoend perspective Knowledge of ECSS standards. TASKS AND RESPONSIBILITIES The Key Person will be integrated within the PRS Division into the Project Planning and Control PPC Team for GEO Programmes. The general task of the Key Person will be to assist the PRS PPC Team in the implementation and maintenance of the GEO Programmes schedules and related scheduling and reporting processes. It is foreseen, that the detailed tasks of the Key Person will include as a minimum Establish, monitor and control the GEO Programmes Schedules, based on inputs from the programme technical teams i.e. System, Ground Segment, Space Segment, including activities, inputs outputs and associated resources, Elaborate and maintain multilayered programme schedules, based on first level schedule used for management coordination and reporting, level two schedules indicating the main programme elements activities and interdependencies, level three schedules used by engineering teams to detail their own work. Level one and Level two schedules will cover the complete programme and system life cycle and allow analysis of critical paths and margins, Monitor and control programme schedules, including maintenance of and controlled changes to the schedule baseline in view of progress made and scope changes agreed, Generate and analyse programme performance indicators, including schedule performance indicators, milestone trend charts, Generate periodic scheduling status reports, including trend analysis of scheduling performance indicators, Prepare and contribute to regular programme meetings on schedule management, monitoring and control, Assist programme team leaders in establishing, monitoring and controlling individual plans and schedules as well as related programme resources, Liaise as relevant with the corresponding Planning Officer in the Operations Department to ensure coordination of scheduling activities involving that Department and the Programme Development Department, Contribute to the continuous improvement of PRS PPC working practices and procedures applicable to GEO Programmes, including related guidelines, checklists, templates and indicators, in line with the clients Directory of Instructions DI and the clients Management System EMS and the Programme Management Plans. In the performance of these tasks, the Key Person shall comply with the applicable rules of the clients Directory of Instructions DI and the clients Management System EMS, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available to the Key Person at start of the duties. PROFILE The Key Person shall preferably have a university degree in a management or engineering discipline. Heshe shall have at least 5 years proven handson experience in project planning, scheduling, monitoring and control. Demonstrated experience in large system developments, Space andor Ground Segments is considered to be an asset. In detail, the Key Person shall demonstrate Extensive handson experience in schedule preparation, monitoring and control, for complexlarge system programmes, preferably space systems, as well as in planning and monitoring the allocated resources Extensive experience in using Microsoft Project or a similar project management tool suite e.g. Primavera, Knowledge of and handson experience with project management standards e.g., ECSS and project scheduling concepts and techniques, Ability to draft concise management reports and executive level presentations in English, Extensive handson experience in using the Microsoft Office Suite and in particular Microsoft Word, Excel and Access. The Key Person shall have the capability and experience to fulfil the assigned tasks with a minimum of supervision. Heshe is expected to collect inputs from the various programme team members, and summarise the gathered information for the programme management. In addition, heshe shall possess good interpersonal and communication skills to be able to interface efficiently with both the management and technical levels of the programme. The Key Person shall be fluent in English. Knowledge of French would be considered an asset. The working language of the MSG and MTG Programmes is English. WORK LOCATION, AVAILABILITY AND WORKING HOURS The activity is assumed, as a baseline, to require the fulltime participation of one consultant for the duration of the contract. The work will be released in individual work packages. REPORTING Formal reporting to the clients technical representative, i.e. the PRS PPC Manager for GEO Programmes, is required at monthly intervals and following completion of major tasks in a format specified by the client. The monthly reports and any other reports or documentation generated shall be submitted in writing directly to the technical representative. All reporting and documentation shall be in the English language.

The MultiViewing MultiChannel MultiPolarisation Imaging Mission 3MI Scientific Consultant reports to the Atmospheric Composition Manager and will provide scientific support to the preparatory activities for the future 3MI mission on the EUMETSAT Polar System Second Generation EPSSG. The mission The consultant will provide support within the Atmospheric Composition Team in the Remote Sensing and Products RSP Division of EUMETSAT, located in Darmstadt, Germany. Heshe will be fully integrated in the Atmospheric Composition Team and will interface with inhouse experts of various disciplines system, instruments, operations, science, and in particular members of the PostEPS Science Team within the RSP Division.
